STRATEGIC BOARD FOR TEACHER EDUCATION
DRAFT REMIT
The key role of the Strategic Board for Teacher Education and Quality is to oversee and
evaluate new and on-going reform to teacher education since the publication of Teaching
Scotland’s Future. The Board will act as a centre-point for national discussion related to the
standards in teaching and teacher education.
The Board is expected to:








Provide oversight of key elements of Teaching Scotland’s Future such as local
authority/university partnerships and continue to support on-going projects started by the
NIB;
Communicate with teachers about on-going changes to teacher education. As part of this
the Board will consider the coherence of messages across partner organisations;
Consider equality issues in the teaching profession both in terms of access to
professional learning but also in terms of the make-up of the profession itself;
Develop a coherent national policy on SCQF Level 11 learning for teachers drawing
together related work on the Masters Framework, the Framework for Educational
Leadership, the new Qualification for Headship and projects funded by the Scottish
Government;
Develop a coherent national policy in relation to educational research in Scotland;
Introduce and monitor quality indicators for Teacher Education;
Provide an effective link between teacher education/professional learning and other key
areas of national policy such as tackling inequality, raising attainment, Early Years,
Developing the Young Workforce and CfE.; and
Maintain awareness of issues relating to teacher workforce planning and any
implications for teacher education.
The Board will:






work in the spirit of partnership;
provide a forum for members to discuss issues relating to the work of the Board openly
and frankly;
have an outward looking focus and will engage with the teaching profession and other
key stakeholders;
operate on the basis that all Board papers may be shared outwith the Board, unless it is
agreed by the Board that specific papers or information should not be shared more
widely;
publish a note of the key issues discussed and agreed at each meeting;
meet quarterly.
The Board will be Chaired by the Scottish Government who will also provide the
secretariat.
