RESOLUTION 12-08
A RESOLUTION OF THE KIVALINA CITY COUNCIL DECLARING
ADDITIONAL DISASTERS AND STATE OF EMERGENCY CAUSED BY THE
AUGUST 2012 RAIN STORM RESULTING IN A WATER AND LANDFILL
SITUATION IN THE COMMUNITY OF KIVALINA.
WHEREAS, commencing during the month of July 2012, and continuing thereafter, the
community of Kivalina, Alaska sustained and is sustaining severe losses and threats to
health and safety extremely high water and minor flooding, the community has not been
able to fill the water holding tanks and school will not commence until that happens, and
the landfill has breached the lagoon, and;
WHEREAS, the City of Kivalina is a political subdivision of the Northwest Arctic
Borough and the State of Alaska, and;
WHEREAS, the following additional conditions exist as a result of the disaster
emergency;
1. The cement block anchor has fallen into the water at the mouth of the river,
and;
2. Additional pipes have fallen into the river creating additional hazard for the
safety of the community, and;
3. There is a severe water shortage for the community due to the river being very
muddy with high turbidity that may result in health issues, and;
4. The fire hose has sustained additional damages and cannot be used anymore,
and;
5. The window of opportunity to fill the water tanks before is very small;
therefore, there is a need for a high-powered gas pump. Filling of the tanks
takes two (2) weeks with a small pump.
6. Due to the current circumstances, the City needs an ATV Honda to pull up the
pipes from the river. That cannot be done by manpower. The pipes are a
hazard to the boaters who use the river for subsistence purposes.
7. Containment of waste at the landfill needs to be addressed; there is no fence
around the landfill. A fence needs to be constructed to contain the waste in
the event of another flood.
WHEREAS, the severity and magnitude of the emergency is beyond the timely and
effective response capability of local resources; and there are insufficient regular
appropriated funds to cover these expenses, and;
