John Wadsworth’s practice combines environmental and energy experience. He represents developers and
financers of large projects in connection with permitting, regulatory and environmental risk allocation issues
and represents energy companies in connection with acquisitions, permitting, regulatory approvals, and
development work.
Mr. Wadsworth has been involved in hazardous waste remediation projects, including several involving
environmental insurance. He has extensive experience with the Regional Greenhouse Gas Initiative (RGGI)
and with carbon issues in general, and has lectured and written extensively on these and other topics. He
served on the Solid Waste Advisory Board aiding the Massachusetts Department of Environmental Protection
in drafting regulations, and has been extensively involved in programs relating to Chapter 91 (tidelands)
issues. John holds a J.D. from Yale Law School, and Master of Divinity from Yale Divinity School, and a B.A
from SUNY Buffalo.

Ellen Ebner is an engineer at Tighe & Bond, where she works on the siting and development of renewable energy
projects as well as site/civil engineering designs for commercial and residential developments. She is a graduate of
McGill University in Montreal, Quebec, with a Bachelor of Engineering in Bioresource Engineering. Her experience on
renewable energy projects ranges from initial site evaluations, to comprehensive feasibility studies, siting, permitting,
and design. Ellen uses WindPRO and PVsyst to complete resource assessments, and has developed a pro forma
financial analysis specific to the renewable energy industry. She has also completed numerous stormwater analyses
and frequently provides design support on site/civil projects.

Alex Kragie is Special Assistant to Commissioner Dan Esty at the Connecticut Department of Environmental
Protection. He participated in the design process of SB 1243, and will play an active role in the bill’s implementation.
Previously, Alex served as Vice President of the Coalition for Green Capital (CGC), a non-profit based in Washington,
DC. He also worked on the Obama-Biden Transition Team, and served as a Regional Field Director on the Obama
Campaign in 2008. Alex is a graduate of Dickinson College in Carlisle, PA.

Mr. Keegan has worked in the Solid Waste Permitting program since 1988 providing technical assistance to
municipalities, businesses, engineering companies and private individuals for the siting and permitting of solid waste
management facilities (e.g., solid waste disposal areas, volume reduction plants, transfer stations) throughout
Connecticut. Most of his work is concentrated on solid waste disposal area (landfill) projects, which include: the
review and analysis of permit applications; the preparation and final issuance of permits for construction and
operation; review of landfill closure plans; as well as the review of post-closure use plans. Mr. McKeegan has B.S.
Natural Resources Management, University of Connecticut, 1978.

Lori Ribeiro is Director of Business Development, New England for Gehrlicher Solar America Corporation, the
US subsidiary of one of the world’s largest independent solar integrators. Lori is focused on large commercial
and utility scale projects in New England and New York.
Prior to joining Gehrlicher, Lori worked for Nexamp, the largest solar project development company
headquartered in MA. She managed a federal stimulus-funded initiative to install 4.2 MW of solar arrays at
thirteen water and wastewater treatment plants statewide and then led their business development efforts in
Connecticut. Before joining Nexamp, Lori was a consultant who advised public and private clients in clean
energy projects, programs and policy issues.
