1. MESSAGE FROM THE CHIEF EXECUTIVE OFFICER
It is recorded that the Port Moresby Chamber of Commerce & Industry Inc. (POMCCI) first met in
1923, so we have been serving the business community in the nation’s capital for over 90 years, and with over
370 active members on our books, we strongly believe this gives us a wide and extensive knowledge of the
business environment in the capital and throughout Papua New Guinea (PNG).
POMCCI is a designated “not-for-profit” business organisation, for tax purposes, whose funds go solely for the
benefit of its members. It is apolitical, and currently does not actively support candidates or use its influence to
support business-friendly candidates to public office.
Primarily our foci are to promote the local economy, enhance the business environment for our members and
community, support civic development, represent business before government, participate in political and
social action initiatives and provide advocacy, networking and referral services.
It is our vision to be the “voice of Port Moresby, Central and Gulf Province businesses”, be an independent
forum for the enhancement of the business environment in the National Capital District (NCD) and to work for
development of a consensus among the business community on matters of national concern.
We believe it is our role to be the primary liaison and channel of communication between businesses and
government, both local and national. As the voice of NCD businesses, we aim to promote business interests
and work with government on policy building. We have a strong relationship with our own municipal authority,
the National Capital District Commission, currently our only Life Member.
We represent members on many government and statutory authority boards, including the Investment
Promotion Authority (IPA), Department of Finance and NCD Audit Committee, Department of Health,
Department of Education, Commission for Higher Education, Electricity Management Committee, Technical and
Vocational Education and Training Sector Strengthening Program Committee, Ginigoada Bisnis Development
Foundation Inc., PNG Institute of Public Administration and Business Against HIV and AIDS.
We run Business Against Corruption Alliance (BACA), and this year its role as a Civil Society Organisation
signatory to the Extractive Industries Transparency Initiative will be vitally important.
Our aim is to provide open communication with our members and we achieve this through regular e-Flash, eTrade and e-Event notices, and SMS emergency messaging, free to all members, advertising matters of local
concern and interest. In a rapidly developing economy we have to be more nimble and service our
members quickly and thoroughly, cognisant of the growing power of alternative and social media.
We maintain an interactive website and, in recognition of a growing cadre of younger and technologically
driven members, we can be found on Facebook, Twitter @POMCCI and later this year on LinkedIn.
We also host a wide range of events, particularly our regular breakfastswhich have in the past featured our
own Prime Minister, Treasurer, Bank of PNG Governor, foreign dignitaries, overseas Prime Ministers and
politicians. In addition to this we host signature events with the Asian Development Bank (ADB), ANZ Banking
Group (PNG) Ltd and the Annual Deloitte Touche Tohmatsu Budget Debate.
We have a regular presence in both local and foreign media, with the first pilot of our own business

programme
on the new network, TVWAN, “PNG Business Plus”, which began late in December 2014. We host

the “PNG Business Advantage” Investment and Infrastructure Summit each year providing a forum for trade
promotion and networkingwith up to 400 local and overseas delegates’ attending.

This year it will be held at the Brisbane Convention Centre from 27th - 28th August 2015. To coincide with the
15th Pacific Games in Port Moresby from 4th - 18th July 2015, we plan to hold a “Pacific Business Advantage
“Summit on 2nd July 2015 to promote PNG to the region.
We are active in assisting investors, both domestic and foreign, with our “PNG Investors Manual“, in its 3 rd
Edition, a joint production of POMCCI, ADB and the IPA. The manual is readily available and is also on our
website www.pomcci.com, as an eBook, at no charge. Edition 2 of the “Mosbi Map” is in the process of being
printed, with a Games theme. 100,000 copies will be printed by Moore Printing and distributed free of charge
throughout PNG. Also by May 2015, we will release, in collaboration with Pictorial Press (Queensland), 3,000
copies of a “100 Year Pictorial History of PNG“, a “must have” for any lover of PNG, to coincide with 90 years as
a Chamber of Commerce, PNG’s 40th Anniversary of Independence, and the 15th Pacific Games.
Your Chamber provides networking opportunities to its members and helps small businesses achieve
sustainable growth. We do this though our Women’s Advisory Centre, and although the Pacific Business
Mentoring Programme has been closed, we are optimistic we will be involved in a future programme. Regular
seminars are heldto educate our members in latest business trends, legislative changes, community issues and
business tools designed to enhance business profitability.
We recognise our businesses are modern, dynamic and creative, and that the environment in which they do
business must reflect the similar aspirations shown by our business leaders.

