PURPOSE OF POSITION
Under the direct supervision of the Director of Public Health Emergency Preparedness, conducts disease
surveillance and epidemiological investigation activities of the Notifiable Conditions for the district.
Participates as a member of the public health emergency response team serving Anderson, Gregg,
Henderson, Rains, Smith, Van Zandt, and Wood Counties following bioterrorism events, other infectious
disease outbreaks, or other public health threats and emergencies. Participates in the planning,
development, interpretation, and implementation of public health emergency response and Notifiable
Conditions disease protocols. Performs professional, consultative, investigative, advisory, and educational
activities. Duties are performed with minimal supervision and with considerable latitude for use of initiative
and independent judgment.




ESSENTIAL FUNCTIONS
70% - Conducts disease surveillance, case investigation, and outbreak control activities. In
conjunction with DSHS Public Health Region 4 and 5 North personnel, participates in
epidemiological studies, surveillance projects, and case/contact investigations on Notifiable
Condition diseases. Develops effective relationships and networks of communication with
potential disease reporting agencies and facilities to promote teamwork and collaboration in
improving disease surveillance/reporting. Obtains patient consent and arranges specimen
collection and submission when needed. May label laboratory samples and complete laboratory
submission forms. Contacts private laboratories to ensure specimens are forwarded to
appropriate laboratory as needed. Abstracts, reviews and interprets medical information.
Routinely monitors the syndromic surveillance software for information regarding current disease
trends. Ensures disease reports and investigations are effectively entered in the National
Electronic Disease Surveillance System (NEDSS) for up channel reporting and analysis.
Analyzes complex epidemiological data, and assures appropriate communication and
dissemination of findings and recommendations. Participates as a member of a multidisciplinary, rapid Public Health Emergency Response Team and may respond to bioterrorism
events, infectious disease outbreaks, or other public health threats or emergencies within the
seven county area. Participates in periodic exercises to evaluate public health emergency
response plans.
20% - Serves as the Epidemiologist for the district. In this capacity assists with enhancing,
designing, and/or developing systems for rapid detection of unusual outbreaks of illness that may
be the result of bioterrorism, other outbreaks of infectious disease, and other public health threats
and emergencies. May also assists DSHS in establishing expanded epidemiologic capacity to
investigate and mitigate such outbreaks of illness.
05% - Provides Notifiable Condition disease surveillance related consultation and education
services in the community. Using a variety of computer software, assists in the preparation of
curriculum and training in surveillance, case investigation, and bioterrorism/infectious disease
outbreak preparedness and response for medical and public health professionals. Develops
educational materials regarding disease control information for the general public. Networks
with local agencies and provides technical assistance to governmental agencies, private
institutions, schools, and hospitals.
05% - Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
 Must hold a Masters of Public Health in Epidemiology with preferably two years’
experience.
 Reliable transportation and a current, valid Texas driver’s license required.
 Knowledge of computer applications and software.
 Ability to work with a team and prioritize duties.
 Ability to interpret policies and implement procedures.
