Juvenile Law & Illegal Substances Law Update

The Juvenile Law section of the day will feature an analysis of the current Illinois
Juvenile Justice Law. Included will be an overview of the ILETSB’s Illinois Police Agency
Model Juvenile Handbook and Procedures Manual and the Illinois Juvenile Justice Act.
The latest legislative amendments concerning Juvenile Justice will be listed and
analyzed. Topics will include changes in adult prosecutions for minors; sex offender
registration changes for minors; and changes in the age requirements for minors to be
treated as juveniles. Additionally, the latest case law concerning Juvenile Justice will be
listed and analyzed. Included will be discussions of Searches and Seizures and
Confessions and Admissions with respect to juveniles.
The Illegal Substances Law section of the day will contain a complete update of all of the
legislative changes to the laws concerning illegal substances over the past 5 years.
Included will be an analysis of the current statutes involving Controlled Substances,
Methamphetamine, Cannabis, Alcohol for the purposes of DUI, and Tobacco with
respect to minors. A case law analysis will be provided illustrating each of these
substances. Specific topics: “bath salts”, synthetic cannabinoids, and cathinones; along
with discussions of “hot topic” areas that have been dealt with by the Illinois legislature
in the courts
About the Instructor: Donald L. Hays, Illinois Prosecutor Services. For 30 years, Mr. Hays
was the Senior Counsel for the Office of the Appellate Prosecutor. As Senior Counsel, he
was in charge of the Continuing Legal Education programs for that office. For the past 25
years, Mr. Hays has trained prosecutors and law enforcement officers for the Office of
the Appellate Prosecutor and for various Mobile Team Units in Illinois. Since retiring
from state employment in 2009, Mr. Hays has authored the Illinois Criminal Offense
Guide; the Juvenile Justice Case Digest; the Juvenile Justice Quarterly, and numerous
other publications.
