Project Outline
Taste of Training project will support local unemployed people into Retail or Hospitality focused pathways
and employment while providing local businesses with a human resource pool of skilled people.
Participants will try a range of accredited training modules linked to both the Retail and Hospitality
industry sectors including a Certificate II in Retail, in conjunction with personal development training and
job ready skills.
This project will be available to long-term unemployed participants as well as those who are recently
retrenched or those who have been out of work for a short period and are looking to gain additional skills
to re-enter the workforce.
Skills for All in Regions will fund a Hospitality Skill Cluster which will include: Prepare simple dishes,
Provide responsible service of alcohol, Prepare and serve non-alcoholic beverages, Prepare and serve
espresso coffee
In addition to funding this Skill Cluster, Skills for All in Regions will also fund non-accredited training. The
topics covered through the delivery of the non-accredited training will include:
 Workplace expectations – including guest speakers from and site visits to the sector
 Personal hygiene and presentation
 Exploration of career pathways in the sectors
 Teamwork and communication
Exposing participants to both the retail and hospitality sectors, in conjunction with non-accredited training
that will enhance employability skills will enable participants to make an informed decision about their
career pathway and increase their chances of gaining employment.

Project rationale
Results from the DEEWR employer survey of the Port Pirie-Port Augusta-Whyalla Priority Employment
Area (PEA) highlighted significant difficulties recruiting for Bar Attendant and Baristas. In addition, 49% of
employers in the Accommodation and Food Services industry and 27% of employers in the Retail sector
indicated a likelihood of recruiting for vacancies in the next 12 months.
There are a high number of vacancies advertised for positions within the Hospitality and Retail sectors
and employers in these sectors often experiencing difficulty attracting people to these vacancies and high
staff turn-over rates. In addition, there is a recognition that accredited training and skill development
needs to be delivered in conjunction with training that enables people to develop the skills and
characteristics to gain and maintain employment for example; punctuality, team work, communication,
presentation and so on.
Intelligence through Southern Flinders Regional Tourism Authority indicates there is opportunity to raise
the level of customer service within the regions hospitality sector. The Southern Flinders Ranges has
recently released the Cycle Tourism Report Card, detailing the efforts being made to make the area more
cycle friendly and what is to be done in the near future. Through the region’s initiatives many retailers
have welcomed the opportunity to increase the skills base of potential employees and train existing
employees to develop their skills to support the regions vital economic wealth. In particular, they have
identified barista, gaming and responsible service of alcohol as key core skills needed to work in the
industry. Future employment will be welcomed through various new retails such as Hungry Jacks new to
Port Pirie in 2013-14 and a number of entry level vacancies have been created as a result of this.
Collectively, Small to Medium Enterprises are one of the largest employers across the PEA. Employers
have reported on the need for vocational skills to be delivered in conjunction with addressing personal
traits such as enthusiasm, motivation, communication and team work. This project will provide the
balance between the delivery of accredited units of competency and non-accredited training to improve
employability skills for those who participate in this project.
The project also links to Priority 2 in the 2011-2014 Yorke and Mid North Strategic Plan, “Increase the
level of participation in the labour force”. There is a need to engage people who are not in the labour force
and provide them with pathways to participation. By providing multiple pathways into different industry
sectors through this project, more people are likely to want to participate in this project.
Projects linked to the Retail and Hospitality sectors have not been funded through the Skills for All in
Regions program in recent years. It is anticipated that there are a number of participants who are
interested in completing training in these areas, but require additional support – which will be provided
through the non-accredited training – to complete a course and gain additional skills that are required to
move from a training course into employment.
7.
Project methodology
The project will be delivered in within the Southern Flinders region encompassing Regional Council of
Port Pirie, District Council of Mt Remarkable, Peterborough, Orroroo Carrieton and Northern Areas
Council. Applicants will be required to demonstrate how they are able to deliver the accredited and nonaccredited components of this project.
As part of this project, a Certificate II in Retail will be delivered by an approved Skills for All provider. The
Skills for All in Regions program will fund participants to complete a Skill Cluster selected from the
Certificate II in Hospitality package. The units selected will enable the participants to gain a range of skills
necessary for employment in a variety of positions across the Hospitality and Retail sectors, therefore
improving their chances of gaining employment upon successful completion of this program.
Non-accredited training will be delivered to impart a range of employability skills on the participants. The
topics covered through the delivery of the non-accredited training will include:
 Workplace expectations – including guest speakers from and site visits to the sector
 Personal hygiene and presentation
 Exploration of career pathways in the sectors
 Teamwork and communication
The delivery methodology will be determined in conjunction with the successful sub-contractor during the
tender process.

Partnerships and industry engagement
It is expected that the successful sub-contractor will have or create strong linkages to local industry
connecting with groups such as the Port Pirie Chamber of Commerce and local Business. These
organization in conjunction with local employers will be asked to provide advice on the modules that are
to be included when the project is delivered to ensure those selected are appropriate and going to give
the best chance for participants to gain employment.
Local employers from the sector including K Mart, Big W, KFC, McDonalds, Hungry Jacks, Woolworths,
Coles, local cafes and pubs will be invited to speak with the participants and provide site visits for the
group. This will contribute to a significant amount of in-kind support for this project.
The successful sub-contractor should factor in a contribution through the Employment Pathway Fund for
any Stream 3 or 4 job seekers. The sub-contractor is encouraged to set a fixed price for Stream 3 and 4
job seekers before the project commencement and ensure they work with local Job Services Australia
providers to leverage this funding. All Skills for Jobs in Regions projects are expected to have a minimum
of 10% leveraged funding contribution.
The Regional Manager, Network Support Officer, and Skills for All Regional Network will work
collaboratively with the successful sub-contractor to identify the gaps for the participants and local
employers to ensure the needs of both groups are met.
