MAYOR'S POLICY DIRECTOR FOR
INFRASTRUCTURE/TRANSPORTATION
$100,000-$120,000/annually
Mayor Libby Schaaf is putting together a motivated and enthusiastic team to work closely with her to help our beloved City achieve
its full potential. Mayor Schaaf is looking for passionate individuals who care deeply about making this community a better place to
live. The Mayor’s Policy Director for Infrastructure/Transportation will lead the Mayor’s agenda to improve infrastructure conditions
and transportation in Oakland.
The Policy Director will work on several initiatives and policy areas including creating a policy framework for improving Oakland's
infrastructure conditions (streets, sewer, public facilities, etc.); working with City Staff in various departments to establish a policy
framework for capital planning to create a long range, fiscally-constrained Capital Plan for Oakland; working on behalf of the Mayor
to advocate improvements in Oakland’s transportation system performance, road conditions, transportation services and project
delivery; advocating on behalf of the Mayor to identify new funding opportunities, at the county, state, federal and regional levels;
working closely with the State and Federal lobbyists to promote Oakland’s funding needs and projects; convening a team to reenvision Oakland’s streets and public spaces to produce more benefits for the City and move this vision forward to the City
Administration to implement; and creating a policy directive to integrate social, economic and environmental goals into the planning
and implementation of infrastructure and transportation projects.
The Mayor’s Policy Director will be the Mayor’s primary liaison to city staff and external agencies responsible for planning, project
development and delivery, and funding of infrastructure / transportation projects. Specifically, the Mayor’s Policy Director will work
with City staff on coordination with MTC, ACTC, BART, AC Transit, EBMUD, among others.
The selected candidate's areas of expertise should include:






Project Management: demonstrated experience managing complex projects, leveraging scarce resources and thinking
strategically
Infrastructure: Capital planning, infrastructure financing, integrated construction project delivery and performance measurement
Transportation: transportation planning and funding, and transit planning
Urban design: land use, street design and open space/parks
Finance: Municipal budgeting, and familiarity with city, county, regional, state and federal funding programs
Leadership: proven ability to convene and lead internal and external stakeholders to develop and achieve outcome
Requires focus, the ability to lead projects/initiatives from inception to delivery, bring together diverse perspectives, negotiate
agreements and attract sustained public and private resources towards Oakland's plans and programs, as well as a strong vision
and excellent communication skills. Experience with regional planning, environmental review (CEQA and NEPA), and goods
movement and ports is desirable.
This position is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules. Exempt Limited Duration
positions may not exceed a period of one year. This position will be posted continuously until there is a sufficient number of qualified
