Unless otherwise stated, the dates herein are the dates of the deposit of ratifications, etc.
and are not necessarily effective dates, which must normally be determined from the
terms of the treaties concerned.
Declarations, reservations etc. are given only in English, being either the texts of the
originals or, alternatively, translations from foreign language texts. In the latter case, the
translations given are not in all cases official or authoritative; for an authoritative
statement, the foreign language text of the original should be consulted.

NoteOn 27 February 2013, the Secretary-General of the
International Maritime Organization, as depositary, received a
notification from the Government of the United Kingdom of
Great Britain and Northern Ireland that the application of the
Protocol of 2003 to the International Convention on the
Establishment of an International Fund for Compensation for
Oil Pollution Damage, 1992, was extended to the Bailiwick of
Guernsey.
The extension to the Bailiwick of Guernsey took effect on
26 February 2013, the date on which the notification was
received by the Secretary-General.
There are, at present, twenty-eight Contracting States to the
Protocol, representing approximately 18.31 per cent of the
gross tonnage of the world’s merchant shipping.

NoteOn 25 February 2011, the Secretary-General of the United
Nations, as depositary, circulated a notification relating to the
proposal of amendments by the Plurinational State of Bolivia to
article 49, paragraphs 1 (c) and 2 (e) by the United Kingdom of
Great Britain and Northern Ireland :
Reference is made to the decision by the Economic and
Social Council on the proposal of the Government of the
Plurinational State of Bolivia to amend article 49, paragraphs 1
(c) and 2 (e) of the above Convention, to initiate the procedures
established in article 47, paragraph 1 (b), which states that the
parties shall be asked whether they accept the proposed
amendment and also asked to submit to the Economic and Social
Council any comments on the proposal. The Secretary-General
communicated to all States concerned the text of the Council’s
decision in depositary notification C.N.474.2009.TREATIES-3
dated 30 July 2009.
On 21 January 2011, the Secretary-General received a note
verbale, dated 21 January 2011, from the Permanent Mission of
the United Kingdom of Great Britain and Northern Ireland to
the United Nations. The Secretary-General subsequently
communicated to the Council, by way of a Note by the
Secretary-General, the note verbale from the Permanent
Mission of the United Kingdom of Great Britain and Northern
Ireland.

Europe, as depositary, received the following declaration from
the Government of the United Kingdom of Great Britain and
Northern Ireland:
The Government of the United Kingdom of Great Britain
and Northern Ireland wishes the United Kingdom's ratification
of the Convention as amended by its Additional Protocol to be
extended to the territory of Jersey, for whose international
relations the United Kingdom is responsible.
In accordance with Article 5 of the Convention, the United
Kingdom declares that the political responsibility for the
administration of Her Majesty's Prison in the island of Jersey
lies solely with the Minister for Home Affairs in Jersey, and,
accordingly, requests all member States to address
communications in relation to transfers between those States
and the island of Jersey to the Minister for Home Affairs (11
Royal Square, St Helier, Jersey JE2 4WA, Channel Islands), or
to such other address as the Minister may notify the Secretary
General of the Council of Europe from time to time.

NoteOn 7 January 2013, the Swiss Federal Council, as depositary,
received a communication from the Government of the United
Kingdom of Great Britain and Northern Ireland relating to the
following declaration dated 4 January 2013:
- that the ratification of the Protocols I, II and III Additional
to the Geneva Convention of 12 August 1949 extends to the
Bailiwick of Jersey, in addition to the territories to which the
Protocols have already been extended and in this respect
- that both the statements lodged on 2 July 2002 in respect of
the extension of Protocol I and the Government’s
declaration of 17 May 1999 in respect of recognition of the
competence of the International Fact Finding Commission,
shall also apply.
Pursuant to an analogous application of their final provisions,
the Protocols will become applicable to this territory six
months after the deposit of the declaration of extension, i.e. on
7 July 2013.

International Convention for the Suppression of the
Financing of Terrorism (continued)
On 12 January 2011, the Secretary-General of the United
Nations, as depositary, received from the Government of
United Kingdom and Northern Ireland the following
communication relating to an objection to the reservation made
by Yemen upon accession:
The Government of the United Kingdom of Great Britain
and Northern Ireland has examined the said reservation and
considers that it is contrary to the object and purpose of the
Convention, namely the suppression of the financing of all
terrorist acts. The Government of the United Kingdom recalls
that, according to Article 19 (c) of the Vienna Convention on
the Law of Treaties 1961, a reservation incompatible with the
object and purpose of the Convention shall not be permitted.
The Government of the United Kingdom therefore objects to
the aforesaid reservation. This objection shall not preclude the
entry into force of the Convention as between the United
Kingdom and Yemen.
