9 May 2012 ITTE Digital Literacy and Creativity Collection This Collection brings together freely available online materials on Digital Literacy appropriate for those teaching in higher education collected over a four week period in March/April 2012. The Collection draws on information from a variety of sources and of different types, ranging from traditional peer reviewed journal articles to blog posts and infographics. Part of the point of promoting Digital Literacy is to acknowledge new sources of information and communication. Consequently it was felt that relying solely on peer reviewed articles in traditional journals was not an appropriate strategy. In addition, such articles often require subscriptions or need to be purchased as individual articles for a high cost. The remit for this Collection was that materials should be open education resources (OERs) defined by the OECD as ‘teaching and learning materials that are freely available online for everyone to use, whether you are an instructor, student or self-learner’1. The selection reflects the areas of activity, core knowledge and professional values outlined in the Professional Standards Framework.2 Given the fast changing environment of Digital Literacy, preference was given to recently produced resources. The decision to include such a diverse range of online sources has consequences for the Collection outlined below: 1. Potential instability of link Using a wide range of sources that are links as opposed to materials contained in a repository relies on the stability of those links. Blog writers may go back and remove a post, or stop their blog entirely in which case the page may disappear. Other pages can be moved or removed without warning that may reduce the integrity of the collection. 2. Lack of clear licensing For a resource to be truly considered an OER it needs to carry an appropriate license (such as the Creative Commons license). Whilst some materials in the Collection carry the CC license, most do not reflecting the continuing dominance of ‘grey OER’3 which are materials intended to be openly available but lacking any clear copyright statement. 1 JISC (2012) OER InfoKit. 2 Higher Education Academy (2011). Quality Concerns Resources drawn from open sources have not necessarily been vetted for accuracy in the same way as a peer reviewed journal or librarian controlled repository. Preference was given in the selection to well-known sources but individual contributions were also included if of sufficient interest and relevance to the module. 4. Referencing issues Digital literacy makes possible the inclusion of a diverse range of materials in teaching and learning, however we have a reference system that is based on paper journal articles and books. Referencing software such as Endnote are beginning to acknowledge the greater variety of sources used in higher education, however sources often contain limited information on citation. For example, some of the materials in this Collection lack author information or date of creation. 5. Coverage of Areas The set of pre-defined topics covered in the Collection were not equally represented in online searches. More general themes such as ‘Overview’ had many potential references. Universities and organisations have produced general materials on digital literacy that they are happy to share with others. However more specific resources, such as those relating to Data and Administration (Section 8) were less widely available. Using OER materials has strengths and weaknesses. The uneven coverage reflects the continuing influence of peer reviewed journals and closed training materials created by universities. Some excellent materials on areas such as data management and professional development were located but were behind university password walls which suggest that there may be less inclination to share professional development and training tools. Concern with quality is a perennial concern with academic materials. The issues that OERs generate are familiar within the area of Digital Literacy which addresses how students should assess digital materials. In a sense the onus on quality assessment has been moved to the user who needs to make this judgement in the context of the use of they make of the material. This expectation makes it particularly important that online materials have clear information appropriate for referencing.
