GEORGIA STATE UNIVERSITY

ACTUARIAL STUDENTS ASSOCIATION

Article 0. Interpretation of words and expressions

Where any word or expression is defined in the Constitution or by-laws, such definition shall extend to the grammatical variations and cognate expressions of such word or expression. Words and expressions in the singular include the plural and words and expressions in the plural include the singular, unless the word or expression has been defined otherwise or the context requires interpretation in another sense.

- 'Actuarial Science Program' includes Bachelor of Business Administration - Actuarial

Science and Master of Actuarial Science Program;

- 'ASA' means the Actuarial Students Association in Georgia State University;

- 'Advisor' means an advisor of the ASA;

- 'By-laws' mean the by-laws made by the General Meeting;

- 'Code of Conduct' means the Student Code of Conduct promulgated by Georgia State

University;

- 'Constitution' means the Constitution of the ASA in Georgia State University;

- 'General Meeting' includes Annual General Meeting, Monthly General Meeting and

Extraordinary General Meeting;

- 'Officers' of the ASA includes the President, the Vice President, the Secretary, the

Treasurer, the Webmaster, the Historian, the Undergraduate Recruiter, and the Graduate

Recruiter;

- 'President' means the President of the ASA elected in accordance with the Constitution;

- 'Vice President' means the Vice President of the ASA elected in accordance with the

Constitution;

- 'Secretary' means the Secretary of the ASA elected in accordance with the Constitution;

- 'Treasurer' means the Treasurer of the ASA elected in accordance with the Constitution;

- 'Webmaster' means the Web master of the ASA appointed in accordance with the

Constitution;

- 'Historian' means the Historian of the ASA elected in accordance with the Constitution;

- 'Undergraduate Recruiter' means the Undergraduate Recruiter of the ASA elected in accordance with the Constitution;

- 'Graduate Recruiter' means the Graduate Recruiter of the ASA elected in accordance with the Constitution;

- 'University' means Georgia State University, Atlanta, Georgia;

- ‘Term’ means one academic school year.

‘Hazing’ means any intentional, negligent or reckless action, activity or situation that endangers or is likely to endanger the physical health of an individual or causes an individual pain, embarrassment, ridicule or harassment as a condition or precondition of gaining

acceptance, membership, office or other status in a student group, whether or not such group is formally recognized by the University and regardless of the individual’s willingness to participate. Actions and situations that may constitute hazing may include, but are not limited to, the following:

• forcing or requiring the drinking of alcohol or any other substance;

• forcing or requiring the consumption of food or any other substance;

• calisthenics (e.g., push-ups, sit-ups, jogging, runs);

• treeings (e.g., tying someone up and throwing food or other substances on them);

• paddle swats;

• line-ups (e.g., yelling at or harassing people in a formation);

• theft of any property;

• road trips (e.g., dropping someone off and leaving him/her to find his/her own way back);

• scavenger hunts;

• causing an individual to have fewer than six (6) continuous hours of sleep per night;

• conducting activities that do not allow adequate time for study (e.g., not allowing an individual to attend class, causing one to miss group projects);

• forcing or requiring partial or complete nudity at any time;

• performing acts of personal servitude for members (e.g., driving them to class, cleaning their individual rooms, serving meals, washing cars, shopping, laundry);

• forcing or requiring the violation of University policies, federal, state or local law.”

Article I. Name

The ASA at Georgia State University shall be known as the "Actuarial Students

Association".

Article II. Purpose Statement

The purposes of the ASA are, i) to providing career information for all Members; ii) to coordinate and organize networking functions for students, faculty, and industry professionals; iii) to provide opportunities to bring students and professors together by social activities; iv) to assist students with passing professional exams;

v) to help to promote the Actuarial Science Program in the University by maintaining the website, publishing newsletters, and assisting with other

Actuarial Science Program marketing efforts. vi) to do all such things that is consistent with the objectives of the ASA.

Article III. Affiliation

The ASA is affiliate with the J. Mack Robinson College of Business Risk Management

Department.

Article IV. Requirements for Membership

Section 1. Person who agrees with the objectives of the ASA and is willing to abide by the Constitution may apply to become a Member provided that the person is a student at the University.

Section 2. Application for membership shall be considered and approved by the General

Meeting. Applicant should pay the membership fee approved by the latest Annual

General Meeting at the time of application.

Section 3. A Member of the ASA shall abide by the Constitution and by-laws.

Section 4. A Member may resign from the ASA by giving a written notice to the

President.

Section 5. A Member may be expelled from the ASA for serious breach of the

Constitution, by-laws, or Code of Conduct that would bring the ASA into disrepute.

