POSITION TITLE:
South Island Public Health Programme Facilitator / Project Manager
(Fixed Term until 30 June 2017)
REPORTS TO:
The Programme Facilitator / Project Manager shall be accountable to
the South Island Public Health Management Group
Day to day operational reporting will be to the South Island Alliance
Programme Coordinator
BACKGROUND:
The South Island Alliance Programme Office supports the South Island District Health Boards (DHBs) Best
for People, Best for System Alliance framework. The Programme Office is funded by the DHBs to provide
regional planning and support services for the South Island Alliance teams endorsed by the South Island
Alliance Leadership Team. This includes strategy, regional planning and service development, facilitation
and project management.
PUBLIC HEALTH PARTNERSHIP:
The Public Health Partnership aims to improve the health and equity for all populations with particular
emphasis on high-needs populations, and to support a clinically, fiscally and environmentally sustainable
health system.
The Public Health Partnership will contribute to the following South Island Alliance Outcomes:
1. Improved environments to support health and wellbeing
2. People have prevented/delayed burden of long term conditions
3. No wasted resource
4. People are protected from harm or needless death
The Public Health Programme Facilitator will work with the South Island Public Health Management
Group to support implementation of the South Island Public Health Partnership Plan (2015-2018).
Appendix 1: The Public Health Partnership Plan 2015-18.
The Management Group overseeing the programme of work will include representation from Ministry of
Health, South Island Alliance Programme Office and South Island Public Health Units. The Facilitator will
work with the Management Group and regional work groups to develop and implement an Annual
Workplan.
The key objectives of this role are to coordinate and support the South Island Public Health Management
Group in achieving outcomes under the 2015 -18 Partnership Plan and to effectively deliver the agreed
workplan.

1. Public Health Partnership Sponsor (endorsed by the South Island Alliance Leadership Team)
2. South Island Alliance Programme Co-ordinator and other Service Level Alliance Facilitators and
Workstream Project Managers
3. Manager, Programme Office Manager and other staff
4. South Island Public Health Unit Medical Directors
5. South Island Public Health Unit Managers and other staff
6. Strategic Planning and Integration Team (SPaIT)
7. South Island General Managers Planning and Funding
8. South Island DHBs Planning and Funding Staff
9. South Island General Managers Maori Health
10. Relevant external providers and provider groups
11. Central agencies, including Ministry of Health Business units and National Health Board.
12. Other shared support agencies
13. National Public Health Clinical Network (PHCN)
RESPONSIBILITIES:

The South Island Public Health Programme Facilitator will have no direct supervisory responsibilities,
but with agreement from the South Island Public Health Unit Managers or the South Island Alliance
Programme Coordinator, will be able to call on staff for specific projects.
Limited budgetary accountability may be required for specific projects

LOCATION:
This position is ideally based in Christchurch, and some travel is expected in relation to this programme.
Consideration will be given to a location in another South Island city but will be dependent on the
successful candidate.
QUALIFICATIONS:
Essential

A tertiary qualification in relevant discipline (highly desirable), social sciences, or in a business related
area.
EXPERIENCE:







Significant knowledge and experience in the public health sector
Understanding of planning and funding issues in the health sector
Experience working in or with public health units
Understanding of Te Tiriti o Waitangi and its implications in health
Demonstrated knowledge of the New Zealand health and disability sector. The ability to identify
health issues and propose development opportunities.
Experience in project management.
Experience with the development, implementation and evaluation of projects and plans with
multiple dependencies at an operational level

Experience in leadership and management roles and a solid understanding of the principles and
processes associated with good governance
Evidence of application of knowledge in a leadership role to enhance practice
Demonstrated experience in managing diverse stakeholder interests
Demonstrated experience in getting results by working in partnership, within their organisation and
/or with a wide range of other agencies and individuals over whom they have no formal authority
Ability to present complex ideas to individuals and groups
Excellent interpersonal skills, negotiation/mediation skills, and time management skills
Excellent verbal and written communication skills including report writing skills
Ability to work well in a team, enhancing the capability and contribution of the team; a reputation
for striving to create the conditions for successful working partnerships.
Understanding of information needs and processes in the health sector
Experience and skills in information management and technology
A minimum of three years’ experience in health sector service delivery
Experience working in communities/settings
Dedication to goals and objectives of the New Zealand Public Health System and District Health
Boards
KEY PERFORMANCE OBJECTIVES:
TASK
To undertake the South Island Public Health priority areas of work, as outlined in the
Workplan and as agreed by SI Public Health Management Group. Priority areas of work
will change over time.
MEASURES
 Ensure priorities are adequately scoped and agreed prior to commencement.
 Ensure agreed deliverables and outputs (including monitoring reports) are achieved
and are of high quality
 Effective communication and relationships with key stakeholders are developed and
maintained. Raise issues that may lead to project time line and outcomes and / or
service or financial risk, by reporting to the SI Public Health Management Group / SIA
Programme Coordinator as appropriate.
TASK
To lead and manage projects from the agreed workplan
MEASURES
 Projects are led utilising sound project management skills.
 Terms of reference and project objectives for specific projects are developed in
consultation with the SI Public Health Management Group.
 Key stakeholders for the project(s) are identified and effective communication
(including consultation) and relationships developed and maintained.
 Agreed project management tools are used to develop project plans including
timeframes, milestones, performance indicators, activities, resource and financial
implications.
 Ensure agreed deliverables and outputs (including monitoring reports) are achieved
and are of high quality.
TASK
Communicate with the South Island Public Health workstreams and receive timely
reports on their project goals and deliverables

MEASURES
 Collaboration and integration between DHBs, Ministry of Health, National Health Board
and other agencies is actively promoted.
 Timely reports received on the objectives and deliverables of agreed initiatives and
tasks related to the workstreams are achieved.
TASK
Contribute to the reputation of the South Island Alliance Programme Office as a credible
and professional organisation providing support to the South Island Alliance.
MEASURES
 Represent the South Island Alliance Programme Office in dealings with the public and
the health sector in a way that enhances the perception of South Island Alliance
Programme Office as a professional organisation.
 Maintains professional standards of presentation, conduct and relationships with all
stakeholders and South Island Alliance Programme Support Office staff.
TASKS
Contribute to team culture and development within the South Island Alliance
Programme Office
MEASURE
 Attend and contribute actively to the South Island Alliance Programme Office team
meetings and planning days.
 Provide an effective and flexible resource to meet the changing work and business
needs of South Island Alliance Programme Support Office and the SI Public Health
Units.
 Promote a friendly and supportive team environment that is responsive, accountable
and professional, and client focused.
