1. Position Purpose
»
To work collaboratively to maintain civil infrastructure assets (such as roads, drains,
paths and bridges) under the management control of the City of Casey.
»
To contribute to the development and continuous improvement of service levels,
standards, policies and work methods in the maintenance of civil infrastructure assets.
»
To undertake construction of minor capital works projects.
2. Key Responsibility Areas
Civil Infrastructure Asset Maintenance
»
To plan, supervise and monitor the maintenance and construction of assets assigned
within your area responsibility.
»
To ensure compliance with all relevant City of Casey policies and procedures, including
adherence to Council’s Asset Management Plan and related documents.
»
To develop, administer and supervise Contractors in the delivery of services.
»
To ensure all inspections and work is recorded in Council’s Asset Management Systems.
»
To provide a safe method of work for all activities.
Emergency Management and After Hours Emergencies
»
To undertake the duties of a Deputy Municipal Emergency Resource Officer (DMERO),
including being available as an on-call duty officer on a rotating roster.
»
To be generally available and willing to assist in the response to after-hours emergencies
within your service areas.
General
»
To provide and communicate advice clearly, including of a technical nature, in written
and verbal formats.
»
To lead a customer focussed team in delivering services to the community.
»
To foster a strong commitment within the work group through continuous improvement
and use of technology.
»

3. Occupational Health & Safety Responsibilities
»
Make sure that any hazards, incidents (including near misses) and injuries are reported
immediately to your supervisor.
»
Cooperate in relation to activities taken by the organisation to comply with OH&S
legislation.
»
Participate in consultation, meetings, training and other health and safety activities.
»
Take reasonable care for your own health and safety and the health and safety of others
in the workplace.
»
Make sure only authorised, adequately trained staff undertake assigned tasks.
»
Provide all staff with relevant OH&S information in an appropriate manner.
»
Develop new work procedures, as required, in consultation with relevant persons.
»
Provide appropriate facilities for safe storage, handling and transport of work-related
materials and equipment.
»
Actively participate in the planning and execution of Return to Work plans for employees.
4. Accountability and Extent of Authority
This position is responsible for:
»
working collaboratively within the Infrastructure Services Division to ensure overall
organisational objectives are achieved, particularly where access to resources is shared;
»
the management of staff, subcontractors and resources to ensure civil infrastructure
assets are maintained and developed to meet the community’s expectations and
requirements;
»
establishing work standards that meet these expectations and requirements in a safe and
timely manner;
»
providing a high level of customer service to the community, internal and external
stakeholders.
The employee’s freedom to act is subject to Council policy, regulations and budgetary
constraints. The incumbent is responsible for policy development within their area of
expertise and management.
5. Judgement and Decision Making
The position exercises all the delegations, authorities, powers and duties for Civil
Infrastructure Asset Maintenance in accordance with Council policies. The team leader is
responsible for solving problems of a technical nature associated with planning, development
and maintenance of assets directed to be within their control.
The nature of the work is specialised with methods, procedures and processes generally
developed from theory or precedent. The problem solving process comes from the
application of these established techniques to new situations and the need to recognise when
these established techniques are not appropriate. Guidance is not always available within
the organisation.
The team leader will work to ensure the safe, effective and efficient delivery of the services
directed to be within their control, including working collaboratively where responsibility for
services delivery is shared.
6. Management Skills
This position requires skills in managing time, setting priorities and planning and organising
their own and where appropriate that of other employees and where appropriate that of other
employees so as to achieve specific and set objectives in the most efficient way possible
within the resources available and within a set timeframe despite conflicting pressures. The
ability to manage and administer contracts is also a key function of this role.
The position requires understanding and an ability to implement personnel policies and
practices including awards, equal employment opportunity and occupational health and safety
policies, recruitment and selection procedures and techniques, position descriptions and
employees development schemes. It is expected that the position will contribute to the
development and implementation of long term staffing strategies.
They would also be expected to handle a variety of complex issues concurrently and with
minimal supervision.
7. Interpersonal Skills
The ability to gain co-operation and assistance from internal and external stakeholders in the
delivery of construction and maintenance related services.
To be understanding of a customer’s needs and ensure these needs are met within Council’s
policies and procedures.
The ability to liaise and work through and problem solve issues, including inter-organisational
problems.
The ability to motivate, develop and gain co-operation from employees to ensure service
levels are met.
8. Specialist Skills and Knowledge
»
Detailed knowledge of asset maintenance and construction procedures, including road
and drainage maintenance principles.
»
Understanding of mechanical plant used in drainage and road construction and
maintenance.
»
Understanding of the long-term goals of the Department in which the position is placed
and of the relevant policies of both the team and the wider organisation.
»
Competency in the use of relevant digital technology.
»
Understanding of budgeting and cost record keeping.
»
Ability to lead a multi-functional workgroup involved in varying areas including design,
maintenance and contract management.
9. Inherent Physical Requirements
»
In order to perform the required duties, the incumbent must successfully complete a preemployment functional assessment.
»
The incumbent must be able to drive a vehicle in order to travel to Council buildings
throughout the municipality, including areas where access to public transport is difficult or
non-existent
»
Walk over ground that may sometimes be rough (such as parks and road verges).
»
Bend, reach and twist associated with maintenance activities.
»
Ability to communicate clearly both face to face and by telephone
10. Qualifications and Experience
»
Degree in Civil Engineering, or other related infrastructure works / maintenance
qualification with experience commensurate with the requirements of the position.
»
Extensive experience in managing maintenance and development works in a similar
environment, including supervising and managing construction and maintenance
contracts.
»
Experience in managing contractors and staff.
11. Key Selection Criteria
»
Demonstrated ability to provide practical solutions to complex Civil Infrastructure
Maintenance technical problems
»
Proven experience in being innovative in the delivery of efficient and effective Civil
Infrastructure Maintenance services
12. Conditions of Employment
Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s
policies and procedures and the letter of offer.
Hours - The position is full-time worked on a 19-day/4-weeks arrangement.
Vehicle – A fully maintained Council vehicle (Category 1) is provided with this position in
accordance with Council's Fleet Management Policy.
Health Declaration - The preferred applicant is required to complete a Health Declaration
form and return it to the Occupational Health and Safety Co-ordinator (Human Resources
Department) prior to commencement.
Physio/Medical Examination - The preferred applicant is required to have a preemployment physio/medical examination (at Council’s expense). Accounts for broken
appointments are the responsibility of the applicant.
Criminal Records Check - This position is subject to the successful applicant having a
satisfactory Police Check prior to commencement at Council’s expense and then as regularly
as the position requires as per Council Policy.
Driving Licence – The incumbent must hold a Current Driver's Licence which allows them to
drive within Victoria.
Recreation Leave - Annual leave must be taken at times that are mutually agreeable to both
employee and employer, within 12 months of it falling due.
Sick Leave - A medical certificate may be required for any absence and must be provided for
sick leave exceeding three working days or absence on the working day before or after a
rostered day off, annual leave or public holiday.
Multiskilling - The employee may be directed to carry out any duties within the limit of
his/her skills, competence and training, provided that such duties do not promote a narrowing
of their skill base.
Risk Management – Employees must understand and comply with risk management policy
and procedures.
Employment Status - Prior to commencement of duties the successful applicant must
provide proof of permission to work in Australia.
Probation Period - In accordance with Federal Government legislation, a six month
Probation Period applies.
