Review Process for New/Revised Courses and
Programs
(New courses/programs and changes to existing courses/programs)
1. Work with your Program and Policy (P & P) representative to create proposal
a. Review instructions for form (new or changes) (see OAA website or GSE wiki:
https://gsecommittees.pbworks.com/w/page/32351380/Forms%20and%20links#view=
edit)
b. Note GSE syllabi requirements (see GSE Instructor Handbook at
http://www.pdx.edu/education/gse-instructor-handbook-contents)
c. Provide a single Word document with both proposal and syllabus
d. Approval at program meeting
2. Submit proposal to the Department Chair for Fiscal Feasibility Review
a. Chair will meet with GSE Chief Financial Officer to determine the fiscal feasibility of new or
changed courses/programs
3. Present to department faculty; gain approval and signatures (proposer, department
curriculum chair/program coordinator, department chair)
4. Submit to Program and Policy chair
a. Need 1 week prior to scheduled meeting (usually 2nd and 4th Tuesdays)
b. Submit both electronic version and paper copy with signatures to P & P chair
c. Plan to attend P & P committee meeting
5. Program and Policy committee reviews proposal
a. Small editorial changes will be made by the committee; a revised copy will be
forwarded to department
b. Significant changes will be returned to department with detailed instructions for
resubmission
6. Changes are made and resubmitted to Program and Policy
a. Use track changes to make changes
b. Respond to instructions with a written memo to show how committee comments were
addressed
7. Program and Policy re-reviews proposal
8. Approved proposal is presented to the GSE by P&P chair
a. Proposals are posted on the Wiki for faculty and staff review (notice sent via email)
b. Proposals are packaged as a consent agenda
c. If there is a question about a proposal, it will be pulled from the consent agenda and
addressed separately
d. There is a one-week review of proposals prior to “approval”
9. New Programs need to be submitted for external review
a. Meet with GSE Associate Dean
10. GSE approved proposal sent to OAA by P&P chair

a. Proposals are reviewed for issues (questions come back to P & P chair)
b. Proposals entered into the PSU curriculum tracker system
(https://psucurriculumtracker.pbworks.com/w/page/19621708/FrontPage)
11. PSU Consortium Review (For programs that are leading to licensure)
a. Reviews and evaluates, and makes recommendations on the design, implementation,
evaluation, and improvement of the program.
b. Documentation needed for the Teacher Standards and Practices Commission (TSPC)
approval process.
c. For the TSPC approval process, meet with the Director of Licensure.
12. Faculty Senate Curriculum Committee (if undergraduate courses)/Grad Council reviews
proposal
a. Grad Council may contact proposer or department with questions; may be asked to
attend meetings (work with your Department Chair)
b. If you are contacted by the Grad Council, inform the GSE Associate Dean
c. Grad Council approves proposal
13. Faculty Senate Budget Committee (Concurrent review with Curriculum Committee and/or
Graduate Council)
a. Budget Committee member may contact proposer or department with questions; may be
asked to attend meetings (work with your Department Chair)
b. If you are contacted by the Budget Committee, inform the GSE Associate Dean
c. Grad Council approves proposal
14. Faculty Senate reviews proposal
a. May be asked to attend meeting (keep the GSE Associate Dean informed)
b. Faculty senate approves proposal
15. Further review
a. The final review steps are dependent upon whether the courses/programs are being
changed or are new AND type of program (e.g., graduate certificate, degree).
