OPERATIONS PLAN
CONDITION 5: Tropical Weather Outlook – Monitoring Tropical Activity
 Review Disaster Plan with City Manager, covering the specific duties and responsibilities
and possible alternatives in the event of an emergency. Meeting will be held in the City
Manager’s office.
 Review Disaster Plan with Division Directors, including specific duties and responsibilities
and possible alternatives in the event of an emergency.
 Initiate collection and storage of water and non-perishable food and other supplies for
on-site emergency operations.
CONDITION 4: Hurricane Alert – Advisory Indicating Potential Threat
 Advise Division Directors of emergency conditions and advise all Directors to continue to
monitor conditions.
 Advise Division Directors to check all City emergency power generators for the following
items:
o Fuel
o Battery condition
o Radiator coolant
o Generator output
o Automatic transfer switch operation (if applicable)

CONDITION 3: Hurricane Watch - Landfall Minus 48 to 36 Hours
 Begin to secure all Public Works Department facilities to protect records, equipment, and
supplies from potential water damage. Where possible, store records in a safe location
to reduce the threat of water damage.
 Division Directors to initiate call-up of personnel and notification of standby condition.
 Department Administrator instructs Division Directors to check and fuel vehicles.
 Department Administrator to review specific assignments and rotation procedure for
personnel with Division Directors.
CONDITION 2: Hurricane Warning – Evacuation Order – Landfall Minus 36 to 24 Hours
 Department Administrator to report to EOC.
 Division Directors to initiate Condition 2 assignments for their respective division.
CONDITION 1: Landfall Minus 24 to 12 Hours
 Department Administrator to man EOC on a 24-hour basis.
 Employees advised to check and secure all work areas and return to assigned shelter.
 All essential personnel will report to assigned shelter upon sustained winds of 40 mph or
upon recall.
LANDFALL MINUS 12 TO 0 HOURS
 Department Administrator to maintain communications between the EOC and Public
Works Operations.
 Continue to monitor and react to condition status.
 Responses and assignments coordinated through EOC.
 At this time, all emergency response team members are to be housed in their assigned
shelters.
POST STORM / RE-ENTRY
 Department Administrator to assess current condition of respective personnel,
equipment, and property, making appropriate notations and report same to Community
Planning Division.
 Designated employees in assigned vehicles to check all work areas for their respective
division.
 Assess damage and determine needs.
 Provide search, rescue, and clean-up assistance as needed.

equipment, and supplies from potential water damage. Where possible, store records in
a safe location to reduce the threat of water damage.
 Division Director to initiate the call-up of personnel and notification of standby condition.
CONDITION 2: Hurricane Warning – Evacuation Order – Landfall Minus 36 to 24 Hours
 Ensure vehicles and equipment are operational, fuel all pumps, generators, equipment,
and vehicles.
 Move generator to centralized location of equipment maintenance area.
CONDITION 1: Landfall Minus 24 to 12 Hours
 Streets Division to deploy personnel with equipment to Pinellas Central Elementary
School if designated as a shelter.
 Employees to check and secure all work areas and return to assigned shelter.
 Close and secure all sandbag sites.
 All essential personnel will report to assigned shelter upon sustained winds of 40 mph or
upon recall.
LANDFALL MINUS 12 TO 0 HOURS
 All responses and assignments coordinated through EOC or UOC.
 At this time, all emergency response team members are to be housed in their assigned
shelters.

Flood Conditions Response
RESPONSIBILITY
 Transportation and Stormwater Division personnel to barricade all streets which are flooded
to the point of being impassable and to inspect all drainage inlets and ditches for possible
blockages.
 Open sandbag and primary site.
 Assist Fire Department in evacuation of citizens in high water areas, if necessary.
 Transportation and Stormwater Division Supervisor to monitor all flooded streets. A record
will be kept of each flooded street and the Supervisor will keep the Director advised of
conditions.
 After flooding has subsided, all inlets and ditches are to be inspected and cleaned, as
necessary. A record of each inlet and ditch cleaning will be kept by the Transportation and
Stormwater Division Supervisor.
OPERATIONS PLAN
 Traffic Supervisor and Traffic Control Analyst to monitor all barricades and keep Traffic
Director advised of open and closed streets.
 Equipment consisting of 500 – 36” weighted orange cones and 25 – Type 2 plastic barricades
will be stored and maintained by the Traffic Division specifically for use in flood response.

Public Works Department - Transportation and Stormwater
Intra-City Disaster Response
 Tornadoes, structure fires, airplane crashes, and other serious vehicular
catastrophes.
RESPONSIBILITY
 Transportation and Stormwater Division personnel to assist various agencies (fire, police,
Federal Aviation Authority, etc.) and perform cleanup operations as necessary.
 Traffic personnel to set up and maintain appropriate detours.
OPERATIONS PLAN
 Transportation and Stormwater Division personnel to assist various agencies as required,
i.e., clearing streets to allow emergency equipment to access site for search and rescue
operations.
 Transportation and Stormwater Division personnel to perform cleanup operations
throughout the disaster site after all rescue efforts are completed.
 Transportation and Stormwater Division personnel to make all necessary repairs to streets,
sidewalks, and drainage structures after the cleanup operation has been completed.
 Traffic personnel to repair damaged traffic control devices.
 Coordinate signalization work with Police Department.

