Parent Involvement Policy
2015-2016
In support of strengthening student academic achievement, the Hall County School System has developed
with parents of participating children a district wide parent involvement policy that contains information
required by section 1118 (a) (2) of the Elementary and Secondary Education Act of 1965 (ESEA).
1. The Hall County School System will take the following actions to involve parents in the joint development of its
district wide parental involvement plan under section 1112 of the ESEA:
•Invite all parents in the school to participate in the development and revision of the parent involvement policy
and plan.
•Distribute parent input forms to all parents of students enrolled in Title I schools to involve parents in the
development of the policy, the district plan, and the use of parent involvement funds.
•Provide parents access to the information in the district’s parental involvement policy and plan through the
district website and engage in open communication about the plan during parent meetings and school advisory
meetings.
2. The Hall County School System will take the following actions to involve parents in the process of school review and
improvement under section 1116 of the ESEA:
•A district-wide committee of parents, teachers and administrators will conduct an annual review of parent
involvement activities and discuss ideas for increasing parent participation. The committee will discuss how Title
I funds for parent involvement activities will be used.
•Parent feedback and input will be continuously solicited through school advisory meetings, PTO meetings,
workshops, newsletters and school websites.

The Hall County School System will provide the following necessary coordination, technical assistance, and other
support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to
improve student academic achievement and school performance:
•Provide guidance on appropriate use of parent involvement funds along with a periodic status report.
•Review school parent involvement plans to ensure compliance and include minutes from parent meetings
showing the plan was developed jointly with parent input.
4. The Hall County School System will coordinate and integrate parental involvement strategies in Part A with parental
involvement strategies under the following other program:
•Collaborate with Head Start to develop an effective program that prepares parents for school transition and other
school related issues.
5. The Hall County School System will take the following actions to conduct, with the involvement of parents, an annual
evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I,
Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental
involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have
limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The school
district will use the findings of the evaluation about its parental involvement policy and activities to design strategies
for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental
involvement policies.

•The Title I and Migrant Coordinator and Parent Outreach Facilitators, with the assistance and input of parents,
will design an annual parent survey to identify barriers to participation in parental involvement activities. Surveys
will be distributed electronically and by hard copy in an effort to reach all stakeholders.
•The district parent advisory committee will use the results of the survey to recommend strategies for improving
partnerships at the school and district levels.

The Hall County School System will build school and parent capacity for strong parental involvement, in order to
ensure effective involvement of parents and to support a partnership among the school, parents, and the
community to improve student academic achievement, through the following activities specifically described
below:
A. The school district will, with the assistance of its Title I, Part A schools, provide assistance to parents of
children served by the school district or school, as appropriate, in understanding topics such as the following,
by undertaking the actions described in this paragraph -•Schools will conduct workshops to inform parents about the state’s academic standards and student academic
achievement status, and state and local academic assessments including alternate assessments.
•The requirements of Title I Part A
•How to monitor their child’s progress and how to work with educators.
B. The school district will, with the assistance of its schools, provide materials and training to help parents work
with their children to improve their children’s academic achievement, such as literacy training, and using
technology, as appropriate, to foster parental involvement, by:
•Literacy training workshops
•Make-and-take kits
•Basic computer skills classes
•Math workshops
•Reading workshops
•Parenting classes
C. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services
personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as
equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate
parent programs and build ties between parents and schools, by:
•Providing adequate professional development on parent involvement for teachers, parent liaisons,
administrators and other school personnel to address topics such as:
•Communicating with Parents
•Including Parents in the Homework Process
•The Basics of Parent Involvement/Engagement
•Promoting Cultural Competency
D. The school district will, to the extent feasible and appropriate, coordinate and integrate parental involvement
programs and activities with Head Start, public preschools, and other programs, and conduct activities that
encourage and support parents in more fully participating in the education of their children, by:
•Collaborating with Head Start to develop an effective program that prepares parents for school transition and
other school related issues.
E. The school district will take the following actions to ensure that information related to the school and parentprograms, meetings, and other activities, is sent to the parents of participating children in an understandable
and uniform format, including alternative formats upon request, and, to the extent practicable, in a language
the parents can understand:

•Schools will use parent liaisons to assist and facilitate ELL parent involvement
•All written and oral communication will be available in Spanish and to the extent practicable in other
languages
F. Provide other reasonable support for parental involvement activities under section 1118 as parents may
request.
We have a system to collect parent input and recommendations on an ongoing basis. All the suggestions will be
compiled and discussed once a year during the policy revision process and to the extent possible will be put into
practice according to state and federal guidance.
DISCRETIONARY DISTRICTWIDE PARENT INVOLVEMENT POLICY COMPONENTS
The Districtwide Parental Involvement Policy may include additional paragraphs listing and describing other
discretionary activities that the school district, in consultation with its parents, chooses to undertake to build parents’
capacity for involvement in the school and school system to support their children’s academic achievement, such as
the following discretionary activities listed under section 1118(e) of the ESEA:
• Providing necessary literacy training for parents
 Training on Infinite Campus for parents to monitor their child’s progress in school
 Informing parents about the importance of study skills so that they can support learning
• Training parents to enhance the involvement of other parents
• Establishing a district wide parent advisory council to provide suggestions on all matters related to parent
involvement in Title I, Part A programs
• Developing appropriate roles for community-based organizations and businesses, including faith-based
organizations, in parent involvement activities
• Maximizing parent involvement and participation for parents in their children’s education by arranging school
meetings at a variety of times, individualized parent-teacher conferences by grade level or conducting in-home
conferences between teachers or other educators who work directly with participating children, with parents
who are unable to attend those conferences at school.
