SSBDM Council Minutes
April 9, 2013
*In Attendance: Lee Ann Divine, Angie Akers, Annette B. Dennison, Marilu Farnham,
Lucinda Williams, Jason Elder, Joyce Followell, Judith Moffitt.
Visitors present: Amy Newton, Family Resource Director at Glasscock Elementary
School and Calvary Elementary School; and, Fifth Grade Teachers – Lena Murphy,
Karen O’Daniel, Kellie Wise.
*Final Agenda: One Addition – Mrs. Divine added announcement of Spring Retreat –
April 23, 2013 at 5:00 P.M., either at Marion County High School or Tech School ( not
sure which one at this time.) We will need a special-called meeting.
*Previous SBDM Council Minutes: 03/12/2013 – Minutes were read and approved by
consensus.
*Principal’s Report: – Improvements – There are now six video cameras in the school
– every hallway has a camera; gym and lobby don’t have one, although the vestibule
does have one. The district has no plans to put a camera in the gym at this time.
ThinkLink scores have reflected improvements. Reading/Learning Checks in grades 3,
4, and 5 have shown improvements. Personnel from KASC (Kentucky Association of
School Councils) are in the building about once a week for the purpose of observing
and sharing helpful suggestions to faculty. A summary of observations are given to the
principal. Feedback is shared with teachers.
…..End of Year Activities – P.T.O. President, Ms. Mealey, has a fifth grade parent
meeting planned to determine activities for the Fifth Grade Celebration Night, which will
include an Awards Ceremony. Fifth Grade Award Winners’ names will also be
acknowledged at the Award Ceremony, scheduled for last day of school, in May.
Choir and Band will, also have their own Award Night when awards will be presented.

Parent Teacher Organization (PTO) will have Parent Night on 04/30/2013.
Proficiency Party for students earning Proficient and/or Distinguished on last year’s
KPREP (state assessment) is scheduled for 05/02/2013.
Fun Day is scheduled for 05/21/2013. After school program will allow fifth graders who
displayed good faith effort on the KPREP assessment to earn extra time on Fun Day
equipment.
Early check out on last day of school is to be discouraged. District office said
attendance on last day last year was concerning. Mrs. Divine will encourage parents
through newsletters to allow students to spend the whole last day of school at school
because there will be fun activities, including class picnics, etc.
…..Early Childhood Profile – A handout of Marion County School District’s 2013 Early
Childhood Profile was presented to Site Base (Mrs. Lucinda Williams provided to Mrs.
Divine). Mrs. Divine pointed out the 2012 PILOT Screening Results, by Domains,
reflected that Marion County Kindergarten students were slightly below state levels in all
domains shown. (According to Brigance Screenings, 72% of Kindergartners were at the
Assistance Level.) An interesting point brought out was that third graders were coming
in below State Averages; however, they were leaving above State Averages. (See
handout for details.)
*Budget Reports: Marion County Board of Education Budget Report and Glasscock
Instructional Funds Report were reviewed and approved by consensus. (See Reports
for details.)
*Council of Councils Report: Mrs. Akers provided issues presented from the Council
of Councils Meeting on 03/25/2013.
Volunteer Program Discussion – 30 parents evenly distributed amongst schools through
the Pritchard Committee. Advocates for our schools. Request a two year commitment;
Can recruit additional volunteers. Goal – Fall of next school year.
Tobacco Free Campus – No tobacco – Anytime, Anyplace, Anyone – In policy since
2000. Should be strictly enforced even at after school programs, (e.g., football games,
Fall Festival, etc.). Tobacco Free campus banner.
Drop-Out Age 18 (Senate Bill 97) – Our board will probably adopt this policy. It does
not have to be adopted at this time. When 55% of districts have adopted it, then it will
be adopted in every district.
EXPLORE-PLAN-ACT – (Middle School and High School assessments) – Percentage
of students meeting benchmarks has gone up.
Next Council of Councils Meeting – April 29, 2013.
*Committee Reports: – None at this time.
*Student Achievement: ThinkLink Tests – Mrs. Divine provided a Drilldown Report for
Glasscock Elementary School by Subjects, including Reading/Language Arts, Social
Studies, and Science. Results are provided for Grades 1-5. Test 1 was administered
August 2012; Test 2 was administered December 2012 (Note: Between Test 1 and
Test 2, Standards were changed for grades 3, 4, and 5; however, not changed for
grades 1 and 2. Because of changes, re-norming occurred). Test 3 was administered
March 2013.
Percentage of Proficient and Distinguished students for each grade will be presented
for Tests 1,2,3, respectively, as well as % Novice for Test 1,2,3, respectively:

*Old Business
…..Discuss Family Resource Center Goals/Needs – Amy Newton, Family Resource
Director, of Glasscock Elementary School and Calvary Elementary School was asked to
come to this Site Base Meeting by the Site Base Council to inform SBDM members of
goals, grant, needs, etc. Glasscock Elementary School SBDM members had shown
interest in adding some days at GES for Ms. Newton. Ms. Amy Newton explained that
she has to write and submit a new grant every other year and review the grant yearly.
