CEO of an acute care hospital and four outpatient health centers serving 37,000 veterans in
25 counties providing comprehensive medical, surgical, behavioral, primary care, and emerging
telemedicine services in urban and rural settings. Foster numerous university affiliations serving
a prominent teaching role for health professionals. Assure accreditation by multiple entities.
Coordinate with national and local veteran and non-profit groups, US and State legislators.

Implemented full-time Utilization Management Program for inpatient care resulting in a
decrease in LOS and hospital re-admissions; best outcomes in Network of 10 hospitals.

Led VHA in establishing direct care reimbursement agreements with all IHS and Tribal
health facilities in Eastern Oklahoma providing 48 additional care sites for veterans.

Served as the VA Oklahoma City Health Care System Interim Director; organized
executive management teams and improved employee relationships.

Senior executive of a comprehensive health care system consisting of seven medical centers and
47 community-based outpatient clinics, with 10,600 employees serving 164,000 veterans in six
Midwestern states. Administered a $3.5 billion annual operating budget. Services included
cardiac and general surgery, intensive and acute medicine, mental health services, substance
abuse treatment, and medical research. Developed affiliations with more than 40 university and
college health care training programs.
 Opened nine new outpatient health centers in four years.
 Initiated major new facility construction investments exceeding $94 million for program
upgrades in all seven hospitals.
 Increased third-party revenue through enhanced billing and collection principles.
 Redesigned sterile processing practices which became the model for VHA nationally.
Medical Center Director, VA Salt Lake City Health Care System,
Salt Lake City, UT

CEO of a regional health care system consisting of a 121-bed tertiary care hospital and nine
community-based outpatient clinics, more than 1,425 staff, and a $226 million annual operating
budget. Affiliate of the University of Utah and administered their largest medical resident and
health professionals training sites, National VHA Heart Transplant Center, medical Research and
Development, and regional Geriatric Research Center.

Under my leadership, the medical center was recognized by the McKesson Corporation
as the most efficient inpatient facility in the VHA for seven years (2001-2008).

Consistently led VHA large hospitals category in third-party collections.

Planned and coordinated all federal health care services for the 2002 Winter Olympics.

Established emergency receiving site for evacuees from Hurricane Katrina; provided
medical triage, urgent care, and transfer of more than 350 patients in coordination with
UHA, State of Utah, and University of Utah Hospital.


Served a seven-month assignment as the Acting Network Director for the VHA Rocky
Mountain Network of seven hospitals and thirty-five clinics.
Co-designed Tribal Veteran Representative Training Program that has trained more than
a thousand people to assist the VA in rural Native American communities.
Director, Portland Area Indian Health Service (IHS), Portland, OR
1986-1997
Regional CEO of a comprehensive multi-facility public health care system serving more than
120,000 American Indian and Alaska Natives residing in Washington, Oregon, and Idaho.
Administered outpatient medical and dental care, contract inpatient care, facilities planning,
environmental health/engineering services, and health management services for 42 Indian tribes.
The annual budget of $123 million included federal appropriation supplemented with Medicaid,
Medicare and third-party collections.

IHS national committee co-chair on Agency reorganization.

Acting Director of the Indian Health Service for six months.

Negotiated with Tribal Governments, the first Self-Governance compacts to transfer
federal funds to tribes for them to operate health care programs and services.
IHS Associate Director, Area Office Operations, Portland, OR

COO of the Area Office. Directed financial management, personnel, contract health service,
environmental health engineering, program planning, and substance abuse treatment with a $76
million annual budget. Coordinated internal and external program reviews. Prepared executivelevel presentations for the Congressional review.

Served US Senate detail for Indian Health law and policy development.

Streamlined Area Office functions saving more than one million dollars annually.
IHS Health System Specialist, Portland, OR

Directed cost containment activities of federal and tribal purchased care programs. Developed
technical assistance and training programs for quality of care and cost effectiveness of outside
providers. Negotiated managed care contracts with providers that became national model.

Implemented the first hospital billing retrospective review program in the IHS.

Successfully restructured the IHS Fiscal Intermediary Contract significantly reducing
billing processes and payment timeliness.

Administered tribal service programs including a community hospital for the third-largest Indian
tribe in the Nation. Directed federal and private funded programs of inpatient/outpatient health
care and social services. Managed programs for housing rehabilitation, environmental health,
nutrition, and food distribution.

Established the first tribal-owned community hospital in the Nation.

Transferred operation of four IHS clinics to tribal management.

Health program innovations were highlighted in PBS NOVA television program.

Testified at numerous U.S, Senate and House hearings on appropriation and authorization
legislation needs for Indian health programs.

Significant Activities

2010 Special Advisor to the VA Secretary to establish consultation policies with 565
federally recognized tribal governments. Established national office, initiated program
objectives and strategic plan, and recruited senior executive leader.

2009 Co-Chair, VA Secretary’s Task Force on American Indian/Alaska Native Tribal
Consultation. Drafted Department’s Tribal Consultation Policy.

2009 Testified before the U.S. Senate Committee on Veterans Affairs on proposed
legislation to improve health care in rural areas of Illinois, Indiana and Kentucky.

2008-2012 Appointed by VA Secretary to the Rural Health Care Advisory Council.
Department representative in development of recommendations for National rural direct
care and telehealth program initiatives and policies.
