Good Morning, Ms. Geitz,
It appears there were not appropriate permits for the 260 space RV Park constructed March-June 2005.
Neighborhood Code Compliance referred me to DSD and I have sent an email to them regarding the
status of permits for the RV Park. The plumbing and sewer permit was never approved and expired.
Electrical looks to have passed. The permit issued is for change out of electrical power. It lists four
circuits. There are 260 indivual subpanels, and new parking lot lighting. I would appreciate a contact in
the City government who has responsiblity for administering the RV and Mobile Home Parks.

A complaint very similar to this was sent to Code Compliance, who has contacted the Park.
There are a few issues that they needed to fix, but overall they will be in compliance. Code
Compliance issues like this should be sent to Neighborhood Code in order to ensure that they are
followed up on correctly. As in this case we put them in touch with the management company
and they are making sure that Neighborhood Code has everything they need in order to close out
the case.

For your concerns about the permits. I do not investigate the permits for compliance with your
complaints please contact DSD permit issuance. They are the department that issued the
permits and reviewed all codes and requirements at the time of issuance.

Hi, Ms. Marika,
I have read the permits and the permit inspection cards for the the numbers you gave me. They do not
add up to an RV park the size of Mission Bay RV Park. Is the information you passed to me what Newport
gave to you? Are you under the impression this was a simple remodel? The RV park is vaguely
reminiscent of the Harbor Resort Campground. One of my concerns is that there was no soils engineering
or soils inspection of the four acre substrate. The largest motorhome/RV's made are preferred in this
park. There are 260 spaces for them. The combined weight of 260 RVs is between 6,000,000 and
7,000,000 pounds. Underground utilities as discussed below do not instill a lot of confidence for long term
reliability under less severe exposures to extremely heavy loads. I believe the subgrade is moving as a
result of no soils engineering. There were water breaks in the RV park in the last few months. Residents
were without water for four days the last time. There are frequent power outages. If the water lines are
failing, what of the sewer that was never approved? How well is it holding up? Is there seepage into the
bay? My concerns are genuine and shared by many other residents. My inquiry is about health and
safety. It is not an attack on the City for the sake of an attack.
One permit is a plumbing leak repair in the mobile home park, one is sewer, gas and water for the RV
park and the third is an electrical for the RV park. I doubt the plumbing leak repair has anything to do with
the RV park. Building department issued this (083000) 1 March 2004. It is not for sewer. My guess is that
it is a residential issue. It could be a result of the demolition of the Harbor Resort Campground. It could
also be a problem at one or more of the laundry facilities demolished in that same time frame by the
property management company. Please note it is for the Mobile Home Park, not RV park as the other two
permits we are discussing. Please note it was issued for a plumbing leak, not sewer at you told me
yesterday.
The second (200653, project number 66669) is a permit pulled by Drain Medic 10 March 2005. The
permit is for gas, water and sewer for the RV Park. Please note inspection notes on this one. It is a series
of fail, partial pass, partial pass and fail again for sewer and water. Note also that the "all undground
fail[ed]" three times between the permit issue date and early June 2005. From what I gather the drain and
venting passed. I can't say that sewer was ever passed, and surely water was not passed and gas is not
mentioned. There is a note that the permit was set to expire 5 March 2006 and the Building Department
closed out the file 8 May 2009 as expired and cancelled. It was not completed on 9 May 2006. It was
not completed.
The third permit (202820) is for electrical work in the RV area. Building department issued the permit to
Subsurface Electric. I found a Subsurface Electric Contractor in Riverside. Mobile Home Parks is a
specialty. The contractor pulled the permit 16 March 2005 and was final 8 April 2009. There is a large
activity gap that parallels that of the plumbing permit. I do not understand why this permit is not cancelled
and expired while the plumbing is. Please note the permit app is for 1 circuit for each; 25-45, 15-20, 200
and 50-175 amp circuits. There are 260 spaces with power, laundry facilities, parking lot lighting,
restroom and shower areas and security's shack with power. Four circuits will not provide power for the
facility. The last inspection date is the one you gave me for Building Department final. The electrical
contractor has a good reputation. It may have been a paperwork oversight.
Please shoot an email or call me if I am off base. I would much rather have you straighten me out on this
stuff if I am wrong, and the sooner the better. I am happy to meet with you, too. Just let me know.
