PARISH COUNCIL MINUTES
MINUTES OF THE PARISH COUNCIL MEETING HELD ON 10 DECEMBER 2012 IN THE PARISH
HALL ANNEXE ANCASTER AT 7.30PM.
Public Forum: Mr R Benson attended the meeting and raised the following issues:- Speeding through the village.
- Repair of the roads
- Parking along Charlestown, Ermine Street.
Present: Councillor Mrs B Campbell(Chairman), Councillors D Jeffery(Vice-Chairman),
Councillors Mrs J Pearsey, A Rock, Mrs A Bennett, Mrs Talton and A Newton.
Also Present: Mrs D Gascoyne(Clerk/RFO) Councillor Wootten(County Councillor)(9.00pm)
1.Chairman's Welcoming Remarks: Councillor Mrs B Campbell welcomed everyone to the
meeting, and hoped if proved a successful evening.
2.Apologies: Apologies were received from Mrs J Dorling and R Dunk with reasons that were
accepted. Also Councillor T Scott(District Councillor)who had another meeting.
3.Declarations of Interest: There were no declarations of interest in accordance with the
requirements of the Localism Act 2011.
4.Clerk's Notes: The notes of the meeting held on 12 November 2012 had been circulated to all
councillors. It was proposed by Councillor J Pearsey and seconded by Councillor A Newton that
these notes be accepted as a true record. These were agreed unanimously and signed by the
Chairman.
5.County Council Issues:
(a)
Potholes – some had been reported and these had been reported to the relevant
authority.
6.District Council Issues:
(a)
Wind Turbines – Councillor Scott had received a reply as to why short notice had been
given on the planning appeal. This was read out at the meeting.
(b)
Cemetery Planning Application – The clerk was asked to get in touch with the Planning
Authority and arrange a meeting early in the New Year.

7.Police Issues:
(a)
Charlestown parking on pavement – this was still ongoing. Therefore it was resolved to
write to P C Bullimore and request urgent action.
8.Finance:
(a)
Precept – a letter had been received this morning. The Clerk was asked to contact
S.K.D.C with regards to this.
(b)
Grant Aid Applications – to date no applications had been received.
(c)
The cheques were approved as per the approval sheet and signed by two councillors.
(d)
Railfuture membership renewal form – It was proposed by Councillor Jeffery and
seconded by Councillor Rock to pay this membership.
9.Planning Working Party:
(a)
A.C.Williams – no planning application had been received for this site.
(b)
Comments re Draft Wind Energy Supplementary Planning Document – there were no
comments to this document.
(c)
S12/2737 planning permission retention Mobile Classroom Ancaster C.E Primary School.
(d)
S12/1206 planning permission extend workshop/cutting sheds Castle Quarry.
(e)
S12/1212 planning permission to vary hours of operation Castle Quarry.
(f)
S12/2570 planning permission change of use 41 Ermine Street.
(g)
S12/2733 planning application single storey extension 15 Water Lane.
(h)
S12/2733 planning permission single storey extension 15 Water Lane.
(i)
S12/3066 planning application I Mansell t/a A.C.Williams – change of use from a mixed
use of coach depot and car parts storage to a mixed use of coach depot and motor vehicle
repair and MOT Station.
10.Emergency Planning Working Party:
(a)
Emergency Plan – Councillors felt this was now ready to send to South Kesteven District
Council.

11.Parish Hall Working Party:
(a)
Electrical Check – It was agreed to accept the estimate from P Wilson, but to ask that he
does the PAT Testing free of charge. Also, to supply an estimate for further work not included in
the original price.
(b)
Grow A Group – to date no response had been received.
(c)
Writer's Group – A letter had been received thanking the Parish Council.
(d)
Parent & Toddler Group disposal of carpet – to date no reply had been received. The
Clerk was asked to write again.
(e)
GMS Architecture – Councillors were concerned that the proposed extension and
alterations had come to a halt. The Clerk was asked to write again and request and urgent
update.
(f)
Boiler Service – this had been completed on 6 December.
(g)
Service of Beer Pumps – It was agreed by all present that this needed doing as soon as
possible. The Clerk to contact the relevant person.
(h)
Community Lincs – An email had been received by the above group. It was agreed by all
present they could use the hall and tea and coffee would be provided.
12.Footpaths and Highways Working Party:
(a)
Dropped Kerb Angel Court – As far as Councillors were aware this had not been done.
(b)
HV Cable – Councillors agreed to write to the contractor asking them to repair the
pavements etc.
(c)
Speeding Ermine Street. Councillors were very concerned over this issue. After a long
discussion with many suggestions as to the way forward. It was agreed by all present to hold a
public meeting in the new year, inviting Road safety Partnership, Police, Highways and any
other interested parties to attend. The clerk was asked to write to the primary school and ask if
it would be possible to put the flashing lights back on.
13.Outdoor Amenities and Ground Maintenance Working Party:
(a)
Dog Bins – It was agreed by all present to purchase 3 red "Fido" dog bins. Councillor
Talton had agreed to empty them. These would be sited after discussion at the next parish
council meeting.
(b)
Station Adoption Scheme – Councillor Newton had had a meeting with Jane Wingad of
CCL and had received vouchers for purchasing barrel type planters, compost and bulbs. Also the
Grantham bound platform there would be membrane and gravel. Councillor Newton said that
the barrel planters would be in place by 31 December and membrane and gravel 31 January
2013. Councillor Newton also agreed to ask about a replacement cycle rack at the station.
(c)
Grass Verge extra funding – The Clerk agreed to chase this up as soon as possible.

14.Burials/Headstones:
(a)
Audit Check List – This had virtually been completed by Councillor Newton. The format
had been agreed, every grave listed and all preparation completed. Councillor Newton and the
Clerk would cross reference the last four years as soon as possible.
15.Cemetery:
(a)
Review of burial charges – The Clerk agreed to email all councillors. They were asked to
send their proposals to Councillor Newton. This item would be put higher on the Agenda for the
January meeting.
16.New Cemetery:
(a)
Cutting through hedge and fence – this had now been done. Councillor Bennett agreed
to contact Mr Tyndall. Councillor Rock told the meeting that Mr White was interested in putting
sheep in the area. A contract would be drawn up.
17.Clerk's Report/Update:
(a)
Archiving – An email from Liz Nair had been received stating that everything had been
put in boxes. Councillor Newton agreed to collect all paperwork, and some from the Clerk to
archive in Lincoln.
(b)
Parish Council forms –the Clerk was to request forms from S.K.D.C for co-opting a parish
councillor.
(c)
Map of Town and Parish Clusters – this had been received. Ancaster was in Cluster 5 and
their contact was Neil Cucksey.
(d)
Table Tennis – One table was the match table, but the other table could be used if
anyone wished to play table tennis in the parish hall.
(e)
Fire Extinguishers – The Clerk had contacted HSA to service the fire extinguishers.
18.Correspondence:
(a-g) These documents as listed on the Agenda were passed to Councillors.
19.Training:
(a)
Institute Cemetery Management – It was agreed by all members present to join this in
the new financial year and also have Cemetery Management Training.
20.Playing Field:
(a)
Gate Closure 01 Jan – 02 Jan 2013 – This was for information only.

21.Items from Public Forum not requiring a Resolution:
These were already on the Agenda under 7(a), 12(b), and 12(c)
22.Matters for Urgent Discussion:
There were no matters for urgent discussion.
23.Date of Next Meeting:
The date of the next meeting was set for 14th January 2013 at 7.30pm in the parish hall
annexe.
There being no further business the meeting closed at 9.35pm.
