CALL FOR TENDERS
FOR A TRAINING ON ENERGY AUDITING
1. SUMMARY
1.1 Type of assignment
Organize training on Energy audit and Energy building declaration for state Mongolian auditor in a
European country with practical exercises and field visit.
1.2 Expected duration of assignment
Training should take place during 4 to 5 days (End of November/Beginning of December)
1.3 Purpose of the assignment
From 2012, CCR has been leading a 4 years EU Switch Asia project focus on improving environmental
impact of the construction industry through introducing the use of fly ash from coal power plants as a
recycled material for construction products and through creating new greener construction standards and
introducing green construction practices among the private sector.
In the implementation of this project, Caritas Czech Republic established close cooperation with the
Construction development center, the main state implementing agency under the ministry of construction
in charge of the norms, standards, policy implementation and training. Joint training on Green
construction practices have been organized with the CDC under within the scheme of their training
activities for construction engineers. The CDC approached CCR to extend our cooperation and to get
technical assistance from the project in the establishment of a system of energy declaration for buildings
and build their capacity on energy auditing. For that reason, we are looking for an experienced
organization in conducting training for foreign auditors in Europe.

Project Background
The construction industry has expanded rapidly in recent years in Mongolia, but little attention is being
paid to the environmental impact of the industry.
One of the main materials used by the construction industry in Mongolia is concrete, which is
conventionally made of a mix of cement, water and aggregates. The substitution of the aggregates with
waste materials produced by the power plants (i. e. fly ash and cinder) would reduce the costs of the
concrete and improve its insulation capacity. This substitution would also save natural raw materials and
would reduce the need for disposing of fly ash in land-fill. Mongolia has numerous coal fired power plants
producing a huge quantity of fly ash (about 300,000 tonnes per plant per year), which is currently
disposed of in land-fill, with negative environmental impacts.
Moreover, in the course of the current construction boom in Mongolia, from the design to the material
used and the insulation techniques applied, there is little awareness of how to reduce the environmental
impact of the construction process, and also of the positive economic consequences of green materials
and technologies. This gap needs therefore to be addressed.
Overall objective of the Action: through promoting sustainable growth, to contribute to the economic
prosperity and poverty reduction in Mongolia and to the mitigation of climate change.
Specific objectives of the Action: to promote sustainable production and sustainable consumption
patterns and behaviour in the construction industry in Mongolia by mobilizing the private sector along with
relevant public sector authorities.
Expected results:
ER 1: Green construction products using fly ash have been identified, developed and approved.
ER2: SMEs in the construction industry are making and selling environmentally friendly (fly ash)
construction products.
ER3: SMEs in the construction industry are using environmentally friendly construction products and
practices.
ER4: Policy environment is facilitating environmentally friendly construction products and practices
Specific activities under ER.3 :
3.1. Develop or adapt locally appropriate environmentally friendly construction practices
3.2. Create training materials about sustainable construction practices
3.3. Organise awareness-raising conferences on Sutainale consumption and production and green
construction practices
3.4. Training of trainers and teachers
3.5. Training of key construction workers and professionals
3.6 Training of students in vocational training schools and the university.
3.7. Assist SMEs working in the construction sector (conducting construction works) that have adopted
the sustainable practices to form a green construction marketing group.

The CDC wants to train their future auditor on energy auditing. Already, they received a first training
organized by a Czech company in Mongolia. They want to have a more advanced training,
complementary with the previous one and organized in a European country with practical exercise and
field visit.
The previous training curriculum was the following:

The interested organization that would like to organize the training in Europe should submit a detailed
training agenda and a financial proposition. The number of trainees will be 3 to 5.

At least 10 years of experience in organizing practical and theoretical training on Energy audit
Being a EU certified company to train auditors
Experience in organizing training for foreign auditors
Being based in one of the following European country (Sweden, UK, Germany, Netherland,
Belgium, Finland, Norway, Denmark)
