Meeting Minutes reported by Sheldon Jeter acting for Michael Meteyer,TC 9.6 Secretary

1.

TC called to order5:05 PM a.

Introductions were made by attendees. b.

Roll call - members present confirmed: 17of 20 voting members present – quorum reached. Sign-in and

Roster attendance sheets were completed. See attached.Agenda was distributed.

2.

Minutes of Previous Meeting– SJeter

Meeting Minutes from Chicago, 22 January 2012, were distributed. Motion was made to approve and seconded. Minutes were approved as submitted.

3.

Various Subcommittee, SPC, and Liaison Reports a.

SSPC170 (Ventilation of HCF) – PaulNinomura i.

This SC making good progress on several issues ii.

The FGI (Facilities Guidelines Institute) guidelines to be available for public review iii.

Several guideline addendums are forthcoming b.

SPC 189.3(High Performance Sustainable HCF) – MikeSheerin i.

Discussed progress on complying with ASHRAE goals ii.

To be available for review January 2013 c.

SPC 91.2 (HCF Design Guide) - DanKoenigshofer i.

The design guide is 95% complete with some new issues discussed just today ii.

Goal is to be published during 2012 iii.

Final comments to be processed within 2 weeks

Health Care Facility O&M Guide- Jeff Traylor a.

Initiated inquiries made for contributors to provide existing O & M content b.

Jeff asked for volunteers for this guide to contact him c.

This document will build on SPC 180 (O and M of Commercial Buildings)

5.

Energy Subcommittee Report –JeremyFauber a.

The SC discussed related works at Stanford, NREL, etc. b.

Mike Sheerinasked more TC members to attend Energy SC meetings. c.

Members asked ASHRAE and TC leaders to avoid SC overlaps to allow broader attendance.

6.

Infectious Diseases Subcommittee Report– RogerLautz

Roger briefed the TC onvarious issues discussed at the SC as follow: a.

HCF related infections, significance and control of biofilms b.

Surface disinfection issues and technologies c.

Special small facility issues d.

Issues of contact versus airborne infestations e.

Ducted versus plenum returns issues and comparisons f.

Dental aerosol issues and control g.

Other technical issues: isolation rooms, anterooms, room air distribution, patient protection issues, UV in duct work (UVGI) field testing h.

Planning of conferences and publications i.

The SC minutes will be distributed.

Environmental Health TC – Francis Mills, Liaison a.

Dan Koenigshofer discussed interaction with comfort conditions TC b.

This TC meeting still upcoming at time of TC meeting

Handbook SC–Peter Langowski discussed several issues concerning Chapter 8 of the 2015 Applications HB as follows: a.

Streamlining the chapter and coordinating with Standard 170. b.

Addressing international issues. c.

Addressing O and M and sustainability. d.

Planning May 2013 draft version, submission in December 2013.

Research SC - Bob Cox a.

Project 1397 U of Col: paper presentation in Wed Tech Session 7. Draft report ready but questions remain for the PI. Pertinent comments requested in 3 weeks. Final report will be ready before next meeting. Email approval ballot will be requested. b.

RTAR 1342: no discussion or action c.

RTAR 1618: SC wants to promote this research d.

RTARneeded (?) on equipment energy usage: to monitoring to collect actual data e.

RTAR needed on air change rates: a long term effort that needs to start maybe start w/ high priority example f.

Project 1603 (TC. 9.3): coordination may be necessary to coordinate or manage extension from aircraft to health facilities g.

URP 1611 on schools apparently not being advanced (?): example importance is that influenza spread may be influenced by humidity ratio (W) or relative humidity (RH) h.

Mike Keen noted the need for aresearch strategic plan (and offered to lead this effort). Box Cox said this need would be addressed. A member mentioned the USGBC initiatives and other efforts in this area.

Programs - LyndaHerrig a.

13 August deadline for seminar on forums in Dallas ,Jan 2014. Lynda will help with abstract preparation. b.

24 Sep deadline for conference paper for Denver. c.

Mention made of article on history of ventilation, apparently “History of the Changing Concepts in Ventilation

Requirements” in 2011 February ASHRAE Journal.

International Issues – Francis Mills a.

New standard for ventilation being developing in Europe. b.

Interest exists in developing a program addressing variation among international health care facility standards

12.

Advance Energy Guideprogress reported: a.

AEDG classes being offered b.

HCF Professional Certificate being offered

13.

NewBusiness – From theTC 2.9 representative: they are considering work on surface disinfection and want to coordinate
