Recycling Challenge: Glass Recovered by Me
The Environment Protection Department (“EPD”) is organizing a promotional campaign, namely,
“Recycling Challenge: Glass Recovered by Me” from May 2014 to the end of 2015. You are cordially invited
to join the recycling campaign and give support for glass bottle recycling in Hong Kong.
Background
The public consultation in 2013 has established the general direction of territory-wide glass recycling in
Hong Kong. The Government is now in active preparation for the legislative proposal for introducing a
mandatory producer responsibility scheme for beverage glass bottles. Meanwhile, the EPD has appointed
contractors to provide services to collect the properly cleansed glass bottles for processing.
In 2012, Hong Kong recovered some 3,600 tonnes of waste glass bottles for reuse in public works (mainly for
production of eco-pavers). With the full implementation of glass recycling in Hong Kong, it is expected that
a total of 50,000 tonnes of waste glass bottles could be recovered which amounts to about half of the waste glass
bottles produced in Hong Kong. To achieve the target, the Government is actively engaged in the following
work:(a)
Expanding glass bottle recycling network: As at January 2014, residential collection points covered
about 24% of the population in Hong Kong. Our target is to further increase the population coverage
to 50% by end of 2014.
(b)
Developing other potential applications: As recovery rate will increase substantially, we must
develop other potential applications to absorb all collected glass materials. Development Bureau is
currently preparing the technical specifications for application of glass cullet as fill materials and will
soon carry out trial uses to confirm their applicability.
(c)
Further promulgating the concept of “Recycle Clean”: We must strengthen the publicity and public
education to enhance the public awareness on the importance of proper cleansing before pitching their
glass bottles in recycle bins so as to reduce contamination and thus facilitate turning “Waste to
Resource”.
Campaign Details
To tie in with the full implementation of glass recycling, the EPD has commissioned Business
Environment Council (“BEC”) to organise a campaign “Recycling Challenge: Glass Recovered by Me” and
would like to invite those housing estates which have recently set up collection points to join the challenge.
The campaign will help raise public awareness and education in the housing estates and disseminate the message
on the expansion of glass bottle collection network in Hong Kong as well as the practice of “Recycle Clean”.
The recovered glass materials will be used for the production of eco-pavers and in trial schemes for
development of new applications. The EPD will provide information on the use of the glass materials collected
and its environmental benefits which will further help motivate the public to participate in glass recycling.

All housing estates participated in this campaign will receive a “Certificate of Appreciation”. The target
for the 2nd quarter of 2014 is 0.5kg of glass bottles per household per month, i.e. about one 750ml glass bottle
per household per month. During the campaign, BEC will monitor the glass bottle recovery figures and
provide the data to the participating housing estates regularly for reference. Those housing estates with
outstanding performance in each quarter will further be awarded with a “Certificate of Merit” as recognition of
their effort and contribution. In addition, BEC will also monitor the cleanliness of the glass bottles collected
and provide advice on the practice of “Recycle Clean” for reference of the housing estates as appropriate.
Eligibility
Those housing estates joining the Glass Bottle Recycling Programmes organised by the EPD are eligible to
join the Challenge.
Campaign Period
May of 2014 to the end of 2015.