Section 6. Where the General Meeting is called upon to determine on a motion to expel a member, the motion shall only be carried by two-thirds of the Members present who are in favor of the motion. The expulsion shall not take effect until the Advisor gives his/her assent to the resolution.

Section 7. There shall be a Registry of Members to be kept by the Treasurer.

Article V. Officer Description

The Officers of the ASA shall be the President, the Vice President, the Secretary, the

Treasurer, the Historian, the Webmaster, the Undergraduate Recruiter, and the Graduate

Recruiter.

Section 1. The President shall-

i) be the chief executive officer of the ASA and the chairperson of the General

Meeting; ii) represent and speak for the ASA; iii) exercise all such powers conferred by the Constitution and by-laws; iv) call on special committees as necessary (i.e. The Job Fair Committee and the

Public Relations Committee); v) oversee the officers below them to make sure projects and activates get done. vi) have very strong management skills; vii) have very strong organizational skills; viii) have one professor recommendation; ix) organize the AS Club for what is best for the students; x) organize at least two AS Club Socials (one in the Fall to inform students of the events of that semester and one in the Spring as the end of the year social); xi) be responsible for planning Officer’s Meeting to discuss events; xii) schedule at least one speaker to discuss something in the actuarial field that will benefit students; xiii) attend the Officer’s Meetings.

Section 2. The Vice President shall- i) be the President's deputy; ii) act in the President's place in the latter absence and exercise all such powers conferred by the Constitution and by-laws; iii) assist in organize social activities for the ASA; iv) train all officers to make sure they know their duties & run the officer applications process; v) be responsible for all the internal affairs and the other officers; vi) Be the link between the officers; vii) attend the Officer’s Meetings; viii) help the President if called upon; ix) be the liaison between all outside contacts (employers, speakers, etc); x) schedule interview workshop before the job fair including recruiting 5-6 professionals who can do the mock interviews to students.

Section 3. The Secretary shall - i) be responsible for managing e-mail account; ii) assist the president to publish ASA newsletters; iii) be responsible for the email account, and for correspondence to the club; members, sending out mass emails to everyone, making invitations for events, and any correspondence the other officers needs; iv) help when called upon another officer; v) attend the Officer’s Meetings and take notes; vi) help maintain the ASA’s Orgsync Club Page.

Section 4. The Treasurer shall

i) be responsible for all financial matters of the ASA; ii) keep proper accounts of the ASA and produce such accounts for inspection at the direction of the President or at the request of the Advisor; iii) keep the updated Member contact list.; iv) be responsible for collecting membership fees and a record of who paid; v) be responsible for keeping an updated email list; vi) help when called upon another officer; vii) attend the Officer’s Meetings.

Section 5. The Webmaster shall i) update and maintain the official website of the ASA; ii) have website maintaining and creation experience; iii) solve all technical problems on the official website; iv) update and maintain the ASA’s Orgsync Club page; v) assist other Officers in computer and/or information technology aspects; vi) attend the Officer’s Meetings.

Section 6. The Historian shall i) be responsible for keeping the records of events and meeting; ii) take pictures of all the events; iii) take minutes at a meeting; iv) attend the Officer’s Meetings.

Section 7. The Undergraduate Recruiter shall i) be responsible for working with faculty and staff to help promote the ASA in the undergraduate students; ii) be responsible for planning events i.e., networking events, social events; iii) work closely with the Graduate Recruiter; iv) maintain all social networking sites; v) attend the Officer’s Meetings.

Section 8. The Graduate Recruiter shall i) be responsible for working with faculty and staff to help promote the ASA in the graduate students; ii) be responsible for planning events i.e., networking events, social events; iii) work closely with the Undergraduate Recruiter; iv) maintain all social networking sites; v) attend the Officer’s Meetings.

Article VI. Election of Officers

Section 1. The President, the Vice-President, the Secretary, the Treasurer, the

Webmaster, the Historian, the Undergraduate Recruiter, and the Graduate Recruiter shall be elected for a term effective from that election to the next General Meeting.

Section 2. Applications for officer positions will go out to all of the members prior to the end of the fall/Spring semester. Candidates will be selected by all current officers, and the new officers will be selected by the current officers through votes from association members. These new officers will then be announced during the Ending Social. After officer selection, new officers will shadow current officers in preparation for assuming office for the next term.

Section 3. All Members present at the General Meeting where the election is being held shall be eligible to vote in the election of the President, the Vice President, the Secretary, the Treasurer, the Historian, the Webmaster, the Undergraduate Recruiter, and the

Graduate Recruiter.