If she were to be full-time employed at GES, the grant would have to be re-written and
re-submitted.(Grant is a very big grant.) If this transpired, the money allowed for
services could be cut. Money provided the Family Resource Center, for this school
year, at GES and CES was $73,395.00. This sum will be cut next school year. She
also serves Calvary Elementary School, who has to share a Family Resource Director,
either with Glasscock Elementary School or Lebanon Elementary School. Lebanon
Elementary School’s Director serves LES only. LES funds are $45, 260.25. She
commented that GES and CES funds are not separated, in other words the funds are a
total for both schools, which have different needs, and differ in services rendered to
each school. Site Base Members decided to leave this alone and keep it as it stands
now with Ms. Amy serving GES on Mondays, Wednesdays, and Fridays and CES on
Tuesday and Thursdays. SBDM does not want to have services changed, at this time,
because of a loss of funds that could transpire; however, would like to have Ms. Amy
Newton estimate what it would cost to have a part-time assistant for days when she is
not here.
…..Update on Enrollment and Staffing: Since our last visit of this issue at our last
Site Base Meeting in March, we have had students moving in and out; net gain of
moves added a Kindergarten student. As a result of these stats, no change in status of
Faculty and Staffing is evident, at this time.
…..Discuss Departmentalization Issue for 2013-2014: ( This will be part of schedule.)
Mrs. Divine shared that from last survey provided results displayed 68% of students
favor departmentalization and 31% oppose. Minimizing switches has been discussed
in regard to being helpful in conserving time loss due to moves, reducing chances of
bad behavior in hallways, and reducing loud and boisterous activity (issues that SBDM
members have discussed when this issue arises). Departmentalization is part of
scheduling. Mrs. Divine shared that Science Standards are new and current Science
Teacher has been trained in the new Science Standards. She recommends leaving Title
1 science teacher the way it is. In the History Alive Program, current fifth grade Social
Studies Teacher has been trained in Social Studies Standards. In Math, current fifth
grade Math Teacher has been trained in Math Standards. Read 180 is provided in
grades 4 and 5; one fourth and one fifth grade teacher have been trained in Read 180.
Mrs. Divine commented that if departmentalization did not occur next school year, more
supplies, books, and training for teachers will have to occur. Fifth grade teachers (Lena
Murphy, Karen O’Daniel, and Kellie Wise) shared with Site Base some ways to
minimize changes of classes: To have a 2 hour block of Reading, Writing, and Literacy
from 9:00 – 11:00 A.M.; From 11:00 – 11:45 A.M., with same students, Ms. Murphy
would teach Math, Ms. Wise would teach Social Studies, and Ms O’Daniel would teach
various disciplines (depending on what is needed) e.g., more Writing, Test Taking Skills,
Health, etc.). The 8:30 A.M. slot is used for specials including DARE, Conservation,
and when needed Program Practices, as the GES Showcase. Mrs. Akers commented
that she feels that the management of switches, which result from departmentalization,
is a problem. Site Base Council discussed and feel that classrooms with each grade
need to have proximity to each other (Grade 4 classroom clustered together, as well as
Grade 5 clustered together ) to reduce problems mentioned earlier. Observations have
depicted a lot of students in the hallway between 2:30 and 3:00 P.M.
*Discuss/Approve Use of School Activity Funds to Meet Priority Needs: Mrs.
Divine provided a handout of School Activity Funds, which is delineated with amount of
monies in each Account. Total Available is up to $7381.18. Mrs. Divine shared that 9
computers need to be replaced because they are very antiquated. Site Base approved
that School Activity Fund monies be used to buy new computers to replace the
antiquated computers. Mrs. Divine has asked that sponsors of accounts, shown with a
diamond placed by them, spend the money in that account. Accounts with the diamond
sign include: Yearbook; Book Fair; Academic Team; STLP. (See School Activity
Funds Handout for details.)
A question was asked by Mrs. Williams that will be addressed later – Do schools
provide supplies for next year? Mrs. Divine had to leave at end of meeting, and
remaining SBDM members did not know the answer to this.
*New Business
…..Discuss/Approve Textbook Adoption Recommendation (District Committee): This
issue was tabled and will be addressed at next SBDM meeting. Mrs. Divine had
shared earlier in meeting that Reading Cost would be $72,000.00, which did not include
classroom library/ leveled literacy books.)
*Opportunity for Visitors to Address Council: Amy Newton, Family Resource
Director, addressed Family Resource Center goals and needs. Fifth Grade Teachers –
Lena Murphy, Karen O’Daniel, and Kellie Wise addressed departmentalization issues.
*Next Meeting: Special-called meeting for Spring Retreat with the Board of Education
on April 23 at 5:30 pm.
The next regular Site Base Decision Making Meeting is scheduled for Tuesday, May 14,
2013 at 4:00 P.M. in Conference Room at Glasscock Elementary School.
