Impact Assessor
The Impact Assessor works as part of a multi-disciplinary team to deliver outstanding
environmental impact assessments for projects that could have a significant impact on the
environment.
The Impact Assessor is primarily responsible for project managing the environmental impact
assessment process set out under the Environment Effects Act 1978 and Major Transport Projects
Facilitation Act 2009.

Context
The Group/Division
The Planning Group delivers functions focused on statutory planning and heritage, planning
and building systems, planning project implementation, forward policy, business strategy, and
planning panels. The Planning Group has portfolio engagement responsibilities for a number of
significant Statutory Authorities and Administrative Offices ranging in size, complexity and core
functions.
The Branch
The Impact Assessment Unit (IAU) is responsible for administering the statutory environmental
impact assessment system for major projects in Victoria, which enables integrated assessment
of the social, economic and environmental effects of projects to inform statutory approvals. This
supports the Minister for Planning & government to make timely, informed decisions, and
proponents to evaluate and refine their proposals efficiently, in the context of effective
community input. At a practical level, IAU also delivers value to various stakeholders by
advising on the integrated assessment of impacts, working with other relevant agencies to
ensure a coordinated approach to projects & ensuring appropriate governance for statutory
compliance. This includes administering statutory requirements under the Environment Effects
Act 1978 (EE Act), Major Transport Projects Facilitation Act 2009 (MTPF Act) and the Assessment
Bilateral Agreement between the Commonwealth and the State under the Environment
Protection and Biodiversity Conservation Act 1999.
Accountabilities






To lead and collaborate in the project management of environmental impact assessment
processes for projects considered under the EE Act or the MTPF Act, to help facilitate timely and
sound decision-making.
To contribute to the efficient management of environmental impact assessment procedures under
Victorian legislation, including its coordination with other statutory processes.
Provide timely, authoritative and high level, written and verbal advice to departmental executives
and the Minister for Planning on EIA processes, as well as specific procedures, and requirements for
individual projects.
Effectively consult with and advise stakeholders, including internal, agency, proponent and
community stakeholders, in relation to processes under the EE Act and MTPF Act.
Contribute to the development and refinement of procedures, systems and best practice
guidance related to impact assessment, approvals, monitoring and compliance.
Contribute effectively to the successful delivery of Statutory Planning and Heritage Services
Division business outcomes and demonstrate a commitment to a workplace culture that is
consistent with the values and behaviours in the Code of Conduct for Victorian Public Sector
Employees.

Position specific requirements
This position has the following
specific requirements:
National Police Check will be conducted as part of the
selection process (for all non-DELWP employees).
Victorian Driver’s License is required.
This position has a requirement that out of hours work will
be required that will involve evening or weekend work
including occasional overnight travel.
Key Selection Criteria
The key selection criteria specified below outline the capabilities required for the position.
Specialist/Technical Expertise:
A relevant qualification and demonstrated technical skills in environmental impact assessment
or town planning is required. Experience in project management of environmental impact
assessment and statutory approval processes for large and complex projects.
Project Management:
Identifies risks and overcomes obstacles. Quickly sums up complex options and recommends a
clear way forward; monitors overall project performance against project plans. Influences key
stakeholders to support the project.
Written Communication:
Identifies key messages and information required for decision making. Provides advice on
influencing and the needs of target audiences. Provides advice on the content and style
appropriate for audience.
Systems Thinking:
Formulates potential courses of action to achieve objectives based on an in-depth
understanding of the business environment and its systems. Establishes an integrated
perspective of their organisation's services and identifies the leverage points where intervention
will add value.
Influence and Negotiation:
Develops long-term, complex and multi-phased plans to influence others. Implements complex
strategies to build buy-in and support from key internal and external clients or stakeholders. Uses
a variety of different influencing approaches tailored to different clients. Effectively negotiates
with clients/stakeholders to achieve desired outcomes.

Emergency Response and Health and Safety Requirements
The department plays a major role in Victoria’s emergency response activities, through an allhazards, all-agencies approach. Staff may be directly employed for these roles or may be
called upon to support these activities as required following the appropriate training and “fit for
work” assessment.
