COORDINATORS’ REPORT
December 6, 2012

This report reviews tasks included in the 4 strategic categories of the Operating Plan revised Aug. 2012.
Timeline of activities is included at the end of the report (Table 3).
Category 1. Organization and Coordination
Incorporation: On Nov. 8, 2012 we had a roundtable discussion of Board of Director Roles and Board
Development. The Steering Committee was joined by 4 invited guests: Anthony Poponi (Coal Creek
Watershed Coalition, Director), Kathryn Peterson (Maxfield-Peterson P.C., Vice President), Melanie Hall
(Montrose Community Foundation, Executive Director), and Scott Williams (Ridgway Ouray Community
Council, Treasurer). We formed a Board of Directors Task Force comprised of Ken Lipton, Debbie, Cokes,
Agnieszka Przeszlowska and Emily Galanto. They met on Nov. 15 to develop a Board Matrix and discuss
board roles which they’ll present to the Steering Committee on Dec. 12, 2012. At the Nov. 8, 2012
meeting the group also formed a Bylaws Task Force: Scott Williams, Ben Tisdel, and Agnieszka
Przeszlowska. Scott has drafted a set of bylaws for UWP and reviewed them with Agnieszka on Dec. 6,
2012. Pending Ben’s review, the group will finalize a draft and present the bylaws to the Steering
Committee, hopefully at the Jan. 10, 2013 meeting. The UWP will need additional documents and
guidance to facilitate UWP’s organization, incorporation, and Board of Directors recruitment. Agnieszka
will draft a Governance Manual which will include policies and procedures for internal UWP governance.
She will consult with the Colorado Nonprofit Association and Scott Williams. Here are target dates for
main incorporation tasks:
Jan. 2013 – file Articles of Incorporation with Colorado Secretary of State
Apr. 2013 – effective date of Articles of Incorporation
Jan. – Apr. 2013 – finalize bylaws, internal policies and procedures, recruit new board
May 2013 – file with IRS for tax exemption and 501(c)3 recognition.
Operating Plan: Agnieszka has drafted the Operating Plan for FY2013. Please review the plan before the
Jan. 10, 2013 Steering Committee meeting and preferably provide comments to Agnieszka before the
meeting. We will discuss the Operating Plan on Jan. 10 and make a motion to adopt it so we can start
2013 with a plan. It is critical to have the plan finalized as soon as possible so that we can share it with
stakeholders when we recruit UWP’s Board of Directors.
VISTA: In mid-Nov. 2012, Agnieszka and Emily prepared and submitted an application to the WHWT for
a new 3-yr cycle of OSM/VISTA Volunteers. Award decisions will be made in mid-December 2012.

Category 2. Fundraising and Grant Writing
ArtPlace Grant: Emily has prepared a pre-proposal for an ArtPlace Community Grant which will be
submitted for a combined proposal by the Appalachian Coal Country Team and Western Hardrock
Watershed Team (WHWT). ArtPlace is a grant program offered by eleven leading national and regional
foundations, eight federal agencies including the National Endowment for the Arts, and six of the
nations largest banks to accelerate creative placemaking across the U.S. Grants averge in the $250-750K
range. WHWT will apply on behalf of several sites and award sub-grants in the $50,000 range to each
watershed group. In her sub-proposal Emily requested the following monies $20,000 for the Sherbino
Theatre, $10,000-$15,000 for the Wright Opera House, and $13,000 for the outdoor stage in Town of
Ridgway.
319 NPS Grant: Agnieszka, Jeff Litteral (DRMS), and Anthony Poponi (Coal Creek Watershed Coalition)
are continually working on a 319 Nonpoint Source Program grant for mine remediation at 3 sites in
Uncompahgre’s headwaters. The proposal will be finalized and submitted by Jan. 7, 2013. If awarded,
contracting and project implementation would begin in Jan. 2014.
More Kids in the Woods Grant: The UWP was invited to partner with Ridgway Elementary School and
USFS on an educational grant: More Kids in the Woods. The grant will request funds to purchase Nordic
skis, snowshoes, and field equipment to bring students outdoors for winter/snow educational programs.
UWP will likely work with the 3rd grade teachers to develop a water curriculum including topics on
science of snow, snow-water dynamics, crystal formation, and watershed science. Agnieszka has met
with Jerry Roberts (former CAIC forecaster and avalanche controller) who has agreed to help facilitate
the outdoor activities. On Dec. 6, 2012 Emily and Agnieszka will meet with teachers and grant writer
(Anne Janik, USFS) to further develop grant details.
Fundraising: Monies from various November fundraisers included $56 from Buen Tiempo (Trivia Night
beer sales), $54 from Holiday Bazaar sales of pretzel wreaths, chocolate-peppermint bark, and peanutbutter squares made by Emily and Agnieszka, and $366 from donations at the Watershed movie
showing. The primary December fundraising activity will be the Wine, Chocolate, Cheese Festival
(http://coloradowinefest.org/) of which UWP is the beneficiary. Additionally, Agnieszka and Emily will
set up a UWP vendor booth to sell more holiday goodies and 2013 UWP calendars. The calendars
include a one page landscape photo kindly donated by a local photographer, Jack Brauer
(www.WideRange.org). We just placed an order with Fishbone for several UWP t-shirts which we will
sell at various future UWP events. The amazing design was created by Jack at Fishbone.

