REQUEST FOR QUALIFICATIONS
PHOTOVOLTAIC SOLAR FACILITY
PART I - GENERAL
The Greater Upper Valley Solid Waste District (“District” or “GUVSWD”) desires to retain the services
of a professional, qualified solar energy project development team ("Developer"). This Request for
Qualifications (RFQ) is the first step of the process – pre-qualifying the teams which will then receive the Request for
Proposal (RFP). Teams that are not pre-qualified will not be eligible to submit proposals for the solar energy facility.
For the ease of communication regarding this RFQ, the term “Developer” shall be used for all references
to responding entities, including all suppliers, installers, sub-contractors, and financers that may be
required to fully design, complete construction of, and operate the proposed facility and its proposed
financial structure.
The District will consider qualifications from national, regional, and local Developers with the funding
capacity, knowledge, and experience to develop a solar energy facility up to 5 MWAC.
The District has hired Wolfe Energy, LLC (Wolfe) to manage the RFQ and the subsequent Request for
Proposal (RFP) process.
PART II - SCOPE
The District is seeking an entity (or team of entities) to provide a cost-effective solar photovoltaic
electric generating system, commonly known as a solar energy facility. The District desires such a
proposer to finance, design, construct, own, operate, and maintain a solar energy facility to be located
on land owned by the District (“Site”) and to enter into a power purchase or similar agreement for a period
of time negotiated with an appropriate utility company or other legal power off-taker.
The scope of services provided shall also include, but not be limited to, securing all permits and
approvals required from any and all applicable governmental and regulatory entities, all labor,
applicable taxes, services, and equipment necessary to produce a fully operational solar PV electric
generating system.
The District intends to enter into a financial transaction with the successful Developer. The transaction
may involve the lease of some or all of the property, revenue sharing or other means to create additional
revenue for the District in connection with this Project and for use of the District’s land.
PART III – QUALIFICATIONS
Developer, as a minimum, shall provide the following information which shall be evaluated based upon the
points referenced:
1. Evidence of previous experience the Developer has with solar energy facility project
funding, engineering, construction, completion, and operation for solar energy facility
projects of at least 1 MW within the last three years. (35pts)
2. Evidence of its ability to immediately fund or finance (whether through equity, credit or
otherwise) the complete scope of this Project, including, but not limited to, design,

engineering, construction, and long-term operation thereof.(30pts)
3. A list of key personnel that would be involved in this project and their relevant experience.(20pts)
4. A list of three references from similar projects. (15pts)
PART IV – SUBMISSION
Qualifications must be delivered to the address below by 4:00 p.m. July 6, 2015
One original, five (5) hard copies, and one electronic copy in PDF format shall be provided in sealed
envelopes marked “Response to GUVSWD Solar RFQ” and submitted to the following address:

Qualifications submitted after the designated time or to the incorrect address will not be considered in
the selection process. All submission are considered public documents, unless there is data or information
that is confidential due to its proprietary nature.
