LINDA DELO, DO, MODERATOR
Linda Delo, DO was the 2010-2011 President of FOMA, and has been an
active member of FOMA since she was a student, graduating from NOVASoutheastern College of Osteopathic Medicine in 1986.
After completing her training in West Palm Beach she started a solo family
practice there and moved to Port Saint Lucie four years later, where she opened
Delo Medical Associates. She has expanded her practice site five times, and
offers osteopathic treatments as well as a multitude of services on site with an
emphasis on preventive medicine and healthy lifestyle programs.
She currently serves as Vice-Chair of Socioeconomic Affairs at the AOA and
board member of the American Osteopathic Association Medical Informatics.
She is chair of the Patient Centered Medical Home Program here at OMED,
and a physician advisor for Blue Cross Blue Shield (now Florida Blue) and for
FMQAI’s Quality Improvement Organization (QIO) Strategic Council (QSC).
She is a Counsel Member of the UF Prostate Disease Task Force, serves on the
Board of trustees at the Florida Society-ACOFP and is a Board member of the
Coastal Independent Physician Association in Port Saint Lucie which has
recently formed an ACO.
CAROL L. HENWOOD, DO, FACOFP DIST. , MODERATOR/SPEAKER
Carol L. Henwood, DO, FACOFP dist. is a board-certified family physician in
private practice at Stowe Family Practice Clinic in Stowe, Pennsylvania, one of
eight primary care sites of Pottstown Medical Specialists. She is also a staff
physician at Pottstown Memorial Medical Center, where she formerly served as
chair of the Family Practice Department and coordinator of the Family Practice
Residency Coordinator.
As a Governor of the ACOFP Board, Dr. Henwood helps establish national
healthcare policy and training standards for the profession of osteopathic family
medicine. She is the former chair of the ACOFP Board Task force on Patient
Centered Medical Home and Accountable Care Organizations and currently
remains an active member of the ACOFP committee of the same name.
Dr. Henwood completed her bachelor’s degree at Duquesne University and
earned her Doctor of Osteopathy degree (DO) from Philadelphia College of
Osteopathic Medicine. She later completed both an internship and residency in
family practice at the Hospital of Philadelphia College of Osteopathic Medicine.
Dr. Henwood is a Fellow of ACOFP and has also received the Distinguished
Fellow Award of ACOFP, an honor presented to Fellows who have exhibited
exemplary service to the College. She was also the recipient of the inaugural
ACOFP Outstanding Female Leader Award in March 2012.
Dr. Henwood has played an active leadership role within the profession of
osteopathic family medicine, serving at both the national and state levels. She is
a former member of the American Osteopathic Association’s (AOA) Council
on Women’s Health Issues and is a current member of the AOA Bureau of
State and Government Affairs. Dr. Henwood served as the POMA District 10
Trustee from 2001-2009. She chairs POMA’s practice Management Committee
and a previous chair of the Women’s Health Advisory Committee. She is a Past
President of the Pennsylvania Osteopathic Family Physicians Society.
In addition to her service as ACOFP Governor she is a former member of the
Executive Conclave of Fellows and of the Executive Conclave of Fellows and
also serves as a trainer for the ACOFP Center for Excellence in Procedural
Medicine. She previously served as chair of the Practice Management
Committee and as a member of the Managed Care Committee.
She also is a frequent speaker on practice management, managed care, medical
home and patient-centered care and health information technology at state and
national venues.
LANCE LANG, MD, FAAFP, PACIFIC BUSINESS GROUP ON HEALTH
Dr. Lang serves as Clinical Director of the California Quality Collaborative
(CQC) a multi-stakeholder organization housed and managed by the Pacific
Business Group on Health. His background is in quality improvement with an
emphasis on care management including Shared Decision Making for
Preference Sensitive Conditions. For the past year, he has been working with
Arnie Milstein at Mercer, providing consultation on delivery system
transformation including the Patient-Centered Medical Home, the Ambulatory
ICU and the development of Accountable Care Organizations.
Most recently, Dr. Lang was Senior Vice President of Health Dialog where he
continues as Consulting Medical Director, focused on transferring care
management tools and capabilities to provider organizations.
Dr. Lang served as National Vice President and Clinical Quality Officer for
Health Net, Inc from 2000 to early 2009. While at Health Net, he participated
and helped lead multiple collaborative initiatives to measure and report on
provider performance including CQC, the Integrated HealthCare Association
P4P program and the California Hospital Assessment and Reporting Task Force
(CHART).
Previously, Dr. Lang was Vice President and National Director of clinical
computing at The Permanente Company, and had 20 years of clinical and
leadership experience with Group Health Cooperative of Puget Sound. At
Group Health in the mid-1990s, Dr. Lang assisted Dr. Ed Wagner in the
implementation of the Chronic Care Model including a real time chronic disease
registry and the advanced access appointment system across 120 primary care
practices.
Dr. Lang is certified by the American Board of Family Practice and earned
added qualification in Geriatrics. He attended Pomona College, the University
of Connecticut Medical School and received Family Medicine training at Duke
University where he also served as Chief Resident.