2. OVERVIEW
Port Moresby Chamber of Commerce & Industry Inc. (POMCCI) is a member of the Community
Coalition against Corruption and currently chairs the Board of the BusinessAgainst HIV and AIDS
(BAHA) and is the founder of the Business Against Corruption Alliance (BACA) and Women’s Advisory
Centre (WAC).
POMCCI is a lifetime Member of the Asia Pacific Confederation of Chambers of Commerce &
Industry.
3. BUSINESS AGAINST HIV and AIDS
BAHA Papua New Guinea (PNG) is a not for profit organisation representing the private sector in
PNG’s response to HIV/AIDS. With links to the Asia Pacific Coalition on HIV/AIDS, we are rapidly
developing infrastructure to meet the expectations of our employer base in PNG. We know that
responding to the challenges of HIV/AIDS requires commitment from every sector of society if we
are to be successful.
The scale of the challenges demands this, not only because of the potential to disrupt PNG's
traditional social structures, but because of the potential economic cost to the country if an
HIV/AIDS epidemic is left unchecked.

4. BUSINESS AGAINST CORRUPTION ALLIANCE
Initiated in 2010, BACA provides to POMCCI voluntary levy payers the free services of its in-house
lawyer to:



Draft or review Workplace Codes of Conduct;
Run lunch hour workshops for employees on Workplace Ethics and conduct to compact
corrupt workplace practices, tailoring solutions to suit the Company’s needs, working with
key employees to provide ongoing support and continued education; and
Run awareness campaigns about what corruption is and its effects on business.
You assist BACA to sit on the Extractive Industry Transparency Initiative PNG MSG Board to give a
voice to fighting corruption in the Extractive Industry and Government.
BACA works on National policy issues tackling corruption in business, promoting a cleaner playing
field for levy payers, POMCCI members and for business in general.

The In-house Lawyer and BACA Project Manager, MayamboPeipulhas worked as a Lawyer at PNG’s
leading anti-corruption Non-Governmental OrganisationTransparency International PNG and as a
Litigator in the Private and Public Sectors. Mayambo has conducted many training and awareness
sessions on Corruption and Ethics in PNG.
Membership of BACA, while expected, is voluntary. If you wish to support this work please pay the
separate invoice sent to you annually (currently the minimum levy is only PNG Kina (PGK) 350.00
annually). We would be grateful if you could support the work of POMCCI in this project and always
welcome and acknowledge large donations.
5. WOMEN’S ADVISORY CENTRE
WAC was launched on 29 June 2011 with funding initially from the British High Commission followed
by the National Capital District Commission and Yumi Lukautim Mosbi.
The aim of the project is to assist women in the work place, women running their own businesses, as
well as young women about to enter the workforce.
POMCCI provides the venue and Business & Professional Women’s Club of Port Moresby supports
the project with expertise.
WAC does NOT supply funding, but all services are provided free of charge and all women are
welcome.
6. CONSTITUTION
The Constitution of POMCCI in Section 7.3 (Membership) specifically states:
The Chamber may in its absolute discretion refuse admission to any prospective member whom its’

Promote and operate its business in the spirit of free enterprise and open competition; or
Provide its clients and customers with goods and services of an agreed and acceptable

e) Act honestly and openly in all of its dealings; or
f) Engage in any business practice appearing to the Chamber to bedeceitful or otherwise
improper which may reflect discredit on the manner of conducting business; or
g) Have an implication or conviction of fraud, embezzlement, larceny, misdemeanour or any
other criminal offences.

7. CODE OF ETHICS
1. Operate within the spirit of the Constitution and Laws of PNG;
2. Respect and abide by the Laws of other countries with and within which they have cause to
conduct business;
3. Respect the doctrine of equal human rights and avoid discriminatory practices;
4. Negotiate and enter into contracts and agreements to truthfully and without deception;
honourably meet obligations undertaken as part of such contracts and services and services
provided under a contract of sale;
5. Conduct all financial transactions honestly; ethically and in accordance with agreed terms
and due settlement dates;
6. Avoid and actively discourage any forms of bribery and corruption and uphold the principles
of transparency in business dealings;
7. Respect the rights of employees and ensure that they receive all due entitlements under law
and any contract of employment;
8. Deal fairly with employees in all matters and ensure that they are not subjected to
conditions or circumstances that are unsafe or may adversely affect their health;
9. Conduct business in the spirit of free enterprise, mutual trust, and support such that
everybody may gain from vibrant business activity and the ensuing growth and stability.
