Exploitation of coco-lumber

Requirements for exploitation of coco-lumber:
 Permit from PCA (Borongan)
 Registration of chainsaws with PCA (Borongan)
– Registration fee is P1,000 per chainsaw
– Can either bring the stensil of the serial number of the machine (in a paper) or
the chainsaw itself to Borongan
– Can coordinate with the PCA representative here in Guiuan
• Agreement with LGU (municipalities and barangays) to ensure liaison and agreement
with private landowners if applicable

IOM suggested to cut first the fallen trees before the standing ones. The one’s standing will still
last for 6 months or even a year.
The coconut to be exploited needs to be 30 years old and above. It would be a waste of time to
use young coconuts since it will not last long.
Will look for scalers to identify coconuts to be used as lumber.
Should have a proper stockpiling of the cocolumber. (Cocolumbers should not be exposed to
rains since it will form molds).




• Plan is distributing emergency shelter kits

• IOM is distributing tools, tarpaulins and NFIs to 462 families in B2/B7
• UNHCR is doing the assessment
• OCHA assess GIDA in the highlands necessary and in planning
• Citizen’s Disaster Response Center (CDRC), with support from Peace Winds Japan is distributing
ESKs and NFIs for 800 families

• CRS is distributing Emergency Shelter Kits (ESK) to all Barangays

OTHER ISSUES
Strengthening the market
• OXFAM suggests to work with hardwares to strengthen the market and benefit the community as
a whole
Issues with inventory
• With regards to the checking of inventories, IOM has documents like waybill out and waybill in
and conduct physical count of the items to determine the correctness of the inventories.
• Determine whoever will be responsible for the lost items along the way.
• Suggested that all agencies should have a check and balance of their inventories.
Issues of corruption
• Some agencies just deliver the relief items to the Barangay Captains and LGUs
• Must make sure that the primary beneficiaries receive the items
Delivery of items to far away barangays
• Delivery of items to the far away barangays cost too much money (transportation is expensive)
• Far away barangays have very limited transportation
• Suggested that there should be a drop-off point at the center
• Utilize the transport vehicles from the Barangays in transporting the relief items to the far away
barangays
• Agencies don’t know the answers on the transportation problem, it’s the locals who know it
