Facilitator Profile
Dominic Grounds is a Principal of Biruu and Biruu.Health, prior to which he was
an executive at Lend Lease Corporation.
Dominic’s primary focus is on investment analysis supported by robust and
defendable financial and demographic modelling, and investment business case
development.
Dominic has experience in twenty Gateway Reviews on either side of the table,
twelve of which as Review Team Leader. Importantly, in Dominic’s capacity as
commercial advisor his own work has been reviewed by others on numerous
occasions.
Dominic has experience in all stages of the Investment Management Standard, including facilitating
Investment Logic Maps, Strategic Assessments, Strategic Options Analysis, Investment Concept Briefs,
Benefit Management Plans, and Business Case Development.

Problem Definition (Investment Logic Map)
The problems to be solved by the investment are defined in a two-hour workshop where the key
participant, the Investor, leads the narrative summarising the essential logic for the investment.
Benefit Definition (Benefit Map and Benefit Management Plan)
The benefits of solving the problems represent government’s investment return. On simpler investments
the benefits can sometimes be defined and KPIs established (the “Benefit Map”) in the first workshop.
Strategic Response (Strategic Options Analysis)
Strategic responses to the problems are developed in a separate two-hour workshop that reviews and
expands upon the initial Investment Logic Map. The likely timelines, cost, risk and dependencies
associated with the preferred solution(s) are extracted, and summarised in a Strategic Options Analysis,
for inclusion in the Strategic Assessment.
Solutions Definition (Investment Concept Brief)
The indicative solutions are explored in a separate two-hour workshop that expands upon the earlier
work, to examine the range of solution options in more detail, and tentatively recommend a solution.
Together, these form the core of a Strategic Assessment or a Preliminary Business Case.
Workshop facility requirements
A suitable room with a printing electronic whiteboard plus a laptop/projector combination allows the
workshop to be more time-efficient for time-poor executives.
