Request for Qualifications
PROPOSAL REVIEWER
First 5 LA is soliciting qualified reviewers in Los Angeles County to read and score applications for the
Connecting Perinatal Risk & Service Systems Study RFQ. Selected reviewers will have substantial
experience with qualitative research, working with advisory groups or multi-agency collaborations, and
working with agencies and institutions in Los Angeles County.
Connecting Perinatal Risk & Service Systems Study
The First 5 LA Research and Evaluation (R&E) department is seeking applicants to conduct a study that
identifies issues that inhibit communication and data sharing among agencies serving high-risk pregnant
women and propose strategies to overcome these challenges. The ultimate goal is to promote data sharing
and service integration so that more women are referred to and receive essential services and resources
during prenatal and postnatal periods in order to improve birth and perinatal outcomes.
The selected applicant will manage an advisory group, research past data sharing efforts and successful
models, identify gaps and policy issues, conduct interviews and focus groups, and provide
recommendations. To that end, we are seeking RFQ applicants who have experience developing
collaborative relationships, are knowledgeable about maternal-child health and perinatal issues and
systems, are familiar with public data systems, and have experience collecting and analyzing qualitative
data.

General Qualifications for Reviewers

Applicants should have previous experience with qualitative research methods and analysis,
preferably engaged in projects that are relevant to the work being undertaken by First 5 LA and that
are aligned with the areas of expertise or content knowledge sought for the study.

Applicant should have previous experience working with advisory groups and/or multi-agency
collaborations.

Applicants should have previous experience working with agencies in Los Angeles County.

Applicant should not be involved in any way with applicants to this RFQ, and is not themselves
submitting a statement of qualifications for this RFQ.
Requirements


Reviewers must participate in a conference call to learn about First 5 LA, the RFQ and the review
tool to be used in evaluating applicants (between Oct. 24 and 28, date and time to be determined)
Reviewers will have 1 week to score applicants, from October 31, 2011 to November 7, 2011.




Reviewers will be required to score all proposals and submit them to First 5 LA by 5:00 p.m. on
November 7, 2011.
Reviewers will be provided a stipend of $60 per proposal reviewed.
Reviewers must sign a Conflict of Interest and Confidentiality Statement
If selected, reviewers must submit a W-9
How to apply
Interested reviewers should attach a resume with a completed proposal reviewer application form

Your resume and application must be received no later than October 19, 2011 at 5 p.m., via email.

Upon review of your application and résumé, you will be notified of your reviewer status by October
21, 2011.
