Documents to be included when submitting the proposals:
1) Technical and Financial Proposal
(i)
Explaining why they are the most suitable for the work
(ii)
Providing a brief methodology on how they will approach and conduct the work
including the work schedule for the delivery of
(iii)
Including a detailed financial proposal: Lump sum offer with clear cost breakdown
(Travel, consultancy fee and per diem)
Note: The financial proposal shall specify a total lump sum amount, and payment terms around
specific and measurable (qualitative and quantitative) deliverables. Payment are based on output,
i,e. upon delivery of the services specified in the TOR. In order to assisting requesting unit in the
comparison of financial proposals, the financial proposal will include a breakdown of this lump sum
amount (including travel, per diems, and number of anticipated working days). All envisaged travel
costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an
economy class air ticket.

Project Background and this consultancy service
The Government of Lao PDR’s Agriculture Sector Strategy focuses on achieving self-sufficiency in food
production, promoting crop diversification and expanding irrigated agriculture. The majority of people
in Bolikhamxay province rely on agriculture for both food and income. Rice cultivation is the major
farming activity. Most of the rice fields are rain fed and therefore cultivated for only one season. Only a
limited part of the rice cultivation area is cultivated twice a year due to the poor condition or absence of
irrigation facilities. The degradation of surrounding watersheds has caused increasing variability in
water availability with flash floods causing regular damage to the limited existing irrigation. Natural
resources in these watersheds have always been important sources of livelihoods and complementary
food for local communities. This project aims at improving the overall livelihoods and food security of
local communities in 2 of the poorest districts of Bolikhamxay, by supporting the development of
irrigated agriculture and community based management of watershed resources such as forests and
fisheries. The consultant will provide independent advice on development fisheries co- management
plan and capacity building for fisheries co-management sub-committee in Nampou. During his/her
assignment he/she will make sure the capacity of provincial and district level staff and local
communities is enhanced to ensure successful implementation of the fisheries co-management
activities and overall sustainability of the project activities relate with fisheries management.
Scope of work, responsibilities







Review on-going fisheries management practise in the target province and districts.
Conduct an in depth participatory assessment of the utilisation of fisheries resources in the
concerned watershed areas.
Assist with the establishment of local committees for the management of village fisheries comanagement zones and development detailed management plans, regulations, management
structure and support activities.
Establish linkages between fisheries co-management committees and watershed management
sub-committees and Water User Groups (WUGs).
Assist the project and the communities in the initial implementation of fisheries comanagement activities.
Provide on the job training to provincial, district and village facilitators in fisheries comanagement principles and methodologies.
Provide technical and policy recommendations for the consolidation, monitoring and possible
replication of fisheries co-management.

Final products

Inception report: A short document should be prepared during the first week of the
consultancy that includes: List of completed document review, a workplan and schedule, and
outline of the methodology to complete the tasks.

Progress report: A monthly progress report will be submitted to Project Manager as well as
UNDP.

Fisheries co-management plan development: Draft the fisheries co-management plan in
participation with community members, district and provincial authorities and propose to the
district governor or relevant offices for final approval. The final version of the fisheries comanagement plan should be acknowledged by the stakeholders.

Final fisheries co-management plan: Final fisheries co-management plan for Nam Pou
reservoir completed within first 2 months. The final plan should be delivered in Lao and English.
Implementation of the plan at the community level. Capacity building of the fisheries comanagement sub- committee in term of fisheries management.
Provision of monitoring and progress controls
Output-based fees will be paid as per approval of reports by the Project Manager of SIRA and UNDP
Environment Unit, who are responsible for the overall implementation of this task. This is a six months
assignment which should result in a completed final fisheries co-management plan and the
implementation of this plan.
Requirements for experience and qualifications




Appropriate higher degree qualifications and at least 7 years of relevant experience in
community based Natural Resource management, preferably as senior fisheries specialist, with
at least a Bachelor degree.
Good understanding of participatory fisheries management as well as participatory planning
approach.
Good English writing and reporting skills, as well as good listening, speaking and
communication skills.
Excellent time management skills with an ability to deliver high-quality outputs on time.
1). Academic qualifications:
 Bachelor degree in science of natural resource management or fisheries and aquatic resources
management.
2). Year of experience
 At least 7 years of relevant experience in community based natural resources management,
fisheries co-management.
3). Competencies
 Good understanding of participatory fisheries management, participatory planning approach.
 Excellent time management skills with an ability to deliver high-quality outputs on time.
 Experience working with government and international organization.



skills.

Only a consultant obtaining a minimum of 49 points in the technical rating would be considered for the
