Dr. (Eng.) S.S.Sivakumar is Head of the Department of Civil Engineering in the Faculty of Engineering at
University of Jaffna and he was the Coordinator for the establishment of engineering faculty at University of
Jaffna in Killinochchi. He has worked in Irrigation Department since 1983 in various capacities, worked as
Project Director of World Bank funded Emergency Recovery Project (ENReP) of Ministry of Economic
Development and Director- Planning of Ministry of Irrigation and Agriculture, Deputy Director of Irrigation,
Mullaitivu and Deputy Project Director of World Bank funded North East Irrigated Agriculture Project
(NEIAP).
He is a Charted Engineer and Fellow Member of the Institution of Engineers Sri Lanka(IESL),Life Member of
International Committee of Large Dams, Life Member of Indian Water Resource Society andLife Member of
Sri Lanka Association of Advancement of Science (SLAAS).Currently he is the President of the Section B of
Jaffna Science Association and Chairman of the Faculty Research Committee. His main research areas are
water resource utility of Northern river basins, water management in irrigation schemes, and ground water
development of Jaffna peninsula, project management strategies in post conflict recovery period and
environmental concerns and social responsibility. He serves as Member of Expert committee to advice Chief
Minister of Northern Provincial Council on Jaffna-Kilinochchi Water Supply and Sanitation Project. He has
published more than fifty articles related to his research works in local and international publications. He
graduated from University of Peradeniya in 1982 and obtained masters from Indian Institute of Technology,
(IIT), Roorkee, India in 1994 and Doctorate from University of Moratuwa in 2008.

Eng. S.Kuganesan is working as a Hydropower/Water Resources Engineer in Energy Division at Norconsult
AS, leading engineering and design consultancy in Norway. He has also worked as a Project Engineer in
Mullaitivu district, Sri Lanka in the World Bank funded North East Irrigated Agriculture Project (NEIAP). His
research interests include improving the hydrological modelling, advancement of runoff forecasting, water
utilization of intermittent rivers, salt water intrusion in to the ground water aquifer. He obtained BSc.Eng.
degree in 2002from University of Peradeniya and master’s degree in Hydropower Development from
Norwegian University of Science and Technology (NTNU), Norway. He engages with research works of Jaffna
lagoon under the supervision of Dr. (Eng.) S.S.Sivakumar at the Department of Civil Engineering, Faculty of
Engineering, University of Jaffna.
