General Summary of Function/Purpose of Position Work with Michigan communities to facilitate the development and advancement of flood mitigation measures designed to reduce the risk to human life and property. This position will also perform engineering duties of the Hydrologic Studies and Dam Safety Unit on an as needed basis: determine flood flows, perform hydraulic modeling, perform dam safety inspections, review dam safety inspection reports, and review emergency action plans. Duty 1 General Summary of Duty 1 % of Time 50 Attend meetings with community officials to assist them in identifying measures they can implement to reduce flood risks within their communities. Once identified, provide facilitation and technical assistance to allow the design or implementation of the measures to move forward. Individual tasks related to the duty. Attend meetings and facilitate discussions designed to identify potential mitigation measures. Work with the Federal Emergency Management Agency (FEMA), Michigan State Police, Department of Environmental Quality (DEQ) district floodplain engineers, and others to assist in the development of proposed mitigation measures. Prepare reports documenting findings of mitigation outreach meetings. Assist community in identifying feasible mitigation options. Provide technical assistance to move mitigation measures forward toward implementation. Prepare report for community documenting findings. Duty 2 General Summary of Duty 2 % of Time 40 Analyze hydrologic and hydraulic data to determine flood frequency discharges. Assist with logging and tracking all incoming flood discharge requests to make sure they are completed and responded to within a given time frame. Individual tasks related to the duty. Estimate flood frequency discharges on a statewide basis for consultants and federal, state, and local agencies. Learn and apply Geographic Information System (GIS) software and flood discharge computation methods. Determine and use the appropriate methodology to estimate flood discharges. Methodologies include: statistical evaluation of gage records, regression analysis, SCS curve number procedure, extension of gage record by correlation with another gage, unit hydrograph techniques, TR-55, and HEC-HMS. Use GIS software to determine some of the input parameters used in the various methodologies. Examine stream gage records after flood events to determine the need to update statistical analysis of the data. Receive and log in flood discharge requests. Track requests to make sure that they have been responded to within 30 days. Organize requests and coordinate with other individuals who process flood discharge requests to be sure that all requests are processed in a timely manner. Page 2 Duty 3 General Summary of Duty 3 % of Time 10 Perform other duties as assigned by supervisor and become familiar with the federal and state statutes and rules to develop a working knowledge of the flood mitigation related programs. Cross train with other Hydrological Studies and Dam Safety Unit staff to become familiar with Water Resources Division statutes and issues relative to the activities of the unit. Review Emergency Action Plans prepared for Michigan dams as required by state law. Review dam safe inspection reports. Perform dam safety related compliance activities. Initially all decisions will require the review of supervisor or designee. As incumbent gains experience in the position, the authority to make independent decisions will be delegated as appropriate. Incumbent will make the following recommendations to supervisor: Target communities for outreach for supervisory review. What flood mitigation measures should be considered for each community under study. Perform necessary engineering analysis to move proposed measures forward and draft report for supervisor’s review. Estimated flood flow determinations. 17. Describe the types of decisions that require the supervisor’s review. Initially all decisions will require the review of supervisor or designee. As incumbent gains experience in the position, the authority to make independent decisions will be delegated as appropriate. The majority of the work involves sitting at a desk preparing reports and e-mails, attending meetings, performing computations, and computer modeling. Some field work is required to inspect dams, and collect survey information and stream flow data in potentially difficult terrain and in a variety of weather conditions. Situations may involve being in close proximity to swiftly moving flood water. Approximately 5% of the work is field work; the remainder of the work is performed in the office 19. What is the function of the work area and how does this position fit into that function? The Hydrologic Studies and Dam Safety Unit is responsible for the analysis and interpretation of land use and stream flow characteristics involving groundwater, low flows, flood flows, and watershed management as they apply to pollution control, floodplain management, and water related design work. Information is provided to private consultants, departmental staff, and other governmental agencies. The unit also carries out the state’s responsibilities for ensuring the safety of dams regulated under Part 315, Dam Safety, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA); and Part 307, Inland Lake Levels, of the NREPA. The unit carries out many of the responsibilities of the Cooperating Technical Partnership with FEMA. Under that program, the unit carries out many of the FEMA programs related to RiskMAP, a program to reduce risk to human life and property. This position is an integral part of the unit as the incumbent will work with Michigan communities to assist them in developing and advancing measures to reduce risk associated with flooding. The incumbent will also carry out some of the normal engineering functions of the unit as described above. Page 5 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: B.S. and/or M.S.in civil or environmental engineering, or equivalent. EXPERIENCE: No specific type or amount is required for the 9 level; one year of professional experience equivalent to an Environmental Engineer 9 for the 10 level; and two years of professional experience equivalent to an Environmental Engineer including one year equivalent to an Environmental Engineer 10 for the P11 level. KNOWLEDGE, SKILLS, AND ABILITIES: Course work should ideally include hydraulics and hydrology. Ability to communicate effectively with others orally and in writing. Ability to maintain favorable public relations. Ability to work with groups of people. Ability to prioritize and organize work assignments. Experience with flood mitigation projects helpful but not required. Familiarity with the FEMA RiskMAP or NFIP programs helpful but not required.