and notification of standby condition.
*NOTE: The labor needs to secure City buildings, prior to land-fall, is considerable. As such it
will be necessary to draw from the available Public Works labor-pool for this task. It has been
determined that a minimum of 14 persons will be loaned to the Building Maintenance Division
for this purpose. All Divisions within Public Works may be asked to dedicate some personnel for
this purpose. The following Divisions and number of personnel from those Divisions have been
identified as the minimum necessary:
 Sewer – 4
 Water – 5
 Parks; Fleet – 1
 Traffic – 1

 Ensure that emergency portable generators are in running condition and under cover.
 Make sure all spare tires are useable.
 Have dry gas and wire spray for electrical connections available.
 Make sure that all Public Works equipment, that may be used, is in running condition.
 See that the entire PWSF and City fueling station is operating under auxiliary emergency
power. (Fueling pumps are operated daily; preventive maintenance is performed semiannually on emergency generator for the fueling island. The generator is tested every
Thursday and wired to back-up Progress Energy.)
 Ensure that garage is open to store all Public Works portable small generators, pumps,
and emergency equipment.
 Fuel all generators, equipment, and vehicles.

Prepare to board-up windows at all City buildings.
CONDITION 3* – Hurricane Watch - 36 to 48 hours to forecasted landfall
 Begin to secure all Maintenance Division facilities to protect records, equipment, and
supplies from potential water damage. Where possible, store records in a safe location
to reduce the threat of water damage.
 Department Administrator to advise Division Director/Supervisor backup of condition
and initiate the call-up of personnel and notification of standby condition.
 Secure all public buildings and cover windows. At first warning of danger, all buildings
used during this plan will have additional supplies.
 Fourteen additional employees from throughout the Public Works Department will be
assigned to assist.

OPERATIONS PLAN
CONDITION 5: Tropical Weather Outlook – Monitoring Tropical Activity
 Review Disaster Plan with Department Administrator.
 Review Disaster Plan with staff and discuss responsibilities and duties.
CONDITION 4: Hurricane Alert – Advisory Indicating Potential Threat
 Meet with staff of the Utilities Division and advise them of potential emergency
conditions and continuous monitoring of situation.
 Review emergency response procedures, including crew assignments and designated
work zones and responsibilities.
 Advise staff of the Utilities Division to check their emergency power generators for the
following items:
o Fuel
o Battery condition
o Radiator coolant
o Generator output
o Automatic transfer switch operations (if applicable)
o Review “Sewer Overflow Response Procedures”.
o Review “Critical Sewers and Lift Stations” map.
o Coordinate with Fleet to ensure emergency generators, pumps and
equipment are fueled and/or running correctly.

CONDITION 3: Hurricane Watch – Landfall Minus 48 to 36 Hours
 Secure all Utilities Division facilities, including lift station buildings and work sites.
 Fuel all vehicles and equipment.
 Utilities Director to develop and initiate modified emergency work schedules to ensure
adequate staffing as needed of required facilities, and to meet any unforeseen tasks
or demands on Utilities Division or City at large.
 Begin to secure all Utilities Division facilities to protect records, equipment, and
supplies from potential water damage. Where possible, store records in a safe location
to reduce the threat of water damage.
 Division Director/Supervisor backup to initiate the call-up of personnel and notification
of standby condition.
NOTE: The labor needs to secure City buildings, prior to land-fall, is considerable. As such it
will be necessary to draw from the available Public Works labor-pool for this task. It has been
determined that a minimum of 14 persons will be loaned to the Building Maintenance Division
for this purpose. All Divisions within Public Works may be asked to dedicate some personnel
for this purpose. The following Divisions and number of personnel from those Divisions have
been identified as the minimum necessary:
o Sewer – 4
o Water – 5
o Parks/Fleet – 1
o Traffic – 1
CONDITION 2: Hurricane Warning – Evacuation Order – Landfall Minus 36 to 24 Hours
 Check and secure all lift stations
 Start and test-run all emergency generators in larger lift stations.
 Establish temporary office or work station at designated evacuation shelter to evaluate
and coordinate relief and recovery efforts. This facility will be activated at “Condition
1” status.
 Inspect all equipment to ensure proper working order.
 Fuel all vehicles and generators.
CONDITION 1: Landfall Minus 24 to 12 Hours
 All primary personnel will report to assigned shelter upon sustained winds of 40 mph
or upon recall.
 Designated employees to check and secure all work areas and return to assigned
shelter.
 All essential personnel will report to assigned shelters upon sustained winds of 40 mph,
or upon recall.

LANDFALL MINUS 12 TO 0 HOURS
 All Emergency Response Team members are to be housed in their assigned shelters.
 All responses and assignments coordinated through EOC or UOC.
POST STORM / RE-ENTRY
 Designated sewer crew to travel to and perform emergency evaluation of lift stations
in accordance with lift station priority. (Master stations, Crucial Need Stations,
Residential/Industrial/Commercial).
 Report findings to Sewer Foreman. Sewer Foreman to collect findings and work with
Sewer Services Coordinator to develop appropriate corrective measures plan.
 Assess pollution potential to determine locations of contaminated surface waters due
to sewage overflows.
 Information to be routed through the Utilities Director, or his designee, to ensure
proper state notification.
 Designated employees in assigned vehicles to check all work areas.
 Assess damage and determine needs.
 Start emergency repairs, as necessary
 Provide search, rescue, and clean-up assistance as needed.
