ITEM 4 – KTC Public Speaking Session
a) Mr S McBurney from C E Group read out from a pre written presentation
outlining C E Group’s detailed plans concerning outline application for
Manse Farm, Knaresborough HG5 8HB.
Detailed discussion followed this presentation with Councillors raising
questions concerning ongoing traffic issues, local plan not yet being
finalised or approved, and querying whether Knaresborough could be
approached for further such developments in the future.

600 dwellings, neighbourhood centre, primary school and employment uses
B1 and B8 including landscaping and associated access with access
considered (site area 42ha) Manse Farm, Knaresborough HG5 0SP:
RESOLVED: That KTC object as this development is too large and too far out of town,
therefore would lead to increased traffic congestion and car parking
problems throughout the town, and consequently KTC consider it to be an
unsustainable site.

b) Mr P Sigsworth invited all Councillors to the Chamber AGM on 19 March at
the Dower House, and then enquired as to why there had not been an
NDP meeting since November 2012.
Councillor Batt explained that the next meeting would be early April.

Councillor A Willoughby stated that there is very little difference to previous
plans, just the railing, and suggested that KTC write to object. Councillor Batt
agreed and stated that this is not the correct solution for the Bebra Gardens
as it would not stop projectiles being thrown. It was therefore
RESOLVED: that KTC object to this in the same terms as previously and further
recommend that consideration be given to other methods of preventing/
deterring people from throwing projectiles over. Unanimous

Blocking off of public car park – The site was visited on 21 February 2013.
The outcome of the investigation is as follows: “When planning permission
was granted on 23/9/1975 (planning ref 6.100.194.A.PA) for constructing a
postal sorting office, there were no planning conditions attached to the
approval requiring the provision of off street parking for visiting members
of the public. As there is no breach of planning control no further action
will be taken in the matter and the case will be closed”.


The outcome of the investigation is as follows: “The single storey rear

erection of a new 2m high boundary fence that has been erected. As this
fence detail formed part of the planning application that was subsequently
approved no further action will be taken in the matter and the case will be
closed”.

c) Potential Residential Development – Land off Boroughbridge Road

i) Initial Consultation -– email from Dacres Commercial on behalf of
Gladman dated 27 February 2013
Councillors’ discussion again centred around the problems resulting from
the development of a large number of houses on the edge of
Knaresborough, in particular, traffic issues at Bond End. Councillor A
Willoughby asked for a recorded vote, seconded by Councillor Reid, and it
was:
RESOLVED: “that KTC strongly object as development here would increase traffic through
the town and through Bond End, and that this is not a sustainable site”.

RESOLVED: “that KTC is sorry that the resident feels this way and invite him to the next
NDP Meeting”. Unanimous

approve the recommendations.
RESOLVED: To approve the recommendations.
The Clerk mentioned that she had received an email from Councillor P Ireland
and read it out to Members. KTC felt that this should go to the NDP committee
who were scheduled to meet on 4 April.

b) Office Services Committee meeting 18 February 2013 – to approve the
recommendations.
RESOLVED: That KTC approve the recommendations.

ITEM 11 – Motions Submitted by Members:
Motion from Councillor A Willoughby:
“I propose that council should instruct the Clerk to call meetings of the
Neighbourhood Development Plan committee, adhering to the scheduled
dates published, without cancellations, postponement, or addition of extra
meeting dates, and that the Neighbourhood Development Plan committee
brings the plan to fruition without further delay”.
An amendment was put forward and voted upon as follows:
RESOLVED:. That all NDP committee meetings should take place on the appointed dates
unless it can be shown there is a good reason for the cancellation of the
meeting.

a. To consider commissioning the solicitor to act for the Town Council further
when dealing with matters associated with the Employment Tribunal
RESOLVED: That in view of the confidential nature of the business to be transacted re
ITEM 12a pertaining to Reports From Clerk be dealt with in private session
and, subject to the provisions of Section 1(2) of the Public Bodies (Admission
to Meetings) Act 1960 (as amended), the meeting be not open to members of
the public.

c. To consider the charge for the hiring of King George V Field 2013/14
Following discussion it was
RESOLVED:”that that there be a modest increase of £10 to the charge for the hiring of King
George V Field for 2013/2104”. 4 in favour of £10 increase, 3 against.

Councillor A Willoughby mentioned ongoing works in Bebra Gardens being
undertaken by gardeners from HBC at very little cost.
Councillor C Willoughby informed members that there was much lobbying
by the people of Knaresborough in support of the Rotary Club collection
from Waterside car park. They have now had word that this can continue.
Councillor J Batt spoke about the archaeological dig and informed the
meeting that the full report would be available in a few days time. He
explained that evidence had been uncovered suggesting there had been a
very large building on the site which had been made redundant and the
stone reclaimed. Onsite Archaeology would not support any disturbance of
any of the archaeology on the site. If KTC wishes to install Services, then
a line from Victorian times which is already in place would have to be
used. Councillor Batt further confirmed that the holes would be refilled later
in the week.
Councillor Batt informed the meeting that the AGM of The Old People’s
Society would not be taking place due to a bereavement.
