Instructions to Bidders
INTRODUCTION
In order to be entitled to consideration, proposals must be made in accordance with the following
instructions and must be received at Forsyth County School System, Facilities Department, Suite 120,
1120 Dahlonega Highway, Cumming, Georgia 30040, no later than Thursday, July 16, 2015 at 1:00 pm.
Failure of the contractor to provide information as specified herein shall be grounds for declaring such a
bid as non-responsive.
The owner reserves the right to reject any all bids and to waive technicalities and informalities for any
reason.

PROPOSALS
Sealed bids (Provide two (2) copies within sealed bid) will be received by Forsyth County School System,
Facilities Department, 1120 Dahlonega Highway, Suite 120, Cumming Georgia 30040, until 1:00 pm on
Thursday, July 16, 2015. Bids received after the specified time and date will not be accepted.

PRE-BID CONFERENCE
A mandatory pre-bid conference will be held on June 25, 2015 at 3:00 PM at the Lambert High School
practice field, 805 Nichols Road, Suwanee, Georgia 30024. All interested bidders are encouraged to
attend.
INTERPRETATIONS
No oral interpretations will be made to bidders as to the meaning of the drawings or specifications.
Requests for such interpretations shall be made in writing (via e-mail) to the Landscape Architect not
later than 7 calendar days prior to the time for receiving bids and failure on the part of the successful
bidder to do so shall not relieve him/her as a contractor of the obligation to execute such work in
accordance with a later interpretation by the Landscape Architect. All interpretations made to the
bidder shall be made in the form of Addenda to the Drawing and Specifications and sent to all bidders.
Plans are intended to conform with and form a part of the specifications. Details shown on Plans shall be
considered as a part of the specifications. Anything shown on the Plans and not mentioned in the
Specifications, or anything not expressly set forth in either but which reasonably implied shall be
furnished and performed as though specifically shown on Plans and mentioned in Specifications.
MATERIALS, SERVICES AND FACILITIES
It is understood that, except as otherwise specifically stated in the Contract Documents, the Contractor
shall provide and pay for all materials, labor, tools, equipment, water, light, power, transportation,
superintendent, temporary construction of every nature and other services and facilities of every nature
whatsoever necessary to execute, complete and deliver the work within the specified time. Any work
necessary to be performed after regular working hours shall be performed without additional expense
to the owner. Contractor shall abide by all local and county ordinances regarding the performance of
work.

PREPARATION OF PROPOSAL
Bids shall be submitted (provide two copies within sealed bid) on the proposal Form furnished by the
owner. Submit in sealed envelope addressed to Forsyth County School System, marked “Bid Proposal for
Lambert High School Practice Field Synthetic Turf Installation”.
Bidders are notified that they must thoroughly examine Bidding Documents, which include instructions
to Bidders, General and Supplemental Conditions, Plans and Specifications.

Bidders are also notified that they should visit the site of the work and determine for themselves the
location, transportation facilities and all other site conditions, which might affect their proposals.
If any person or firm contemplates submitting a bid and is in doubt as to the meaning of any part of
Bidding Documents, they may submit to the Landscape Architect written request for interpretation
within seven (7) calendar days of bid date. Person writing such request will be responsible for delivery of
same. Any interpretation of Documents will be made only by Addendum. Copy of such Addendum will
be mailed or delivered to each firm receiving a set of documents. Landscape Architect and Owner will
not be responsible for any other explanations or interpretations.
Bidders will be responsible for NPDES monitoring of the site and completing the Notice of Intent and
Termination document related to this project.
Bidders will be responsible for coordinating their work with the sports field lighting contractor employed
by the Owner.
PREQUALIFICATION SUBMISSION
The contractor shall submit one copy of the items listed or provide proof of meeting the qualifications
listed in the “Qualifications and Submittals” section of the synthetic turf installation specifications.
Failure to provide this information in the bid package will disqualify the bidder from the project.
BID BOND
A proposal cannot be withdrawn after it is filed unless bidder makes a request in writing to the owner
prior to time set for opening of bids or unless the owner fails to accept bid within five (5) calendar days
after date fixed for opening bids. Each proposal must be accompanied by a bid bond made payable to
Forsyth County Board of Education, in an amount not less than five (5) percent of the base bid. Certified
checks are not accepted in lieu of Bid Bonds. Bond shall be fully executed by a Surety Company licensed

to do business in Forsyth County. Failure by the contractor to provide two (2) fully executed bid bonds
shall be grounds for declaring such a bid as non-responsive, attorneys –in-fact who sign Bid Bonds or
Contract Surety Bonds must file with each bond certified copy of their Power of attorney to sign bonds,
certificates being certified to include date of bond.
Bid Bond and the monies payable thereon may be paid at the option of the owner, into funds of Forsyth
County Board of Education as liquidated damages if Bidder fails to execute the written contract and
furnish required Contract Surety Bonds within ten (10) calendar days following notice of award of
Contract.

CONTRACT AWARD
Contract will be let on a Stipulated Lump Sum base bid to lowest responsible and responsive bidder who
is able to furnish satisfactory Surety Company Bonds.
Award will be made, at the option of the owner, to the lowest responsible and responsive bidder within
funds available.
The owner reserves the right to reject any and all bids and to waive technicalities and informalities for
any reason.
A Bidder may be required, before the awarding of contract, to show to the complete satisfaction of the
Owner that it has the necessary facilities, ability and financial resources to execute the work in a
satisfactory manner and within the time specified, that it has had experience in synthetic turf
installation and that it has a past history and references which will ensure the Owner of its ability to
execute and complete the work.
All bids submitted shall be in accordance with the terms of the Georgia Vendor Manual and the laws of
the Sate of Georgia.
CONTRACT FORM
To be determined by Owner
PERFORMANCE AND PAYMENT BONDS
Contract Performance Bond satisfactory to Owner in the amount of one hundred (100) percent of
Contract Price will be required of successful bidder to guarantee delivery of completed work under
Contract. The bond shall be executed by a Surety Company licensed to do business in the state of

Georgia, listed on Department of Treasury Circular # 570, and have an A.M. Best company rating of at
least an “A”< Class VI. The bonds will have the executed “Power of Attorney” documents attached when
submitted.
BASIS OF BID
The bid shall include all work shown on drawings and specified.
COMPLETION TIME
All work shall be substantially completed and ready for Owner’s use by October 8, 2015.
