AMENDMENT 1
Questions and Answers for RFB #28147-CH Enterprise Tablets and Accessories
May 20, 2014
Bidders must submit this Amendment 1 with the bid response to ensure the bidder has
read, understands, and the bid of the company is predicated upon the contents of this
Amendment.

Question #1: In section 6.3 MEETINGS ON-SITE AT AUTHORIZED USER
LOCATION: It is mentioned meetings/service is required statewide. Do you have a list
of authorized user locations?
Answer #1: Section 1.2 – Scope, has been amended to correct the hyperlink to the new
website which lists the Authorized Users locations.
http://www.wisconsin.gov/Pages/AllAgencies.aspx Question #2: Section 6.7 “Each
Authorized User shall be provided, upon request, a unique account and login within two
(2) business days.” – Do you have a ballpark figure on how many users?
Answer #2: It is unknown how many Authorized Users will use the contract.
Question #3: You listed Wireless, do you prefer LAN connection or mobile broadband
for this?
Answer #3: The preference for these Tablets would be a LAN connection.
Question #4: Do you have a preference onscreen pixels?
Answer #4: There is no minimum standard or preference for on screen pixels.
Question #5: Ports – Many tablets instead of straight USBs are substituting Micro U SB
or Slim Ports, do you require USB adapters for these models?
Answer #5: Any size USB port is acceptable. Where adapters are offered by the
Bidder, they must be subject to the discounts provided for accessories on Appendix A:
Tablet Cost Sheet.
Question #6: Would you like the weight of each model included?
Answer #6: Yes.
Question #7: Do you have a preference as far as battery life?
Answer #7: The battery life is described for each model on Appendix A: Tablet Cost
Sheet.
Question #8: Is an “Advanced Exchange” option for the onsite warranty for the tablets
acceptable? This means that we would provide an expedited replacement the next

business day, as opposed to spending that day onsite for a repair, which reduces
downtime for the end user as they get a working replacement unit vs having a tech
come onsite to fix (and potentially not have the right part)
Answer #8: An “Advanced Exchange” or next business day exchange would meet the
requirement stated in Section 5.3.1 – Warranty.
Question #9 We do not see Apple iPads listed within the RFP spreadsheet. Is it your
desire and intent that Apple respond to the RFB?
Answer #9 Apple products have been added to Appendix A: Tablet Cost Sheet where
Apple or their resellers shall respond with discounted pricing. The Bidders must use the
revised cost sheet to submit bid pricing.

Amended Bid Language
Section 5.2.1 is amended to read:
5.2.1
Electronic Product Environmental Assessment Tool (EPEAT) is an
environmental procurement tool designed to help institutional purchasers in the
public and private sectors evaluate, compare, and select desktop computers,
laptops and monitors based on the environmental attributes of the product.
General information on the criteria of EPEAT can be found at
http://www.epeat.net.
Each Enterprise Tablet, except slate style tablets, shall have a minimum EPEAT
certification of Silver. Bidder shall provide verification of EPEAT certification at
the required level, upon request.
Section 5.2.2 is amended to read:
5.2.2
The State is committed to energy saving and environmentally friendly
devices. Energy efficient and environmentally friendly devices shall be included
in the product offering. Bidder shall provide energy efficient devices that meet the
following, as applicable:
 Equipment shall meet applicable Energy Star standards.
 Monitor screens shall emit electrostatic and electromagnetic
radiation that is in compliance with Electromagnetic Compatibility
(EMC) regulations and directives.
 All products capable of meeting Energy Star low-power enabled
features shall be shipped with the Energy Star low-power feature
activated or enabled unless otherwise agreed upon by the State.
Products shipped without the Energy Star seal affixed to the product shall include
the manufacturer’s certification specifying that such products are Energy Star
compliant.
