Mr. Ernst has 30 years of energy experience as an environmental attorney for state agencies, a law firm, an
independent transmission company and now as senior consultant for a national engineering and
environmental consulting firm. As Director of Regulatory Affairs for the Tetra Tech Energy Program, Mr.
Ernst supports siting and permitting for various proposed offshore wind farms and interconnection cables in
the Atlantic Ocean, including the Statoil Hywind Maine floating wind turbines, the Deepwater Wind Block
Island, Rhode Island offshore wind farm, the Dominion Virginia offshore turbines, and other projects off the
Atlantic Coast.
Mr. Ernst also helps lead policy analysis for the DOE Navigant Offshore Wind Market Analysis and Supply
Chain Studies. He is an active member of the Offshore Wind Development Coalition and AWEA Offshore
Wind Working Group since 2007. Mr. Ernst has a J.D. from Northeastern University School of Law in Boston
and B.S. from Davidson College in Davidson, North Carolina.

Catherine Bowes is a Senior Manager in National Wildlife Federation’s Climate & Energy Program, working
to leverage NWF's policy expertise as well as field and communications resources to address climate
change. Based in NWF's Northeast Natural Resource Center, Catherine manages NWF's Atlantic Offshore
Wind Campaign which works with a broad set of national, regional, and state stakeholders to build support
for appropriately-sited offshore wind development. She has held several positions during her 10 years with
NWF, including serving as lead climate policy lobbyist on Capitol Hill in 2009-2010. Catherine previously
worked for Conservation Law Foundation - building public support for environmental advocacy issues
around New England. She holds a Master's degree in Environmental Policy from Bard College and a B.A. in
Political Science from Washington University in St. Louis.

Juliet Browne is a partner at the law firm of Verrill Dana headquartered in Portland, Maine, where she Chairs
the Environmental and Co-Chairs the Energy practice groups. She advises clients in all aspects of
environmental law, including project permitting and compliance under federal, state and local laws, litigation
of environmental matters in state and federal courts, redevelopment of contaminated properties, and a wide
variety of natural/resources-based transactional matters. Juliet has been recognized frequently for her ability
to manage large-scale, complex permitting and development matters. These matters often involve areas
with high natural resource values, and include the successful permitting of several of the largest wind power
projects in the northeastern United States, the expansion of interstate natural gas pipeline facilities, the
revolutionary proposal by a team of conservation groups and the Penobscot Indian Nation to remove several
dams located on the Penobscot River in Maine, and representation of a leading provider of comprehensive
waste and environmental services in North America on permitting and compliance with state and federal
regulations. Juliet served on the groundbreaking Governor’s Wind Power Task Force in Maine that
developed recommendations for wind power development and permitting, and has represented developers
on the successful permitting and development of more than 400 MW of installed wind power in Maine.

As Deputy Director of BOEM, Dr. Cruickshank assists the Director in the administration of programs that
manage the development of the Nation’s offshore resources in an environmentally and economically
responsible way. These programs include leasing, plan administration, environmental studies, National
Environmental Policy Act analysis, resource evaluation, economic analysis and the Renewable Energy
Program.
Prior to becoming the Deputy Director of BOEM upon its establishment in October 2011, Dr. Cruickshank
served as Deputy Director of the Bureau of Ocean Energy Management, Regulation and Enforcement
(BOEMRE) and the former MMS since 2002.
Dr. Cruickshank previously served as the Bureau's Associate Director for Policy and Management
Improvement and has worked in the Department of the Interior for more than 25 years. He earned a
Bachelor of Arts in Geological Sciences from Cornell University and a Doctorate in Mineral Economics from
the Pennsylvania State University.

Jim has been in the energy business since 1975 when he founded Energy Management Inc. (EMI) and over
the ensuing years he built EMI into one of the most successful privately held independent power companies
in America. He recruited and managed a team of dedicated and highly motivated professionals that were
able to complete the myriad and complex tasks of creating state of the art power projects. Jim’s sense of
timing and grasp of political and regulatory directions allowed EMI to develop some of New England’s first
gas fired cogeneration and independent power projects as well as the first generation of merchant electric
plants in the United States. In recent years, EMI has been developing Cape Wind, America’s first fully
permitted offshore wind farm with the nation’s first commercial lease and EMI is also pursuing other offshore
wind opportunities in the U.S. Jim is also the President of American Renewables which has developed two
biomass power projects in the U.S. southeast. One of these projects, the Gainesville Renewable Energy
Center in Gainesville, Florida was awarded the 2011 North American Biomass Deal of the Year by Project
Finance Magazine. Jim is a graduate of Boston University’s School of Public Communications and worked
for Warner Communications Corporation prior to founding EMI.

Bill White serves as the Senior Director of Offshore Wind Sector Development at the Massachusetts Clean
Energy Center (MassCEC). At MassCEC, Bill is overseeing the construction of the New Bedford Marine
Commerce Terminal, a first-in-the-nation facility for the construction, assembly, and deployment of offshore
wind projects. Additionally, Bill is leading Massachusetts’ efforts on the federal leasing process for offshore
wind development, as well as supply chain and workforce development efforts related to offshore wind. Bill
served as Assistant Secretary for Federal Affairs in Governor Patrick’s Energy and Environmental Affairs
Office in Massachusetts, where he played a key role in securing federal permits for the historic Cape Wind
project and attaining federal funding for the Massachusetts Wind Technology Testing Center, the largest
wind blade test facility in the world.
Previously, Bill served as a Special Assistant to the President in the Clinton White House and worked at the
U.S. Department of State. He is a graduate of Boston College’s School of Management (B.S.) and Harvard
University’s John F. Kennedy School of Government (MPA).

Paul currently serves as the Director and Principle Coordinator of the Maine Wind Ocean & Industry Initiative
(MOWII). MOWII is a collaborative effort between leading wind industry partners, industry associations,
State entities, and the University of Maine to promote the growth and organization of the wind & ocean
industry supply chain in Maine. MOWII serves the onshore and offshore wind industries as well as the
ocean energy supply chain development needs.
Paul Williamson has been working as a workforce and economic development specialist in Maine since
2006. Much of that work began with the boat building and advanced materials industries, and then
broadened to include a variety of manufacturing and fabricating industries. Paul is a licensed sea captain
with over 10 years owning and operating commercial vessels. When time allows you will find Paul surfing or
sailing off the Maine coast.
