Job Purpose
This position will provide technical expertise and effective co-ordination of the Infrastructure
Planning function within the City’s Infrastructure Planning & Asset Management department.
The Infrastructure Planning function will be responsible for the City’s infrastructure planning
and strategy, forward capital works planning and capital budget preparation, capital works
priority project planning (due diligence), Capital Works Priority List (CWPL) management,
coastal infrastructure strategy and planning, sustainable transport, traffic modelling and GIS
mapping services in compliance with all relevant legislation, City policies, procedures and
relevant Australian standards.

Organisational Context
The position of Senior Infrastructure Planning Engineer is part of the Infrastructure Planning
& Asset Management department within the Infrastructure Services directorate. In total, 5
departments report to the Infrastructure Services Director. Other departments include Fleet
Services, Project Design & Delivery, Infrastructure Maintenance & Renewals and Waste &
Energy Services.

Key Accountabilities

Plan, develop, monitor and update infrastructure asset strategies for all asset classes
including; roads, drainage, paths, parks (POS) and buildings.

Manage the Citys’ strategic modelling systems including the Geraldton Strategic
Transport and Land Use Model (GSTLUM).

Provide strategic direction all City projects from an infrastructure perspective where
required.

Effectively and regularly communicate with the Citys’ Town Planning Team and
Infrastructure Services Land Development team and other internal teams to ensure new
developments are aligned with the Citys’ longer term strategic objectives.

Undertake detailed reviews of internal and external infrastructure proposals affecting the
City.

Effectively and regularly communicate with the Citys’ asset management team and
finance team to be cognitive of long term financial modelling and impact on strategic
initiatives.

Develop a Priority Infrastructure Plan (PIP) and assist with developer contribution
schemes to ensure trunk infrastructure is provided for adequately via development.

Lead the strategic direction of car parking provision and management in the City.

Lead the advocacy of sustainable transport, such as walking, cycling and public
transport and further existing behavioural programs.

Lead the advocacy of Road Safety and represent the City at Roadwise Meetings.

Lead the advocacy of Access & Inclusion.

Custodianship of the Citys’ Integrated Transport Strategy (ITS)

Manage, improve and expand the Citys’ GIS and Mapping system

Undertake various major and minor strategic infrastructure project work, including work
breakdowns, program development, scoping, quoting/tendering, evaluation and project
management processes including contract administration.

Undertake and oversee the preparation of infrastructure grant applications such as;
Regional Bicycle Network, Road Project Grants and underground power.

Prepare reports for Council as required.

Other related tasks as required by Manager Infrastructure Planning & Asset
Management

Coordinate the preparation and submission of the City’s Annual Capital Works Program

Responsible for the maintenance and update of the Citys’ forward capital works program
to inform the Long Term Financial Plan (LTFP), co-ordinated with the Citys’ Finance
team.

Coordinate due diligence planning investigations of priority projects in the Capital Works
Priority List (CWPL) in accordance with the Citys’ Project Management Framework.

Responsible for assessing and processing Sporting Futures applications from sporting
clubs and subsequent Council reporting

Liaise with Government departments and statutory authorities as required.

Prepare and present reports to Council on infrastructure issues as required.

Review the City’s strategies and policies in relation to transport infrastructure and
provide advice on potential improvements for consideration.

Assist with the preparation and cost effective implementation of the Infrastructure
Planning & Asset Management annual budget.

Review engineering development reports and provide comment.

Maintain a working knowledge of relevant legislation, codes, standards and guidelines
applicable to the City’s infrastructure activities to ensure proposals adhere to planning,
engineering, risk, OH&S and environmental requirements and standards.

Monitor and manage the performance of the Infrastructure Planning team to support the
achievement of organisational KPIs.

Person Specification
All criteria essential unless otherwise stated.
Qualifications, Certificates and Licences

Tertiary Qualifications in Civil Engineering, eligible for Membership grade with the
Institute of Engineers Australia (MIEAust)

Possession of, or working towards minimum management qualification of Associate
Diploma (or equivalent) OR; substantial demonstrated team management
experience.

C Class Drivers Licence.

Chartered Professional Engineer, CPEng accreditation (desirable).
Experience

Extensive diverse experience in infrastructure planning including strategy
development and due diligence investigations including; roads, drainage, pathways,
parks.

Extensive experience in the preparation of forward capital works programs (to inform
LTFP) and detailed capital works & operational budgets

Demonstrated experience in leading, managing and mentoring an infrastructure team

Diverse experience in Transport (traffic) engineering and Stormwater drainage
planning and design.

Extensive experience working within a Project Management Framework (PMF)

Experience in strategic and/or operational coastal infrastructure management
(desirable)

Experience in developing and working within Quality Assurance (QA) systems
(desirable).

Experience in sustainable transport projects and programs (desirable)
Knowledge

Comprehensive knowledge of legislation and standards pertaining to civil
infrastructure in Western Australia, e.g. Local Government Act, Australian Standards,
Austroads standards

Comprehensive knowledge regarding sources of project risk, encompassing; social,
environmental, economic, time, quality, cost, procurement and delivery sources of
risk.

Thorough knowledge of asset management/maintenance principles and practice as
related to community assets and whole of life cost implications for the City.

Thorough understanding of transport planning and the benefits of sustainable
transport mode shift.

Sound knowledge of Public Utility Providers Code of Practice (desirable)

Sound knowledge of Coastal processes (desirable)
Skills

Demonstrated skills in the prioritisation of multiple tasks and projects and ability to
meet project deadlines by preparing and adhering to achievable programs.

Ability to investigate and formulate an informed engineering position on a range of
proposed infrastructure initiatives, including undertaking risk/benefit analysis and
conducting whole of life assessments to ascertain project merit.

Excellent traffic and drainage engineering skills

Demonstrated ability to provide high quality and accurate presentation of advice,
instruction/guidance and research findings, both verbally and written via all standard
forms of business communication.

including Microsoft Project.