Category 3. Assessments, Restoration and Research Projects
WQCD: On Nov. 5, 2012, the Water Quality Control Division approved re-segmentation of Water Body
IDs (WBID) in the Uncompahgre watershed and changes to some water quality standards. They will
become
effective in Mar. 2012 and are available at:

The next full review of standards for the Gunnison Basin is scheduled for 2017, although there will be an
issues scoping hearing in 2015, and an issues formulation hearing in 2016. If there are site-specific
issues a party could petition the Commission for a hearing at any time.
Rollans Park: On Nov. 27, 2012 Emily and Agnieszka worked with Danny Powers (Town of Ridgway
grounds maintenance) and Jared Coburn (Ridgway Parks Committee member) to fence 8 young
cottonwood trees in Rollans Park. This effort was aimed at protecting self-recruited cottonwoods from
browsing which should help them establish into thriving, mature trees. Town of Ridgway provided
fencing supplies while UWP completed the field work.

Category 4. Outreach and Education
Ongoing:

Ridgway Schools: Emily continues to coordinate monthly RiverWatch water quality sampling with
Ridgway 3rd graders (Robyn Cascade’s class) in Rollans Park. Additionally she is developing water
programs for their classroom. In early Dec. she facilitated pH, nitrate and phosphate laboratory
activities. Emily is quickly becoming a favorite visiting expert among the students.

Ouray Schools: Emily is working with Ouray 4th grade teacher, Jenny Hart do develop library
programs that meet grade curricula and teaching standards. Activities will focus on topics including
watershed conservation, water quality, resource management and cultural connections.
Upcoming:

Coffee with UWP: In an effort to further increase UWP’s community presence, Emily and Agnieszka
will hold regular “Coffee with UWP” hours every Wed. from 9-11am. In December and all even
number months, we’ll be at Backstreet Bistro in Ouray. In January and odd even months we’ll be at
Cimarron Booksellers in Ridgway. We’ll distribute UWP informational materials, chat with citizens
and invite you to drop by to catch up with us.

CO Wine, Chocolate, Cheese Festival: Please purchase, and encourage your friends to purchase,
tickets for the Colorado Wine, Chocolate and Cheese Festival on Dec. 8 at the Ouray Community
Center http://coloradowinefest.org/. As mentioned in the previous Steering Committee Meeting,
the UWP will be the beneficiary of the event – so they more tickets purchased and the more vendors
that participate – the more money the UWP will receive!

Winter Mine Tour & Snowman Contest: Jan. 26, 2013 Don Paulson will lead a winter mine tour so
dust of your snowshoes and Nordic skis. If snow cooperates we’ll end the day with a snowman
building contest. More details to follow.
Recently Completed:

Movie night: Watershed movie screening on Nov. 29, 2012 at the Sherbino Theater was a huge
success. We estimated 80-100 people in attendance. Many stopped by the UWP table to chat with
UWP folks: Emily, Agnieszka, Debbie, Jeff, Ken and Carol, and grab a beer from Pat, our bar-tender.
Colorado Boy Brewery kindly donated a keg which solicited $361 in donations!

Beer and Trivia Night: Another successful outreach event occurred at the Buen Tiempo on Nov.12,
2012. A dozen attendees tested their knowledge, wisdom and wit in 4 rounds of exciting trivia. All
requested a follow-up event so we might just have to make Trivia Night a regular UWP event.
