11/12/2014 I. Landfill Development Focus Area Purpose The Landfill Development Focus Area is a large-scale industrial area surrounded by residential properties. Future development should seek to take advantage of the large property size and relatively low density of buildings to promote larger-scale uses while not detracting from the nearby residences. II. Existing Conditions The Landfill Development Focus Area is situated north of Interstate 95 on either side of Old Nod Road. It includes the former landfill property and the current location of the Department of Public Works. Land available for development and not constrained by tidal wetlands or other environmental concerns is mostly undeveloped. As of 2013, there are 23 businesses in the Landfill Development area, with a total of 85 employees. Construction, manufacturing, whole sale trade, and municipal services make up 82.5% and nearly 84% of the employees. Specifically, the Department of Public Works, located on Nod Road, makes up 30.4% of the business and 14% of employment. There are no average daily traffic counts (ADT) for Old Nod and Nod Roads at this location. Although no residential properties were included in this focus area, there are about 12 households adjacent to or immediately surrounding included properties, most of which are families. Population growth has increased slightly from 2000-2010 and is projected to grow by less than one percent in 2018. The median age of this area is 42. Homes are valued at an average $311,283 and the median household income was $149,391. Page | 1 11/12/2014 Landfill Development Focus Area The current zoning for the area is industrial. There are no major development constraints in this area other than the presence of Natural Diversity Database (NDDB) overlay areas covering approximately a third of this area. Development in this area is mostly larger warehouse and office type development. III. Vision: Issues & Outlook The Landfill Development Focus Area is a generally rural area with some large-scale businesses surrounded by affluent residential areas. Open space in the Landfill area is prime for development although access to Interstate 95 is inconvenient and the local roads are not currently fit for intensive daily traffic. Environmental concerns on the old landfill site may affect development. As of early 2014, plans for the construction of an ice rink on the former Town landfill property were moving forward. IV. Community Input Clinton residents generally were pleased with the plans for development of an ice rink in the old landfill property. However, some mentioned the lack of highway access and inability of Old Nod Road to carry large amounts of traffic. V. Future Planning The Landfill Development Focus Area is an underdeveloped and underutilized potential industrial zone. It was included as a development area primarily because of plans to build and ice rink on the old landfill Page | 2 11/12/2014 Landfill Development Focus Area property and the availability of land parcels. Scientific research and a technology park would be well suited in this area. Attention should be paid to traffic concerns on local roads and surrounding residential properties. These constraints, along with the lack of direct and convenient access to Interstate 95, may constrict future development plans. VI. Page | 3 Specific Action Items Examine traffic and road conditions and needs in preparation for future development Encourage industrial and large-scale businesses to locate in this area a) Focus on less intensive uses that will generate lower traffic to the area b) Ensure Zoning Regulations for development proposals in this area are sensitive to the environment and residential neighbors Explore provision for commercial large-scale alternative energy facilities
