PROJECT BACKGROUND
The Gulf Environmental Partnership and Action Program (GEPAP) is a regional initiative that
aims to promote long term sustainable development for the Gulf region. The objective of the
GEPAP is to preserve, protect and promote long-term sustainable development for the Gulf
region and its waterway. The GEPAP consists of three components: 1) Gulf Basin Diagnostic
Analysis (GBDA) of priority water and biodiversity related environmental concerns; 2) Gulf
Basin Environmental Strategic Action Plan (GBE-SAP) Development, Consultations and
Finalization; and 3) Developing a Green Investment Portfolio.
ASSIGNMENT DESCRIPTION
The World Bank Group is seeking the services of a consulting firm to prepare the Transboundary Diagnostic Analysis (Gulf Basin Diagnostic Analysis - GBDA) of priority water and
biodiversity related environmental concerns. The purpose of conducting a GBDA is to scale the
relative importance of sources and causes, both immediate and long term, of Gulf Regional
waters problems, and to identify potential preventive and remedial actions.

The World Bank intends to finance the assignment / services described below under the
following trust fund(s):

SUBMISSION REQUIREMENTS
The World Bank now invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Consultants may
associate to enhance their qualifications.
Interested firms are hereby invited to submit expressions of interest.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally
invited to submit proposals. Shortlisting and selection will be subject to the availability of
funding.
Qualification Criteria





1. 10 Years of experience of the firm in providing environmental services (environmental
analysis, coastal zone management planning, marine assessments, or similar), including
significant experience of the firm in carrying out trans-boundary diagnostic analysis for
marine ecosystems.
2. Significant experience of the firm in working the project countries and presence in
project countries.
3. Experience working with international organizations
4. Provide information on the technical and managerial capabilities of the firm.
5. Provide information on their core business and years in business of the firm.