Section 4. Candidates who apply for an officer position cannot be enrolled in more than four courses per semester during the term or hold a full-time job. Candidates who apply for the Undergraduate Recruiter position must be an undergraduate student and for the

Graduate Recruiter position must be an graduate student.

Section 5. All elections on offices must be held by secret ballot.

Article VII. Removal of Officers

Section 1. An Officer may resign the office by giving a written notice to the President no less than two months before the resignation takes effect. Where the President resigns the office, the President shall give a written notice to the Advisor and all other Officers no less than two months before resignation takes effect.

Section 2. The General Meeting may impeach or remove an Officer from the office for serious breach of the Constitution or by-laws or Code of Conduct that will bring the AS

Club into disrepute by passing a motion of impeachment by a two-thirds majority of the

Members present at that Meeting held upon the recommendation of the Advisor.

Section 3. Vacancy of the presidency from resignation, expulsion, impeachment or removal shall be filled by the Vice President for the remainder of the term. The vacancy of the vice presidency arising there from shall be filled by a Member appointed by the

President and the Advisor for the remainder of the term.

Section 4. Vacancy of the vice presidency from resignation, expulsion, impeachment or removal shall be filled by a Member appointed by the President and the Advisor for the remainder of the term.

Section 5. Vacancy of the office of the Secretary, the Treasurer, the Historian, the

Webmaster, the Undergraduate Recruiter, and the Graduate Recruiter arising from resignation, expulsion, impeachment or removal shall be filled by a member appointed by the President and the Advisor for the remainder of the term.

Article VIII. Officer Transitions

Section 1. The current president will pass down all updated guidelines and information i.e., including passwords, budget, and contact information, to the new elect president at the General Meeting before the end of the term of the current presidency.

Section 2. The new president will be introduce to all faculty and staff who handles the

ASA accounts and assist with the ASA.

Section 3. The new president will be responsible for delegating all information to the other new elected officers.

Article VIX. Advisor

Section 1. The President shall have the rights to invite an honorary Advisor for one academic year.

Section 2. The Advisor must be a full-time staff or faculty member of the University.

Section 3. The Advisor shall – i) provide advice and guidance to the ASA and the Officers; ii) assist in planning and supervising the General Meetings; iii) exercise all such powers conferred by the Constitution and the by-laws;

Section 4. The President shall have the rights to invite a person who have significant contribution to the ASA to be the Patron of the ASA

Article X. Meetings

Section 1. The General Meeting of the ASA shall be the Annual General Meeting,

Monthly General Meeting, and Extraordinary General Meeting.

Section 2. The President shall be the chairman of the General Meeting.

Section 3. The General Meeting shall be held before the end of the term of the

Presidency.

Section 4. The General Meeting shall perform all or any of the following functions:

i) receive and adopt the President's report and the financial report; ii) elect the officers of the ASA; iii) make by-laws; iv) exercise such powers conferred by the Constitution and by-laws.

Section 6. General Meeting shall be held by the President upon the recommendation of the Advisor.

Section 7. Every member shall have one vote at General Meeting unless otherwise provided for in the Constitution.

Section 8. The passage of a motion at General Meeting shall require at least a simple majority vote of the members present at the Meeting.

Article XI. Quorum

The Constitution has to be ratified by members. At least twenty-five of all Members must be present at the Meeting. A minimal fifty-one percent vote is required for ratification.

Once the members ratify the Constitution, all of its nine articles will go into effect.

Article XII. Dues and Fees

Dues will be determined by the board and collected by the first two weeks of the academic year except for reasons approved by the President and excluding late fees.

Article XIII. Amendments

Any member can propose an amendment to the Constitution.

An Extraordinary General Meeting must be held for an only for such purpose. Copies of the proposed amendment must be distributed to all members at least two business days before the meeting. At least fifty-one percent majority of all Members must be present at the meeting. A fifty-one percent majority vote is required to approve the amendment.

Once the amendment is approved, the amendment becomes part of the Constitution.

Article XIV. Hazing Policy

This organization prohibits its members, both individually and collectively from committing any acts of hazing as defined in the Student Code of Conduct at Georgia

State University.

Article XV. Organization Agreement

The Actuarial Students Association agrees to abide by the Georgia State University

Student Code of Conduct. Furthermore, agrees to abide by all Student Activities policies, to check the organization’s OrgSync account, mailbox, communicate via email upon request, update the organization’s records on OrgSync, attend a student organization orientation annually, and renew the organization by May 1st.
