ADDENDUM #1
RFP #3666DB Recycling, Single Stream
Addendum #1 for RFP #3666DB Recycling, Single Stream has been issued to
provide answers to questions received and make changes to the RFP
document. The answers are in red italic font and underlined. This addendum is
currently posted on our website as a Microsoft Word and a PDF format
document. To download the document, go to http://lake.k12.fl.us, click on Bid

We have posted to the Purchasing website the audio recording from the preproposal. It contains information requested by the attendees. Information
provided that made a change to our specifications or RFP document are
documented in this addendum. We would encourage proposers who did not
attend the meeting to listen to this recording before submitting your proposal.
A map of school locations has been posted on this RFP’s web page for your
convenience.

Page 7, Scope of Services, section A – “weighted using accurate weight
information”. Does recycling have to be weighed using scales or can
appropriate industry yardage calculations be used instead? Not all vendors
have scales on their trucks. When submitting your proposal please indicate
whether your firm will be using truck scales or if you will be using industry
yardage calculations for estimates (Supply those calculations with your
submittal.). Remember we are requesting number of tons collected from each
site location by date and the revenues earned from each site with each
payment under Scope of Services, section B.

In the same section, it states “LCSB would prefer trucks to pick up LCSB
materials separately and not mix with other client pickups, for the purpose of
accurate weight information. If you intend to mix other client pickups with LCSB
pickups, LCSB will work with the awarded vendor to establish benchmarks by
having the vendor run routes for 30 days picking up LCSB recycle material
only. Benchmarks will need to be re-established at a minimum annually as we
expect our program to expand as our schools receive training and better

understanding of the program.

Page 8, Compensation/Revenue :the percentage obtained by the contractor
shall include all processing costs, collection, transportation costs and all other
costs” Are vendors allowed to submit an alternate proposal to cover processing
costs, collection, transportation costs when markets are returning low value
rebates? No, we do not want alternate proposals.
5.
Page 10, container Requirements “32 gallon recycling containers” Are vendors
allowed to submit pricing to LCSB for the 32 gallon containers with solid lids
and wheels or do the carts have to be given for free as part of the bid? There
should not be a separate charge for the carts. They are included in the
processing cost.

Can you please provide a list of the schools/department names and addresses
included in the RFP. Please see Attachment J.
7.
Is it mandatory for all school listed on Attachment I to participate in the
recycling program. Yes.
8.
If a charter school chose to participate, can the vendor do business with them
under this contract. Yes, charter schools could piggyback the contract if the
awarded vendor agreed. The vendor would deal directly with the charter school
and payment would be made directly to the charter.
9.
What size container do you want at the schools for the 32 gal container to be
emptied into? We did not specify a size as we have different size schools and it
would also be dependent on the pick-up schedule proposed. We have posted
to our website, spreadsheets with data from the Lake County Board of County
Commissioners Recycle program that 19 of our schools previously voluntarily
participated in.

When do you anticipate starting this program? Immediately after Board
approval and execution of the contract which is anticipated on February 25,
2013.

The following shall be added to the RFP specifications: Contamination: In the
event of contamination the LCSB Energy Manager shall be contacted
immediately. On the Revised Cost of Services page, indicate your
contamination allowance percentage. If this allowance is exceeded, LCSB shall
allow a deduction in tonnage and payment i.e. 10% of the 100 pound load is
contaminated, LCSB is paid for 90 pounds. If our load is not exclusive and is
mixed with other loads, no contamination claim will be considered.

Page 5, CONTRACT PERIOD shall be changed to read: The term of this
contract shall be for three one years beginning immediately after Board
approval with the option to renew for two four additional one year periods upon
the mutual agreement of both parties. Any renewals shall be in writing and
signed by both parties.

Questions received after the Pre-Proposal Meeting:

Even with full participation from all schools, there is much doubt as to whether
they will generate enough volume of single stream commodity so that the value
of the commodity exceeds the cost of collection for a traditional recycling
collection hauler, thus making it cost prohibitive to perform the work. Will the
school board change Attachment A, page 16 of 37, so that the bidders can
provide a collection cost and recycling rebate on separate lines? Please see
answer to question 4
14.
If the answer to the above question is “yes,” then will the school board provide
a tentative collection schedule and can size requirement so that all bidders are
pricing the same collection/volume schedule? The answer to question 13 is no.
Please note that the opening date has not been changed. All proposals are due in
the Purchasing Department, 29529 County Road 561, Tavares, Florida 32778 by no
later than 2:00 PM, local time, on Tuesday, January 9, 2013.

This addendum shall be completed by Vendor and returned with the proposal package.
If a proposal package has already been submitted, this addendum must be submitted
to the above address in a sealed envelope, which is marked on the outside: Addendum
to RFP #3666DB Recycling, Single Stream.
This is to acknowledge receipt of this addendum, which will become a part of the
proposal document.This addendum must be signed and returned in order for your
proposal to be considered.
