In their landfill proposal Energy Extraction Partners (EEP) stated they were a
“development stage company” with no operations or significant assets. Had
the R-Board done due diligence that would have been obvious. As an example,

With the same technology vendors being proposed here, a review of the WI air
permit listed 18 pollutants, three 40 foot high cooling towers and a 65 foot gas
flare. Did the R-Board notify the airport?
In defending their proposal, EEP referred to two facilities. The UK facility, a
photo of which was provided to the FLS, is using 100% municipal solid waste.
The DOE National Renewable Energy Lab converts wood and corn stalks into
fuel. Neither uses a single tire yet alone 90-100 tons per day.
That many tires would produce a tanker truck per day of tire oil containing lab
identified cancer causing chemicals for which EEP has no stated market.
Despite a resolution to take no further action the R-Board chair continues a
dialogue with EEP and the R-Board web site continues to promote the project.
The public called for openness, the public got misinformation. The Stafford
home page minimized the lifespan of the new landfill cell to 3 years, yet the
2012 R-Board annual report states10 years. The 2012 DEQ Solid Waste report
lists the lifetime as 0.8 years and the 2013 Report as 55 years. The answer
simply changes depending upon who is asking. One unanswered question is
how was the $2.35M in FY12 Stafford taxpayer funds used by the R-Board?
The EEP’s proposal stated a 7-fold increase in the lifespan of the cell yet RBoard chair is quoted as exaggerating it to “100’s of years.”
On August 16th EEP signed a purchase power agreement with Dominion VA
Power where they stated they own and operate a municipal waste-to-energy
generating facility at the landfill address. That is 2 months prior to their
incorporation in VA and 6 weeks before the RFP was even released.
