REFRIGERATION AND AIR CONDITIONING
TRAINING AND CERTIFICATION
Background
Indonesia ratified the Vienna Convention and the Montreal Protocol in June 1992, hence The
Government of Indonesia has the obligation to protect the Ozone Layer and to phase-out Ozone
Depleting Substances.
CFCs and HCFCs are the most widely used Ozone Depleting Substances (ODS) in Refrigeration and
Air Conditioning Sector, both in manufacturing and servicing. The Government of Indonesia has
banned import of CFC use Indonesia since December-2007, and will be phase out HCFC gradually
starting on year 2013. To reduce the CFC and HCFC demand in the servicing sector the
Government implement the Minister of Environment Decree No. 2/2007 on Technical Guidance and
Competence Requirement for Recovering and Recycling of Refrigerant. The Ministry of
Environment has developed syllabus and curricula for training in good practices of recovering,
recycling and retrofitting process. The syllabus and curricula has been standardized in National
Agency for Profession Standardization (BNSP).
To replace the phase out of CFC and HCFC many alternative refrigerants has been produce and
distributed in the market, some of the refrigerants have different properties and behavior than
CFC or HCFC. Since, Refrigeration and Air Conditioning equipment plays important role in oil and
gas industry, the technicians has to be familiar with the new refrigerant properties and behavior
as well as the good practice of recovering, recycle and recharging the refrigerant and retrofit
techniques.
Based on the above discussion a training on industrial refrigeration is proposed for PT. Total
Indonesia technicians follow by competence certification of the technician by the legal authority
LSP BNSP.
Objective
The objective of the training is to refresh knowledge on HVAC for Oil & Gas application, as well as
to provide information, understanding and practical exercise on alternative refrigerants handling,
and to get some HVAC National Certifications.