WILLIAM HENNING, DO, INLAND EMPIRE HEALTH PLAN
Dr. William Henning joined the Inland Empire Health Plan (IEHP) as
Chief Medical Officer in July 2007. With more than 20 years of clinical
and administrative experience, Dr. Henning oversees IEHPs Medical
Services, including Utilization, Care Management, Wellness, Quality
Management, Behavioral Health and Pharmacy.
Dr. Henning has played a key role in a number of important projects, such as
the IEHP Behavioral Health Program, the IEEHRC (the Inland Empire’s Local
Extension Center), and the expansion of the IEHP Disability Program. He also
developed local pain management clinics that help members cope with chronic
pain. He has led the medical services team to numerous quality awards including
a CMS 5-star rating for Pharmacy (one of only 5 in the nation) and scores of
100% on CMS Model of Care/Structure and Process and multiple scores of
100% on the standards portion of NCQA accreditation.
In addition, he developed and implemented a new approach to the Model of
Care. He leads an inter-disciplinary team focusing on care management and
disease management aimed at developing an individualized care plan for IEHP
members. This model aims to improve coordination of care, access to care,
access to preventive services, and transition of care across health care settings.
Aside from collaborating on programs for asthma and chronic disease, Dr.
Henning has participated in state programs for the rights of children with
disabilities and the State Telehealth Model Statute Work Group.
Prior to his joining IEHP, Dr. Henning was a practicing physician and director
of a prominent San Diego primary care group for 15 years. From 1994-1995, he
served as Chief of Staff and subsequently as a member of his local hospital
governing board.
In addition to his vast accomplishments in the medical community, Dr.
Henning has 17 years of teaching experience, including 11 years as Assistant
Professor at the College of Osteopathic Medicine of the Pacific. He has been an
attending and teaching physician in the Family Practice Residency Program at
Riverside County Regional Medical Center. He has also been a supervising
physician for Preventative Medicine Residents at Loma Linda University. He
currently sits on both the Dean’s advisory Council and the Strategic Planning
Taskforce at Western University.
Dr. Henning is currently President of his state professional society, the
Osteopathic Physician and Surgeons of California. He was recently appointed to
the CMA MediCal taskforce. He is also an active member of numerous
professional organizations including the American Osteopathic Board of Family
Physicians, the San Bernardino County Medical Society, and the Riverside
County Medical Association. In 2010, he was appointed to the California
Healthcare Workforce Policy Commission by Governor Arnold
Schwarzenegger. The commission, part of the Office of Statewide Health
Planning and Development (OSHPD), was created by the Song-Brown Health
Care Workforce Training Act to establish standards and make
recommendations for the funding of family practice training and residency
programs, nursing programs, primary care physician assistant programs, and
programs that train primary care nurse practitioners.
Dr. Henning earned his medical degree from Western University of Health
Sciences in Pomona, California. He completed a one-year internship at Pacific
Hospital of Long Beach before embarking on a two-year residency at Phoenix
General Hospital in Arizona. He holds a Bachelor of Science degree from the
University of California, Irvine, and has completed the Dale Carnegie
Leadership Program.
MINA L. HARKINS, MBA, MT(ASCP), NATIONAL COMMITTEE FOR
QUALITY ASSURANCE
Ms. Harkins is with the National Committee for Quality Assurance (NCQA) as
Assistant Vice President, Recognition Programs, in Washington DC. In this
position she is responsible for the operation of all Recognition programs and
the new ACO Accreditation program. The Recognition programs are focused
on quality management of chronic conditions, such as Diabetes and Ischemic
Vascular Disease, and the systems and processes utilized in a clinical practice
including the Patient-Centered Medical Home.
Since joining NCQA in 2007 to lead the Recognition Program operations,
coordinated the design and implementation of the online application and data
collection tools for the Diabetes Recognition Program (DRP) and the Heart
Stroke Recognition Program (HSRP), updated the DRP requirements,
implemented the 2008 PPC-PCMH and the PCMH 2011 versions of the
NCQA Patient-Centered Medical Home standards, the online application
system supporting the standards-based programs, the added Distinction in
Patient Experience Reporting for Recognized PCMH practices using the
CAHPS PCMH survey, and ACO Accreditation. These are coordinated with a
growing number of sponsoring and supporting organizations, including health
plans, state and federal agencies, and professional groups. She participates
regularly as faculty for educational conferences and training programs on the
Recognition Programs.
Before joining NCQA she served as Accreditation Division Manager with
COLA, a CMS-deemed Physician Office Laboratory accrediting organization.
She was Director of Anatomic Pathology Operations at Quest Diagnostics, Inc.
Mid-Atlantic Division and has held a number of positions at a multi-specialty
group practice including Manager of Laboratory Services and Supervisor of a
Surgery, Urology, and Plastic Surgery practice and surgery suite. She began her
career with a staff model HMO in Washington, D.C. where she managed the
Department of Laboratory Medicine.
Ms. Harkins earned her BA in Medical Technology at the University of
Pittsburgh and her MBA at Johns Hopkins University’s Carey School of
Business.
