The Faster Legally Compliant Award Framework
As an alternative procurement vehicle to the PSN Framework, Fabrick Housing group, Northern
Procurement group and Crescent Purchasing Consortium are offering on behalf of the wider UK Public
Sector an EU compliant framework for a full range of Telecommunications Services and Solutions, refFAB/TELECOMS/12. It is a proactive, best value, collaborative framework that is accessible to all UK
public sector organisations through a combination of 12 Lots combining the supply of goods and
services with the provision of telecommunications solutions designed to deliver an organisation’s entire
voice, data and image communications needs. The majority of the suppliers are also SME business’s
bringing innovation and a more agile and flexible approach to service and solutions.
The framework represents a best value route to market. It is subject to a regular benchmarking
programme, so users can be ensured they will continue to obtain best value throughout the framework

The framework agreement is designed to be a one-stop shop for Public Sector requirements of
telecommunications services and solutions. It has 12 Lots, each covering a general area of
supply/service. These Lots are divided into three broad categories, Telecommunications Products and
Services (Lots 1 to 6), Integrated and Managed Telecommunications Solutions and Professional and
Commercial Telecommunications Support.
MLL Telecom offers its full range of Wide Area Network (WAN) connectivity services through the
Public Sector Telecoms Services Framework. The MLL Catalogue includes fixed line (Fibre and
Copper) services as well as Microwave Radio Fixed Wireless Access (FWA) which can be
combined to provide Hybrid WAN services.
Among the technologies offered are:
● Fibre services from 10Mb/s to 10Gb/s
● Microwave Radio (up to 1Gb)
● LLU Copper EFM services up to 40Mb/s
● FTTx Superfast broadband from 10Mb/s to 2Gb/s
MLL Telecom can provide these WAN services with a full lifecycle of support services that include
initial design and feasibility, project services and site acquisition services. Field support services
including 1st line helpdesk and UK wide field engineering and remote Network Management
services 24 x 365 from IL2 Network Operations Centre (NOC) are also available.
What makes the MLL approach unique is the ability to design Hybrid services which provide
optimised cost/performance and minimise the risk associated with Excess Construction Charges
(ECC’s) which can be levied by fixed line only Telco’s to deliver Fibre, particularly in more rural
locations. MLL can add significant value to procurements that require Complex Large Scale
Regional WANs Including PSN services, Radio Connectivity Services to minimise Fibre charges and
cost effective commodity WAN services from 2Mb to 10Gb.

our own national spectrum assets, we can provide cost effective and innovative service solutions to
