IN LESS THAN 100 WORDS, PLEASE DESCRIBE THE REMARKABLE AND INNOVATIVE EFFORT CARRIED OUT
BY THE NOMINEE TO REDUCE THE IMPACT OF DISASTERS AND BUILD DISASTER RESILIENCE UNDER THE
THEME “ACTING AS ONE”.
Butuan City attained zero casualty in the recent flooding this January 2013 that besieged Mindanao for
the obvious reason that the community acted as one to prepare, plan and execute the things that are
needed to be done in response to an impending typhoon. Each of the 86 local units of the City of Butuan
was well prepared and seriously carried out what they were trained for a few months back. Everybody in
the community acted as stakeholders to the task of reducing the risk of people and property damage
when the typhoon struck

AWARENESS ABOUT THE NEED TO REDUCE DISASTER RISK. IN DOING SO, PLEASE INDICATE WHERE
(LOCAL, NATIONAL, REGIONAL OR GLOBAL) THE IMPACT OF THE INDIVIDUAL’S OR ORGANIZATION’S
ACTIONS HAS BEEN FELT.
The local government’s relentless effort to avert the effects of disaster in the city was carried through
information dissemination, trainings and equipping its citizenry through the 86 local units (Barangays).
The Disaster Risk Reduction and Management Fund for Fiscal Year 2012 as approved by the City Mayor
of Butuan amounted to PhP 48 million. The city was also able to procure equipments and paraphernalia
for search and rescue operation. The Philippine government recognized the efforts of the City when it
was adjudged 2nd Place in its Gawad KALASAG Award. The award was vested on local government units
that have shown excellence in its disaster preparedness and response.

PARTNERSHIPS THAT STRENGTHEN DISASTER RESILIENCE. IF APPLICABLE, PLEASE DESCRIBE THE NATURE
OF THESE PARTNERSHIPS.
Coordinating mechanism was strengthened. All areas and agencies in the local government are ably
represented in the City’s Disaster Risk Reduction and Management council. Two more trainings were
conducted. The volunteer citizens of each barangay were trained on Basic Disaster Preparedness
Training Course. This was composed of the Barangay officials with their respective civil security unit or
Barangay Tanod. Another training for youth sector, which is Basic Disaster Preparedness Facilitators
Training for Young Volunteers was also conducted. After which, a simulation flood drill followed which
was conducted in one Barangay. And the City also set-up an Operation Center as its hub.

ELEMENTS ESSENTIAL TO REDUCING AND MITIGATING DISASTER RISK. THESE CAN INCLUDE: USING A
MULTIHAZARD APPROACH, GENDER PERSPECTIVE, COMMUNITY PARTICIPATION, CULTURAL DIVERSITY,
CAPACITY BUILDING, TECHNOLOGY TRANSFER AND TRAINING AND EDUCATION.
This initiative of the City as well prepared and responsive in times of calamities had made the Barangays
totally engaged in complementing with the City by the installation of Barangay Risk Reduction
Committees, and with the trainings conducted, community folks knew their way of prompt and orderly
evacuation to safer grounds. Knowing that disaster will surely come, preparedness trainings is worth to
people a preventive measure of reducing what could have been disastrous to life and property when
unprecedented calamity struck.

The Philippine Disaster Risk Reduction and Management Act of 2010 enacted on May 7, 2010 has in its
provision ordering every local government to set aside 5% of their Internal Revenue Allotment as their
Local Disaster Risk Reduction & Management Fund (LDRRMF). In 2012. PhP 48 million and 2013, PhP 53
million is appropriated to fund Disaster Risk Reduction and Management .
