team that will conduct this groundbreaking work. This session will also review the competitiveness of
the regulatory environment in the United States.

science. Milloy will give participants a critical alternative to the popular view on science and the
environment. He is a biostatistician and securities lawyer by profession. He holds a B.A. in Natural
Sciences from Johns Hopkins University, a Master of Health Sciences (Biostatistics) from Johns
Hopkins University School of Hygiene and Public Health, a Juris Doctorate from the University of
Baltimore, and a Master of Laws (Securities regulation) from the Georgetown University Law Center.

This session’s panel of national experts will explore the legal, economic and practical impacts of recent
and upcoming EPA regulations on businesses and energy. Panelists will discuss oil and gas
development safety technology and infrastructure challenges; the impact of oil and gas development on
Virginia’s environment, economy, energy costs and manufacturing competitiveness; the impact of
proposed NAAQS ozone rules and “Clean Power Plan”; the growing challenges to EPA and state
regulators’ use of environment and health computer modeling to estimate public benefits and avoid
economic impact assessments.
