The Badu Ar Mua Migi Lagal (Torres Strait Islanders) Corporation RNTBC
administers native title rights and interests on behalf of the people of Badu
and Moa. Translated, the name means ‘Badu and Moa little islands’ and the
determination area includes some 80 islands in the vicinity of Badu and

The Dauanalgaw (Torres Strait Islanders) Corporation RNTBC administers
native title rights and interests over Dauan. Dauan, the smallest island in the
Top Western Cluster, is situated approximately 6 km to the south west of
Saibai. It is also known as Mount Cornwallis Island, and incidentally forms
part of the Great Dividing Range. The language spoken on Dauan is Kalaw
Kawaw Ya, and there are strong traditional kinship ties with the other Top
Western Cluster islands of Saibai and Boigu. Dauan is serviced by boat, barge
and helicopter, the nearest airport being Saibai.

The Erubam Le Traditional Land and Sea Owners (Torres Strait Islanders)
Corporation RNTBC administers the native title rights and interests of
Erubam Le over Erub (Darnley Island). Erub is the largest volcanic island in
the Eastern Cluster Group at the edge of the Great Barrier Reef. On 1 July
1871, Erub became the stage for the Coming of the Light, where the gospel
was first introduced, by the London Missionary Society, to the Torres Strait
region.

Two Brothers Island, an island to the north-west of Iama. Gebar is an

The Goemulgaw (Torres Strait Islanders) Corporation RNTBC administers
native title rights and interests recognised over Mabuiag, part of the
Western Cluster group. Mabuiag, once known as Jervis Island, is the only
inhabited island in the Bellevue Islands group and is situated approximately
100kms north of Thursday Island. Like the larger islands of Moa and Badu to
its south, Mabuiag is part of the old submerged land bridge that ran from
Cape York to Papua New Guinea.

The Kulkalgal (Torres Strait Islanders) Corporation RNTBC administers native
title rights and interests recognised over Aureed on behalf of its members
located on Poruma, Warraber and Masig. Aureed, also known as Skull Island,
is part of the Bourke Isles group and is located approximately half way
between Poruma and Masig. Aureed was once an inhabited island, but is no
longer.
On 19 June 2014, the Kulkalgal #2 determination was made by Justice
Greenwood over Zuizin (Halfway Island). Zuizin is an uninhabited island and
is located 40km south of Masig and 27km east of Poruma. The
determination covers all the land, waters, sea, seabeds, reef, rivers,
riverbeds and banks encompassed within the abovementioned area to the
high water mark.

The Maluilgal (Torres Strait Islanders) Corporation administers the native
title rights and interests over Buru (Turnagain Island) and Warul Kawa
(Deliverance Island), on behalf of people from Boigu, Dauan, Badu, Mabuiag
and Saibai. The determination area also includes many uninhabited islands
and cays to the southwest of Boigu, Dauan and Saibai, and to the north and
northeast of Mabuiag and Badu. Translated from Kalaw Lagaw Ya, means
“Island of Turtles” due to the high populations of green and flatback turtle.
Due to the spiritual and cultural significance that the island has for local
people, Warul Kawa was declared an Indigenous Protected Area (IPA) in
February 2001.

Malu Lamar (Torres Strait Islanders) Corporation RNTTBC has been
established to manage the native title for the peoples who share the
culture and knowledge of the sea of the Torres Strait.
The PBC comprises of the 13 Island Community PBCs and 7 un-inhabited
Island PBCs who jointly manage the sea claim determination area as
recognised by the Federal Court in the decision in Leo Akiba & George
Mye on behalf of the Torres Strait Regional Seas Claim Group v State of
Queensland (No 2) [2010] FCA 643 and the determination made in that
matter on 23 August 2010 as upheld by the High Court of Australia.
The determination area covers approximately 44,000 sq. meters of sea
country in the Torres Strait region and the native title holders hold nonexclusive possession over this area.
In the associated judgments it was confirmed that Torres Strait Islanders
hold commercial rights over the determination area.

The Malu Ki’ai (Torres Strait Islanders) Corporation RNTBC administers
native title rights and interests over Boigu. Boigu is the most northerly
inhabited island of Australia and makes up part of the Top Western cluster
of islands. The mainland of Papua New Guinea is only 6 km away from Boigu.
The small nearby islands of Aubissi and Moimi are also included in the
determination. Together the three islands were previously known as the
Talbot Islands.

(MER)
The Mer Gedkem Le (Torres Strait Islanders) Corporation RNTBC administers
native title rights and interests over Mer (Murray Island), Dauar and Waier.
Mer is the most eastern island in the Torres Strait and is formed from an
extinct volcano. The organisation of the island is based on the traditional
laws of boundary and ownership: these traditional laws must be respected
by all visitors to Mer.
In 1992 the High Court of Australia discredited the notion of terra nullius by
ruling that native title existed on Mer, and thus Mer is seen as the birthplace
of native title. It is also the resting place of Eddie ‘Koiki’ Mabo whose case
became so famous.

Mualgal (TSI) Corporation RNTBC administers native title rights and interests
over Moa (Banks Island) and other islands in the Torres Strait. Their native
title was recognised in two separate determinations: the Moa Island
determination and the Mualgal #2 determination. Moa is the largest island
in the Western Cluster group and the second largest island in the Torres
Strait, situated 40 km north of Thursday Island. There are two communities
on Moa – Kubin and St Pauls.

(PORUMA)
Porumalgal (TSI) Corporation RNTBC administers native title rights and
interests over Poruma (Coconut Island), located approximately 130 kms
northeast of Thursday Island. Poruma is a narrow coral island bounded by
shallow fringing coral reefs. Tidal encroachment in the 1930s resulted in the
emigration of many islanders to other islands.

The Ugar Kem Le Ged Zeuber Er Kep Le (Torres Strait Islanders) Corporation
RNTBC administers native title rights and interests over Ugar (Stephen
Island). Ugar forms part of the Eastern Cluster group and is situated 170
kms northeast of Thursday Island. It is considered the most isolated island in
the Torres Strait as there is no airstrip. The people of Ugar are often referred
to as Ugarem Le, and hold close kinship ties with the people of Erub and
Mer.

The Warraberalgal (Torres Strait Islanders) Corporation RNTBC administers
several islands on behalf of the Warraber people including Warraber (Sue
Island). Warraber, the middle island of The Three Sisters, is located 100 km
