THE IMPORTANCE OF UNFCC CONFERENCE AND D&C DAYS IN LIMA

UNFCC conference has gathered around 15000 people from more than 190 countries in Lima, the capital of Peru, to discuss climate change related issues which will become cornerstone for larger

Climate Agreement in Paris in 2015. As was stated by the UN Secretary General Ban Ki-moon, “the decisions adopted in Lima pave the way for the adoption of a universal and meaningful agreement in 2015 ” 1 .

Overall, 24 decisions have been adopted during the conference, including Lima Call for

Climate Action , Fifth Assessment Report of the Intergovernmental

Panel on Climate Change , Report of the Global Environment

Facility to the Conference of the Parties and guidance to the Global

Environment Facility etc.

Indeed, according to UNFCCC, current conference in Lima had other outcomes and decisions as well.

 Pledges were made by both developed and developing countries prior to and during the COP that

 took the capitalization of the new Green Climate Fund (GCF) past an initial $10 billion target.

Levels of transparency and confidence-building reached new heights as several industrialized countries submitted themselves to questioning about their emissions targets under a new process called a Multilateral Assessment.

 The Lima Ministerial Declaration on Education and Awareness-raising calls on governments to put climate change into school curricula and climate awareness into national development plans.

Moreover, building resilience and dealing with adaptation in developing states by stressing the importance of interconnection between finance and National Adaptation plans have been prioritized during the conference. According to Manuel Pulgar-Vidal, the Minister of the Environment of Peru and the COP President, “Lima has given new urgency towards fast tracking adaptation and building resilience across the developing world—not least by strengthening the link to finance and the development of national adaptation plans.”

In line with tough negotiations over important challenges, different organizations have been continuously stressing urgent climate change related issues during Lima conference. IFRC Climate

Center together with International Institute for Environment and Development (IIED), Overseas

Development Institute (ODI) and Climate and Development Knowledge Network (CDKN) have organized two days side event at the Country Club Hotel in Lima inviting more than 200 guests from different areas and organizations.

This event has ambitious slogan “Zero poverty, zero emissions. Within a generation”. Its importance has been indicated by forthcoming adoption of triple agreements, namely an international agreement on climate change under UNFCCC, the post-2015 sustainable development goals under the United

Nations Open Working Group and a future framework on disaster risk reduction under the Hyogo-

Framework for Action II in 2015, which are interlinked and summed up within philosophy of zero – zero.

Moreover, the need for scientifically based zero carbon innovation and raising the effectiveness of communication between different institutions have been stressed during discussions. According to Tara Shine of the Mary Robinson

Foundation for Climate Justice, “we need new partnerships and institutions to rise to the challenge of zero-zero. There is a role

Writing message on Intiñan for existing institutions working on environment, human rights and poverty eradication to meet the zero-zero challenge, but they will have to talk to each other and to listen to each other better.” 3

With the aim to attract and stress the importance of the slogan, huge balloon called Intiñan, made with the assistance of Peruvian students and volunteers of Peruvian Red Cross has been presented to participants at the two day side event. This sculpture with impressive size was made from plastic bags stuck together with scotch tape. Although the aim of this sculpture was to encourage focus on zero – zero,

understand what our planet will look like in 2050. Indeed, every participant had a chance to write down his/her message on the balloon.

Moreover, a famous artist was invited to picture two day side event. From the beginning, nobody paid attention to the long white paper on the wall with couple of figures on the right corner.

Nevertheless, after couple of sessions it become clear that there will be an illustration of the two days event where key messages and significant comments have been noted.

Finally, “Climate Forum East” (CFE) Project was presented at the UNFCC Conference in Lima in G zone and within IFRC pavilion. Two banners, newsletters and Climate Vulnerability

Assessment (CVA) reports have been presented to the public together with huge number of IFRC materials brought by IFRC representatives. It is worth to note that CVA reports have been in a popular demand as many organizations and
