Summary
Under supervision of the Housing Program Director. Performs a variety of duties pertaining to the day to day
operations of Housing Authority Owned Communities. Duties include the leasing process from move-in, recertifications as required, managing office functions including effective rent collection, handling customer service
issues, ensuring maximum occupancy, initiate maintenance work orders, walks property to monitor overall
appearance and reports to the Housing Program Director as needed.
Essential Functions
● Complete administrative tasks associated with community operations, including accounting and financial
reporting, making bank deposits, reconciling resident accounts, perform other duties as assigned.
● Collect rent and fees to reduce delinquency and bad debt write offs, issue utility payments, prepare legal
action and files for eviction when necessary.
● Prepare leases and documentation involved in the occupancy eligibility and rental process; prepare
notices to participants regarding changes of status; receive information and process resident transfers;
receives and reviews accommodation requests with appropriate Management staff.
● Serves Housing Authority notices and communications to tenants when necessary; participates in
Housing Authority sponsored community meetings.
●Prepare and conduct interim and bi-annual re-certifications; verify any changes in household composition
or income; recalculate rent and prepare amendment to current lease as required; notify resident of changes.
● Conduct routine inspections of the units within the property to ensure a quality presentation of the
community and identify potential safety hazards. Complete move-in and move-out inspections of units.
●Assist with leasing activities to ensure the property maintains high occupancy. Prepare lease agreements
and coordinate move-ins.
● Ensure all resident files are maintained according to policies; accurately enter all activity in the Housing
Authority’s computer software program. Ensures all files are ready and available for internal and HUD
audits.
●Prepare correspondence to various agencies and businesses to verify applicant data including total family
income, current assets, and family composition; affirm applicant information as required; prepare
information for input into computer software program and obtain output reports as required.
● Coordinates with Housing Program Director on a daily basis to keep the Housing Authority apprised of
any concerns or problems at the property.
● Monitors conduct of tenants to ensure compliance with property rules, regulations, and lease;
enforcement of apartments rules; maintain written records, and report occupancy violations, disturbances,
and other infarctions by tenants and guests to appropriate Management staff.
● Develops and maintains good resident relations and encourages residents to work together with the
Housing Authority to improve the quality of life in their neighborhood.
● Assists in preparation and showing of vacant units as they become available.
● Assist with addressing resident complaints, disturbances, and violations and take appropriate action to
resolve issues. Enforce the terms of the Rental Agreement and Community Rules and Regulations.
● Walks the property frequently to monitor curb appeal, office, and signage; notifies appropriate staff of
any large objects needing removal, and any liability related issues around the property.
● Provides courteous, respectful, honest, timely, and professional information to all Housing Authority
staff, vendors, residents, visitors, and partners for all activities and services in accordance with Housing
Authority Policies.
● Performs other related duties as assigned.
Demands/Complexity
This position operates from established and well known procedures. Work situations are recurring with occasional
variations from the norm. Position is closely supervised and expected to meet established performance standards.
Complexity involves working closely with participants, interviewing applicants, keeping in line with HUD and
USDA regulations and guidelines.

Contacts are made with others both inside and outside of the agency. They may involve confidential and/or sensitive
matters.
Specific Job Skills
Excellent interpersonal, verbal, and written communication skills are required to work effectively. Essential duties
listed above must be performed satisfactorily. Knowledge of interviewing and counseling methods, techniques, and
procedures; knowledge of Fair Housing and other legal issues and local ordinances as they affect the property’s
operations; excellent problem solving and listening skills with the ability to empathize with residents while
enforcing Community rule and policies; able to plan, organize, and maintain a variety of Housing Program
transactions and projects/deadlines; knowledge and skill to prepare clear and concise reports and accurate records;
excellent written and oral communication skills; exceptional customer service skills; proficient in software including
Word, Excel, and Outlook; able to write and format business correspondence, reports, documents, manuals, and
presentations; ability to work with general supervision; able to lead office operations in the on-site location;
bilingual in English/Spanish preferred.
Mental
Constant organizational skills, teamwork, communication, and customer service are required. Frequent interpersonal
skills, decision making, meeting deadlines, use of discretion, creativity, and problem analysis are needed.
Intermediate math skills are necessary.
Education/Experience
High School diploma or equivalent; associates degree preferred; equivalent of two years directly related experience
preferably in a housing organization, property management environment, or leasing office.
Requirements
Possession of a valid Florida Drivers’ License at all times and the ability to be insured by the Authority’s Auto
Insurance.
