OSU-OKLAHOMA CITY
PHIL DAUGHERTY PUBLIC SERVICE
ENDOWED SCHOLARSHIP
Phillip E. Daugherty, born before Oklahoma became a state, grew up with a strong respect for work tools – from ordinary
hand tools to sophisticated law books. He rose to the rank of major during his World War II Army Air Corp service, then
went on to achieve much professionally as an Oklahoma City civic leader. A highly respected lawyer and businessman,
Daugherty passed away in May 2000 at the age of 96.
As trustee of his brother’s estate, U.S. District Judge Fred Daugherty donated the workshop and garden tools from his
brother’s home to OSU-Oklahoma City. He also established the Phil Daugherty Public Service Scholarship, honoring his
brother’s commitment to the Oklahoma community and the importance of its laws and local government.
This scholarship will allow students in the OSU-Oklahoma City Public Service Associate of Science degree program to
prepare for entry-level administrative jobs in government or nonprofit organizations, or for transfer to four-year institutions.
